The Special Investigating Unit (SIU) is an independent agency of the South African government which investigates corruption and maladministration in state institutions. It was first established in July 1997 by President Nelson Mandela, although it has not operated continuously since then. As of 2022, the SIU was headed by Advocate Andy Mothibi [1] and had its headquarters in Meyer's Park, Pretoria. [2]
Its primary mandate is to provide anti-corruption, forensic investigation, and litigation services to combat corruption, serious malpractice, and maladministration in state institutions. [3] It therefore not only investigates cases but also is empowered to take civil action to correct wrongdoing which it uncovers, including by recovering financial losses suffered by the state. [3] It also has the power to subpoena witnesses, bank statements, and cellphone records; powers of search and seizure; and power to interrogate witnesses under oath. However, it is required to refer evidence of criminal conduct to the National Prosecuting Authority. [3]
It is an independent statutory body under South Africa's Special Investigating Units and Special Tribunals Act No. 74 of 1996. [3] It was established on 14 July 1997 by Presidential Proclamation R24 of 1997, signed by Nelson Mandela to enact that law. [4] Its mandate was to investigate serious malpractice or maladministration in connection with the administration of state institutions, assets, or money, as well as any conduct which may seriously harm the interests of the public. [2]
Although it was intended to be a temporary body, it continued its anti-corruption work until dissolved by a 2001 Constitutional Court ruling. It was re-established after legislative amendments were made to address the Court's complaints. [4] Under President Jacob Zuma, the agency was part of the government's multi-disciplinary Anti-Corruption Task Team. [5] In 2019, the Special Tribunal was established to hear civil litigation matters arising from SIU investigations, including on asset forfeiture, meaning that the SIU no longer has to institute such matters in the mainstream high courts. [4]
Winnie Madikizela-Mandela, also known as Winnie Mandela, was a South African anti-apartheid activist and politician, and the second wife of Nelson Mandela. She served as a Member of Parliament from 1994 to 2003, and from 2009 until her death, and was a deputy minister of arts and culture from 1994 to 1996. A member of the African National Congress (ANC) political party, she served on the ANC's National Executive Committee and headed its Women's League. Madikizela-Mandela was known to her supporters as the "Mother of the Nation".
Richard Joseph Goldstone is a South African former judge. After working for 17 years as a commercial lawyer, he was appointed by the South African government to serve on the Transvaal Supreme Court from 1980 to 1989 and the Appellate Division of the Supreme Court of South Africa from 1990 to 1994.

The National Prosecuting Authority (NPA) is the agency of the South African Government responsible for state prosecutions. Under Section 179 of the South African Constitution and the National Prosecuting Authority Act of 1998, which established the NPA in 1998, the NPA has the power to institute criminal proceedings on behalf of the state and to carry out any necessary functions incidental to institution of criminal proceedings. The NPA is accountable to Parliament, and final responsibility over it lies with the Minister of Justice and Correctional Services.
The Directorate of Special Operations (DSO), commonly known as the Scorpions, was a specialised unit of the National Prosecuting Authority of South Africa formed by President Thabo Mbeki, tasked with investigating and prosecuting high-level and priority crimes including organised crime and corruption. An independent and multidisciplinary unit with a unique methodology which combined investigation, forensic intelligence, and prosecution, the Scorpions were known as an elite unit, and were involved in several extremely high-profile investigations, especially into the Arms Deal and into high-ranking African National Congress (ANC) politicians including Jackie Selebi, Jacob Zuma, and Tony Yengeni.
The Lokayukta is the Indian Parliamentary Ombudsman, executed into power, through and for, each of the State Governments of India. It is brought into effect in a state, after passing the Lokayukta Act in respective state Legislature and a person of reputable background is nominated to the post. The post is created to quickly address grievances against the working integrity and efficiency of the government or its administration. Once appointed, Lokayukta cannot be dismissed or transferred by the government, and can only be removed by passing an impeachment motion by the state assembly, making it a powerful deterrent against corruption and mal-administration of the governing system.

Corruption was at its highest during the period of state capture under the presidency of Jacob Zuma and has remained widespread, negatively "affecting criminal justice, service provision, economic opportunity, social cohesion and political integrity" of South Africa.

Vigilance and Anti-Corruption Bureau, Kerala (VACB) is an agency of Government of Kerala constituted to investigate offences of bribery and corruption falling within the purview of Prevention of Corruption Act, 1988 in the state of Kerala. The VACB was established in 1964 and operates under the control of the Vigilance Department of the Government of Kerala. The VACB has its headquarters in Thiruvananthapuram, the capital city of Kerala, and has several regional offices across the state.

He currently faces charges of corruption, fraud, and money laundering in connection with contracts illegally awarded to Bosasa during his tenure as commissioner.
William Andrew "Willie" Hofmeyr is a South African lawyer and former politician who was Deputy National Director of Public Prosecutions from 2001 to 2019. He was the founding head of the National Prosecuting Authority's Asset Forfeiture Unit from 1999 to 2011 and the head of the Special Investigating Unit from 2001 to 2011. Although he was removed from the AFU by Shaun Abrahams in 2015, he returned in 2019 before he retired late that year.
