The South American Council of Health, created on December 10, 2008, is a permanent council composed of Ministers from member countries of Unasur (Union of South American Nations). [1] This body was created in order to constitute a space of integration concerning health, incorporating the efforts and improvements from other mechanisms of regional integration, such as MERCOSUR, Organismo Andino de Salud (ORAS CONHU) and Amazon Cooperation Treaty Organization, to promote common policies and coordinated activities among member countries. It is also a consultation and consensus body concerning health, which intends to delve deeply into relevant themes and strengthen public policies aimed at improving the living conditions of the inhabitants of the South American continent.

In July 2011, the Council established its South American Institute of Government in Health, aimed to be a think-tank to promote exchange, critical thinking, knowledge management and generate innovation in policy and governance for health, thus offering South American Health Ministries the best available practices and evidences on health management.

Objectives

Structure

The Council is composed by the Health Ministries of Unasur’s Member States. In order to achieve the Council’s goals, the Coordinating Committee - responsible for preparing propositions of Agreements and Resolutions - was created. It is formed by the representatives and deputies of each Member State and a representative of the MERCOSUR, Organismo Andino de Salud (ORAS CONHU), Amazon Cooperation Treaty Organization and PAHO in the capacity of observers and transiently. [2] The Council's Presidency is held by the Health Minister of the country nominated for the Pro Tempore Presidency (PPT) of UNASUR. It is in charge of coordinating the activities of all councils and managing the Technical Secretary. The Pro Tempore President has a two-year term that may be extended for another two years, being unconditionally succeeded by a president from a different country. The CSS is underpinned by the Technical Secretary in charge of the Pro Tempore Presidency (PPT) and two countries of the previous and following PPT, in order to ensure the continuity of works. There are also the Technical Groups responsible for analyzing, preparing and developing proposals, plans and projects that contribute to the South American integration in health, according to the alignment established by the South American Health Agenda. The Technical Groups are divided into areas of work defined by the South American Health Council, with one country in charge of the coordination and another country as the deputy coordinator. In addition to the Technical Groups, the Council also has preexisting and developing Structuring Networks that aim to spread knowledge in the field of health.

The Southern Common Market, commonly known by Spanish abbreviation Mercosur, and Portuguese Mercosul, is a South American trade bloc established by the Treaty of Asunción in 1991 and Protocol of Ouro Preto in 1994. Its full members are Argentina, Bolivia, Brazil, Paraguay and Uruguay. Venezuela is a full member but has been suspended since 1 December 2016. Associate countries are, Chile, Colombia, Ecuador, Guyana, Peru, and Suriname. Bolivia became a full member on July 8, 2024.

The Summit of South American-Arab Countries is a bi-regional mechanism for cooperation and political coordination, which gathers the 22 member-States of the League of Arab States and the 12 countries of South America. Better known by its Portuguese and Spanish acronym ASPA, the bi-regional forum was created upon proposal of the Brazilian President Luiz Inácio Lula da Silva, during the I ASPA Summit of Heads of State and Government, held in Brasilia, Brazil, in May 2005. The 2010 South American summit, took place in Georgetown, Guyana on November 26, 2010. Eight heads of state and four foreign ministers of the Union of South American Nations attended the summit. During the summit, the leaders signed an additional protocol to the Constitutive Treaty, adding a democratic clause to the charter of the organization. The Georgetown summit ended with the Ecuadorian president handing the UNASUR pro-tempore presidency for the next twelve months to his Guyanese counterpart, Bharrat Jagdeo.

The South American Institute of Government in Health (ISAGS) is a public intergovernamental institution of UNASUR whose main goal is to promote exchange, critical thinking, knowledge management and generate innovation in policy and governance for health, thus offering South American Health Ministries the best available practices and evidences on health management. It was created by the Heads of State and Government of UNASUR after a proposal of the South American Council of Health gathered in Cuenca, Ecuador, in April 2010. According to the institute's Executive Director José Gomes Temporão, "Isags works in alliance with experts and networks present in the twelve countries of South America to foster the best practices in health to the 400 million inhabitants of this part of the world".

The Council of South American Defense is a mechanism that aims to promote the exchange of safety among the countries that make up the Union of South American Nations, such as military exchanges, experiences in peacekeeping missions, military exercises, confidence-building measures, and mutual and co-ordinated assistance in areas of natural disasters.
