Stalin K. is an Indian documentary filmmaker, media and human rights activist. His films, Lesser Humans and India Untouched , on the issue of caste and untouchability in contemporary India, have galvanized international attention to caste discrimination and won numerous film awards. He has done pioneering work on new models of community media to empower marginalized groups. His interview and clips from his film were featured in Episode 10: Dignity for All of Aamir Khan’s Satyamev Jayate TV series on the issue of Untouchability.

Biography

Stalin K. was born in Pune, and grew up in Gujarat. He studied Development Communication in Ahmedabad. Today[ when? ] he lives and works between Goa and New York.

Work

Stalin K. co-founded Drishti Media Collective as a trust in 1993.[ citation needed ] The[ which? ] media and human rights organization is based in Ahmedabad, India. He was director of the organization until 2008. [4] His work involved training marginalized groups in participatory media techniques as well as producing and distributing community stories to give these communities a voice in the public sphere. [5]

He is the President and co-founder of Community Radio Forum of India, an association of community radio broadcasters and advocates. Along with other founders of the Forum he drafted the new Community Radio Policy. The policy is in operation since 2006 and secures communities the right to own and run their own radio stations. [6] He set up one of the first community radio projects in Kutch, which covered stories from local communities. [7]

In 2005 he co-conceived the Community Video Unit model of Video Volunteers.[ citation needed ] As Founder & India Director of Video Volunteers [8] he set up media projects to empower community voices, until he stepped down [9] from his role as Director of Video Volunteers on 13 October due to allegations [10] [11] [12] [13] [14] of sexual misbehavior. In 2010 he launched the world's first ever Community News Feature Service, IndiaUnheard. [15]

Campaigns and Events

Stalin K. designed more than 20 campaigns and events on various human rights issues including Cricket for Peace, Game4Change, Asia Social Forum and Making Caste Visible at UN World Conference Against Racism. [5] [ citation needed ]

Teaching and Workshops

As a visiting lecturer, Stalin K. has taught[ when? ] workshops on development communications and the use of media for empowerment at Universities and NGOs in India and the United States, like the Tata Institute of Social Sciences, Centre for Development Communication and Boston University.[ citation needed ] He has trained over 400 people who have worked as Community Correspondents on gender as leader of Video Volunteers. With the women Correspondents, the focus is on developing them as powerful community leaders and with the men, on ensuring they bring a gender lens into their reporting and personal lives.

Films

Stalin K. made documentaries on social and human rights issues, like the riots in Gujarat against minorities, gender based discrimination and rights of tribal people in India and America. He filmed the riots against Muslim minorities in Gujarat 2002. The footage was used in court to prove that high rank officials of the state were involved in the riots. [16] [17] Stalin K. documented caste discrimination against the Dalit communities throughout India with his films IndiaUntouched and Lesser Humans. These films raised international attention to the discrimination of the Dalit communities in India. [18] [19] [17] [20]

#Metoo Allegations & Inquiry

In October 2018, 2 women who have worked with Stalin K accused him of sexual harassment in the workplace. [21] [22] The allegations included inappropriate touching and unwanted advances. Institutions like The School of Media & Culture Studies at Tata Institute of Social Sciences, Mumbai and WITNESS released statements disassociating themselves from Stalin. [23]

Stalin K issued a statement on Twitter denying any wrongdoing. In response, many more women, some of whom were ex-employees and associates, came out with further allegations of sexual harassment against Stalin K that they had either undergone and heard about. [21] On 18 October 2018, Video Volunteers released a statement which mentioned that Stalin K had stepped down from his position of 'Director' at 'Video Volunteers'. [3]

Despite the organisational statement claiming that Stalin will no longer be engaged with the daily activities and programs of the organization as well as not represent the organization, leaked internal emails in December 2018, show that Stalin continued to engaged in various capacities. Even as the allegations against him were under investigation, Stalin continued to be associated with the organisation as the Managing Trustee. [22] [24]

In July 2020, the Video Volunteers Board announced in a statement [25] on its website that the Local Complaints Committee at the Office of the Collector North Goa dismissed the charge of sexual harassment against Stalin K. The note mentioned that the finding was in alignment with the results of an independent investigation by the Video Volunteers Board of Directors. [26]

Sexual harassment can be physical and/or a demand or request for sexual favors, making sexually coloured remarks, showing pornography, and any other unwelcome physical, verbal, or non-verbal conduct of a sexual nature, verbal. Sexual harassment includes a range of actions from verbal transgressions to sexual abuse or assault. Harassment can occur in many different social settings such as the workplace, the home, school, or religious institutions. Harassers or victims can be of any gender.

Human rights in India is an issue complicated by the country's large size and population as well as its diverse culture, despite its status as the world's largest sovereign, secular, socialist democratic republic. The Constitution of India provides for fundamental rights, which include freedom of religion. Clauses also provide for freedom of speech, as well as separation of executive and judiciary and freedom of movement within the country and abroad. The country also has an independent judiciary as well as bodies to look into issues of human rights.

Following the initial riot incidents, there were further outbreaks of violence in Ahmedabad for three months; statewide, there were further outbreaks of violence against the minority Muslim population of Gujarat for the next year.

The Naroda Patiya massacre took place on 28 February 2002 at Naroda, in Ahmedabad, India, during the 2002 Gujarat riots. 97 Muslims were killed by a mob of approximately 5,000 people, organised by the Bajrang Dal, a wing of the Vishva Hindu Parishad, and allegedly supported by the Bharatiya Janata Party which was in power in the Gujarat State Government. The massacre at Naroda occurred during the bandh (strike) called by Vishwa Hindu Parishad a day after the Godhra train burning. The riot lasted over 10 hours, during which the mob plundered, stabbed, sexually assaulted, gang-raped and burnt people individually and in groups. After the conflict, a curfew was imposed in the state and Indian Army troops were called in to contain further violence.

#MeToo is a social movement and awareness campaign against sexual abuse, sexual harassment, and rape culture, in which people publicize their experiences of sexual abuse or sexual harassment. The phrase "Me Too" was initially used in this context on social media in 2006, on Myspace, by sexual assault survivor and activist Tarana Burke. The hashtag #MeToo was used starting in 2017 as a way to draw attention to the magnitude of the problem.

India Untouched: Stories of a People Apart is a 2007 documentary by Indian filmmaker Stalin K. The film reveals the discrimination and atrocities against dalits and practice of Untouchability rooted in different parts of India. Stalin's interview and clips of the film were featured in Episode 10: Dignity for All of Satyamev Jayate TV series on the issue of Untouchability.

The Indian#MeToo movement began in late 2018 to manifest in areas of the Indian society including the government, the media, and the Bollywood film industry. In India, the Me Too movement is seen as either an independent outgrowth influenced by the international campaign against sexual harassment of women in the workplace, or an offshoot of the American "Me Too" social movement. Me Too began gaining prominence in India with the increasing popularity of the international movement, and later gathered sharp momentum in October 2018 in the entertainment industry of Bollywood, centered in Mumbai, when actress Tanushree Dutta accused Nana Patekar of sexual harassment. This led to many women in the news media, Indian films, and even within the government to speak out and bring allegations of sexual harassment against a number of perpetrators.

The #MeToo movementin Pakistan is modeled after the international #MeToo movement and began in late 2018 in Pakistani society. It has been used as a springboard to stimulate a more inclusive, organic movement, adapted to local settings, and has aimed to reach all sectors, including the lowest rungs of society.

Fahad Shah is a Kashmiri journalist from Srinagar, Jammu and Kashmir. He is the founder and editor of the news magazine The Kashmir Walla. He was a recipient of a Human Rights Press Award in 2021.
