Simon Tensing de Cruz (born 2 February 1954) [1] is a Singaporean diplomat, who has been serving as the Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Ukraine.
De Cruz was born in the United Kingdom on 2 February 1954 to Gerald Evelyn de Cruz and Coral Alma Phipps. [2] His elder sister is Justice Judith Prakash. [3] He also has one younger half-brother, Adam. [2]
He graduated from the University of Singapore (now the National University of Singapore) in 1979, majoring in political science before joining the Ministry of Foreign Affairs (MFA) that year. [4]
In 1996, he was appointed as Singapore's Ambassador to the Philippines, [5] a position he held until 1999, [1] when he was appointed as the Ambassador of Singapore to Myanmar in 2000 and held that position until 2004. [1] [4]
After serving in a department of the Ministry of Foreign Affairs, he was appointed as Singapore's High Commissioner to Papua New Guinea on 29 May 2006. [1]
On 24 September 2008, de Cruz was appointed as Singapore's Ambassador to Russia, [6] and presented his Letter of Credence to President Dmitry Medvedev on 27 February 2009. [7]
On completing his tenure in Moscow in 2012, he continued to serve in his capacity as Singapore's Ambassador to Ukraine.

Russia–Singapore relations are the bilateral foreign relations between the two countries, Russia and Singapore. Russia has an embassy in Singapore. Singapore has an embassy in Moscow. Both countries are full members of APEC. Due to the 2022 Russian invasion of Ukraine, relations became very tense after Singapore imposed sanctions against Russia. Russia placed Singapore on a list of "unfriendly countries" along with Taiwan, South Korea, Japan, the United States, European Union members, NATO members, Canada, Australia, New Zealand, Norway, Switzerland, Micronesia and Ukraine.
Judith Evelyn Jyothi Prakash is a Singaporean judge in the Supreme Court. Her brother is ambassador Simon Tensing de Cruz. Prakash was appointed a permanent Judge of Appeal of the Court of Appeal of Singapore on 1 August 2016, the first woman to hold this post. During her time on the bench, she was also Judge of the Dubai International Financial Centre Courts, where she heard appeal matters.

Lee Chiong Giam was a Singaporean diplomat and civil servant. Lee was part of the country's first generation of diplomats following independence in 1965. He served as the High Commissioner to Papua New Guinea from 1982 to 1999, High Commissioner to Fiji from 1997 to 2005, High Commissioner to Pakistan from 2006 to 2014, and Ambassador to East Timor from 2005 to 2014. Domestically, Lee also served as the former executive director of the People's Association (PA) from 1982 until 1999.
