Sri Lanka Medical Council

The Sri Lanka Medical Council (SLMC) is a statutory body established in 1998, replacing the former Ceylon Medical Council. It is tasked with the regulation of the medical profession, upholding medical ethnical practices, standards of education and the safety of medical patients in Sri Lanka. [1]

Purpose

The purpose of the SLMC is to "protect health care seekers by ensuring the maintenance of academic and professional standards, discipline and ethical practice by health professionals who are registered with it" [2] .

History

The SLMC was established as a statutory body by the Medical (Amendment) Act No. 40 of 1998 replacing the Ceylon Medical Council which in turn had been established by the Medical Council Ordinance No. 24 of 1924.

On September 16, 2020, Pavithra Wanniarachchi, the Minister of Health, appointed a committee to look into the actions of the Sri Lankan Medical Association requests to look into the Sri Lankan Medical Association's former Acting Assistant Registrar of the Sri Lanka Medical Council (SLMC), Dr. Chandana Atapattu, by the Government Medical Officers Association (GMOA). Dr. Atapattu caused controversy after he reportedly shared confidential documents related to the SLMC to foreign parties regarding the acceptance of foreign degrees in the SLMC. This comes after questions by Russia when the SLMC removed 3 Russian universities of their SLMC Approved List without prior discussion, which the SLMC stated that the move was in error. [3] On November 29, 2020, previous chairman Prof. Harendra De Silva and other colleagues were found to have violated many regulations and were subsequently dismissed from their respective roles. In replacement, University of Colombo professor and previous SLMA president Vajira Dissanayake was appointed. [4]

The action taken by the Minister of Health prompted opposition by AMS president, Dr. L. A. Ranasinghe. In a letter to Sri Lankan president Gotabaya Rajapaksa, Dr. Ranasignhe states that the 5 SLMC officials were removed prior to their end of their term of office, subsequently affecting the "stability, independence and reputation" of the SLMC. [1]

Examinations

The purpose of the ERPM examination is to assess whether a candidate can approach medical practice with the appropriate intellectual skills of enquiry, clinical reasoning, critical thinking and decision making; possessing sufficient knowledge of the basic and clinical sciences, and an understanding of the underlying principles of scientific method; and the ability to create a differential diagnosis and rationalize a treatment plan for common clinical situations prevalent in Sri Lanka. [6]

Council Members

A vice-president shall be elected from among the members of the Medical Council, by the Medical Council. Its current President is Dr Colvin Gunerathna.

Criticism

Independence

The Sri Lanka Medical Council has been accused of lacking independence in its operations and policy formulation as it is heavily influenced by the Health Minister and his personal staff. [7] . However, the medical fraternity of the country could establish the independency after great struggle safeguarding the widely recognized reputation earned by the medical council rejecting political influences.

Protecting their own

The SLMC has been heavily criticized for focusing more on protecting the interests and privileges of doctors rather than protecting the interests of the general public as is the case with similar bodies such as the General Medical Council. [8]

Dominance of Doctors

The SLMC is dominated by medical doctors and other medical practitioners such as dentists and pharmacists are ignored. [9]

The Sri Lanka Army Medical Corps (SLMC) is a specialist corps in the Sri Lanka Army which provides medical services to all army personnel and their families in war and in peace. It is made up of 4 regular units and one volunteer unit. Headquartered in Colombo, formally at army headquarters. The corps Cap badge depicting the Rod of Asclepius.

A clinical officer (CO) is a gazetted officer who is qualified and licensed to practice medicine. In Kenya a clinical officer operates under the jurisdiction of the Clinical Officers Council which is responsible for their training, registration and licensing and each officer must (1) study clinical medicine and surgery for three or four years (2) graduate from an approved medical training institution (3) pass a national government licensing examination (4) complete an internship year at a teaching hospital (5) register as a clinical officer (6) apply for a practicing licence (7) complete a three-year period of clinical supervision under a senior clinical officer or a senior medical officer and may thereafter (8) apply for a practising certificate which allows one to provide general medical services directly to the public or (9) go into training for specialization and (10) become a trainer. Clinical Officer (CO) is a protected title and its use by unregistered persons is prohibited by law and punishable by up to five years in jail with or without a fine. Globally, the title may not have legal restrictions and can refer to a job grade rather than a medical qualification such as junior assistive clinical staff, licensed medical professionals or high-level corporate officers, directors, and managers.

South Asian Institute of Technology and Medicine

The South Asian Institute of Technology and Medicine (SAITM) is a privately owned educational institution providing higher education in Sri Lanka. It is recognised as a degree awarding institute under section 25A of the Universities Act No. 16 of 1978. In 2018, the parliament of Sri Lanka passed a special provisions act to abolish SAITM Medical faculty and to transfer the students to General Sir John Kotelawala Defence University.

The Rajapaksa family is a Sri Lankan family that is prominent in politics. It was one of Sri Lanka's most powerful families during Mahinda Rajapaksa's Presidency, where many members of the family occupied their senior positions in the Sri Lankan state. As their political power grew, there were reports suggesting that the country was heading towards autocracy under their rule. Following the unexpected defeat of Mahinda Rajapaksa in the 2015 Presidential Election, they have been accused of authoritarianism, corruption, nepotism and bad governance. In 2019 Presidential election Gotabaya Rajapaksa, brother of Mahinda Rajapaksa contested and won.

Seychelles Medical and Dental Council

The Seychelles Medical and Dental Council (SMDC) was created in 1994 by the Medical Practitioners and Dentists Act. Its function is regulatory.

The Sri Lanka Medical Association (SLMA) is the professional association for doctors and surgical professionals in Sri Lanka. It is considered to be the oldest national professional organisation of medical professionals in Australasia. The association does not regulate or certify doctors, a responsibility which lies with the Sri Lanka Medical Council.

The National Congress is a registered political party in Sri Lanka. It was founded in 2004 by A. L. M. Athaullah. The National Congress is a member of the United People's Freedom Alliance (UPFA).

The Government Medical Officers Association (GMOA) is a trade union in Sri Lanka. Founded in 1926 as the Government Medical Officers’ Association in Kandy, it was renamed as Government Medical Officers’ Association of Ceylon in 1927 and in 1949 registered as a trade union under the leadership of Dr E. M. Wijerama.

2019 Sri Lankan presidential election

The 2019 Sri Lankan presidential election was the 8th presidential election, which was held on 16 November 2019. The incumbent President Maithripala Sirisena's term of office would have ended on 9 January 2020. This was the first Presidential election in Sri Lanka where no sitting president, prime minister or opposition leader was contesting for president. Gotabaya Rajapaksha won this election.

Mohamed Uvais Mohamed Ali Sabry, PC, MP is a Sri Lankan lawyer and politician. He is the current Minister of Justice and Member of Parliament, appointed from the national list of the Sri Lanka Podujana Peramuna. He served as the defense counsel of President Gotabaya Rajapaksa, chief legal adviser and President of the Muslim Federation of the Sri Lanka Podujana Peramuna.
