Shiite Endowment Office

The Shiite Endowment Office is an Iraqi government agency created by the Iraqi Governing Council after the fall of Saddam Hussein in 2003. It was created as a result of the dissolution of the Ministry of Awqaf and religious Affairs in former Baath rule, separating from it the Holy Shrines, the mosques, the hawzas and all religious endowments of Shia Islam in Iraq.

Function

The Shiite Endowment Office’s function is the cultural promotion of Shiite community in Iraq and the management of heritage belonging to the community including mosques, shrines, libraries, schools and other real estate. [1]

Formation

The Office was created through the Resolution No. 29 of 30 August 2003, which stated the dissolution of the Ministry of Awqaf and religious Affairs (Wizarat al-Awqaf) and the creation of three new Endowments offices (Diwan al-Waqf) for the administration of the religious endowments of Sunnis, Shiites and Other religions: [2]

As of 2003, the majority of the endowments of the former Ministry of Waqf passed to the Sunni Endowment Office, because in the former rule only Sunni Islam was protected by law and only Sunni endowments were administrated by the State, but with the so-called Atabat law of December 2005 the major Islamic Shrines passed to the Shiite endowment administration, and later also many mosques formerly administrated by Sunnis. [3]

The President of each Office should be appointed by the Head of the Government, but the Atabat law of 2005 stated that the major decisions concerning the Shiite endowment, as the appointment of the President of the office, should be approved by the Great Ayatollah Ali al-Sistani as a representative of Shiites, while noting the lack of a similar authority among the Iraqi Sunnis. Later, in October 2012, the Law No. 57 about the Shiite Waqf, [4] confirmed that the president of the Shiite endowment office, before the appointment by the Iraqi Premier, should be approved by the Shiite Marja', while the Law No. 56 about the Sunni Waqf [5] gave a similar power to a Council of Sunni ulemas, the "Fiqh Council of the ulemas". [6]

History

During Saddam Hussein's rule, the politics of the Ministry of Awqaf and religious Affairs was seen by Shiites as discriminatory towards them. So it was suppressed in August 2003 by the Iraqi governing council, in order to give religious freedom to the different religious components of Iraq. This created the problem to assign each religious site to a confession, causing rivalry among the different groups in order to gain the control of these sites. [7] In 2004, a Committee was formed, including both Shiite and Sunni scholars, to determine the founders and donors of each endowment, through the State records of the former Ministry, thus definitely separating the formerly neutral Islamic endowments, who became matter of sectarian contention. [7]

In December 2005 the so-called Atabat law conceded to the Shiite endowment the administration of the five major Iraqi Shrines of Shia, but was contested by the president of Sunni Endowment Office al-Sumarrai, who claimed that they had been administrated until then by Sunni families, as in particular the Shrine of Samarra, thus opening a legal dispute which ended in 2012 confirming the assignment to the Shiite Waqf. [7]

Many mosques, especially those built during the Baath rule, had furthermore very profitable commercial endowments, thus determining also an economic competition for their parceling. During the first Sunni insurgency, many Sunni Imams were driven out by force from the mosques they had received by the Baath administration, and thus these mosques were added to the Shia endowment. [7] A second legal Committee was created in 2008 in order to resolve the disputes concerning the sites claimed by both the confessions, but it stalled when the Shiite endowment office contested the validity of the documents dating back to Saddam Hussein. [7]

In recent times, during the civil war, some disputes concerning ancient mosques in Baghdad with vestiges of both Islamic confessions, and thus not clearly recognized as belonging to only one of them, had been finally resolved in favor of Shiite Waqf. After the fall of Mosul, also ancient mosques of this town have become matter of contention. [7]

<span class="mw-page-title-main">Mohammad Baqir al-Hakim</span> Iraqi Shia Islamic scholar and politician (1939–2003)

Ayatollah al-Sayyid Muhammad Baqir Muhsin al-Hakim at-Tabataba'i, also known as Shaheed al-Mehraab, was a senior Iraqi Shia Islamic Scholar and the leader of the Supreme Council for Islamic Revolution in Iraq (SCIRI). Al-Hakim spent more than 20 years in exile in Iran and returned to Iraq on 12 May 2003 following the US-led invasion. Al-Hakim was a contemporary of Ayatollah Khomeini, and The Guardian compared the two in terms of their times in exile and their support in their respective homelands. After his return to Iraq, al-Hakim's life was in danger because of his work to encourage Shiite resistance to Saddam Hussein and from a rivalry with Muqtada al-Sadr, the son of the late Ayatollah Mohammed Sadeq al-Sadr, who had himself been assassinated in Najaf in 1999. Al-Hakim was assassinated in a massive car-bomb explosion in his hometown Najaf in 2003 when he emerged from the shrine of Imam Ali. He was 63. At least 75 others were also killed in the bombing.

<span class="mw-page-title-main">Imam Ali Shrine</span> Mosque and mausoleum of Ali

The Sanctuary of Imām 'Alī, also known as the Mosque of 'Alī, located in Najaf, Iraq, is a mausoleum which Shia and Sunni Muslims believe contains the tomb of 'Alī ibn Abī Tālib, a cousin, son-in-law and companion of the Islamic prophet Muhammad. The Shī'as consider 'Alī as their first Imām and the first of the twelve caliphs of Muhammad, and the Sunnis regard him as the fourth Sunni Rashid Caliph. According to Shī'ite belief, buried next to 'Alī within this mosque are the remains of Adam and Nuh (Noah). Each year, millions of pilgrims visit the Shrine and pay tribute to Imām 'Alī.

Ali al-Husayni al-Sistani is an Iranian-Iraqi Islamic scholar. One of the most senior scholars of Twelver Shia with the rank of Grand Ayatollah and marja', he has been described as the spiritual leader of Shia Muslims worldwide, "the undisputed leader of Iraq's Shias", included in top positions of "The Muslim 500: The World's Most Influential Muslims", from 2009 to 2024, and named one of the 100 most influential people in the world by Time magazine in 2004 and 2005.

After the 2003 invasion of Iraq was completed and the regime of Saddam Hussein was toppled in May 2003, an Iraqi insurgency began that would last until the United States left in 2011. The 2003–2006 phase of the Iraqi insurgency lasted until early 2006, when it escalated from an insurgency to a Sunni-Shia civil war, which became the most violent phase of the Iraq War.

The National Iraqi Alliance, also known as the Watani List, is an Iraqi electoral coalition that contested the 2010 Iraqi legislative election. The Alliance is mainly composed of Shi'a Islamist parties. The alliance was created by the Supreme Council for Islamic Revolution in Iraq to contest in the January 2005 and December 2005 under the name United Iraqi Alliance, when it included all Iraq's major Shi'a parties. The United Iraqi Alliance won both those of elections however later fell apart after several major parties left the alliance due to disputes with Prime Minister Nouri al-Maliki and the Supreme Council.

Grand Ayatollah Sayyid Muhammad-Sadiq al-Sadr was a prominent Iraqi Shia marja'. He called for government reform and the release of detained Shia leaders. The growth of his popularity, often referred to as the followers of the Vocal Hawza, also put him in competition with other Shi'a leaders, including Mohammed Baqir al-Hakim who was exiled in Iran.

<span class="mw-page-title-main">2006 al-Askari mosque bombing</span> Attack on a Shia mosque in Iraq

The 2006 al-Askari Shrine bombing occurred on 22 February 2006 at approximately 6:44 a.m. local Iraqi time, and targeted the al-Askari Shrine in the city of Samarra, Iraq. The attack on the mosque, one of the holiest sites in Shia Islam, has not been claimed by any group; the then President of the United States, George W. Bush, claimed that the bombing was an al-Qaeda plot. Although the mosque was severely damaged from the blast, there were no casualties.

Adnan al-Dulaimi was a Sunni Iraqi politician who became prominent following the US invasion of Iraq in 2003 and the fall of the regime of Saddam Hussein. He and his supporters largely focused on two issues: ending the US occupation of Iraq; and strengthening and protecting the position of the country's Sunni Arab minority at a time when the country's Shiite Arab majority was ascending politically.

Islam is historically divided into two major sects, Sunni and Shia Islam, each with its own sub-sects. Large numbers of Shia Arab Muslims live in some Arab countries including Lebanon, Yemen, Bahrain, Iraq, Saudi Arabia, Kuwait, Oman, the UAE, and Qatar.

The Soldiers of Heaven or Jund As-Samāʾ were an armed Iraqi Shi'a messianic sect known for fighting in the January 2007 Battle of Najaf against government forces and U.S. and U.K. occupying forces. Led by Dia Abdul Zahra Kadim, who was killed in the battle, the Soldiers of Heaven were accused of trying to start a "messianic insurrection" at the holy city of Najaf during the festival of Ashura.

<span class="mw-page-title-main">Shia–Sunni relations</span> Relations between the two largest Islamic sects

After the death of Muhammad in 632, a group of Muslims, who would come to be known as the Sunnis, believed that Muhammad's successor as caliph of the Islamic community should be Abu Bakr, whereas a second group of Muslims, who would come to be known as the Shias, believed that his successor should have been Ali ibn Abi Talib. This dispute spread across various parts of the Muslim world, which eventually led to the Battle of the Camel and Battle of Siffin. Sectarianism based on this historic dispute intensified greatly after the Battle of Karbala. During the battle, Husayn ibn Ali and some of his close partisans, including members and children of Muhammad's household, were killed by the ruling Umayyad Caliph Yazid I. The outcry for revenge divided the early Islamic community, albeit disproportionately, into the Sunni and the Shia. This is known today as the Islamic schism.

<span class="mw-page-title-main">2007 al-Askari mosque bombing</span> Formally unclaimed attack on a Shia Islamic mosque in the Iraqi city of Samarra

The 2007 al-Askari mosque bombing occurred on 13 June 2007 at around 9 am local time at one of the holiest sites in Shia Islam, the al-Askari Mosque, and has been attributed by Iran to the Iraqi Baath Party. While there were no injuries or deaths reported, the mosque's two ten-story minarets were destroyed in the attacks. This was the second bombing of the mosque, with the first bombing occurring on 22 February 2006 and destroying the mosque's golden dome.

The Battle of Karbala was fought during the 1991 uprisings in Iraq which followed the Gulf War. The battle started after demoralized troops throughout Iraq began to rebel against Saddam Hussein. From 5 to 19 March 1991, the city of Karbala became a chaotic battlefield as the result of bitter fighting between the insurgents and the Iraqi Republican Guard. After the failure of the uprising, citizens were killed in large numbers. Parts of the city were nearly leveled.

<span class="mw-page-title-main">Al-Rahman Mosque, Baghdad</span> Incomplete mosque in Baghdad, Iraq

Al-Rahman Mosque in Baghdad, was intended to be one of the largest mosques in Iraq. It was begun by Saddam Hussein in 1998, but work was cut short during the 2003 invasion of Iraq and it was never completed and only its skeleton remains today. It remains uncompleted in Baghdad's Mansour neighbourhood, in the place of the old race track. Its main, uncompleted dome, is surrounded by eight smaller, independent domes, which in turn feature eight even smaller domes integrated into their walls. It is approximately 250 metres (820 ft) in diameter, and occupies 4.5 hectares.

The Najaf Seminary, also known as the al-Hawza Al-Ilmiyya, is the oldest and one of the most important Shia seminaries (hawza) in the world. It is located near the Imam Ali Shrine in the city of Najaf in Iraq, and also operates a campus in Karbala, Iraq. It was established by Shaykh al-Tusi, and continued as a center of study after the establishment of modern Iraq in 1921.

The Sunni Endowment Office, or Sunni Endowment Diwan, is an Iraqi agency created by the Iraqi Governing Council after the fall of Saddam Hussein in 2003. It was created from the dissolution of the Ministry of Awqaf and Religious Affairs under former Ba'ath rule, separating from it the religious endowments of Shiite Islam and non-Islamic religions.

<span class="mw-page-title-main">Mahdi Al-Sumaidaie</span> Grand Mufti of Iraq

Mahdi ibn Ahmed Al-Sumaidaie is the Grand Mufti of Iraq. He runs the Sunni Fatwa Council in Baghdad, at the Umm-al-Tubul mosque.
