Stephen Skehill is an Australian lawyer and public servant. Between 1994 and 1998 he was Secretary of the Australian Government Attorney-General's Department. He is currently ethics adviser to the ACT Legislative Assembly.
Skehill first joined the Australian Public Service in 1970, [1] in the Department of Labour and National Service. [2]
Between 1970 and 1984, he worked in a range of agencies including the Department of Business and Consumer Affairs, the Trade Practices Commission and the Department of Social Security. [2]
He was appointed a Deputy Secretary of the Attorney-General's Department in 1989, having previously been the First Assistant Secretary of Corporate Services for the Department. [1] In 1994, he became Secretary of the Department, replacing Alan Rose. [3] [2]
In 2011, he was engaged by the Department of Finance and Deregulation to lead a review of small and medium agencies in the Attorney-General's portfolio. [4] [5] In response to the review, which came to be known as the Skehill Review, [6] federal courts adopted a comprehensive shared services model and some functions were merged. [7]
In 2008, Skehill was appointed ethics and integrity advisor to the ACT Legislative Assembly, a new role. [8] [9] In 2014 in the role, Skehill recommended a register and code of ethics for lobbyists in the ACT. [10] He has also been available part-time to provide ethics and integrity advice to MLAs. [11]

Jonathan Donald Stanhope is a former Australian politician who was Labor Chief Minister of the Australian Capital Territory from 2001 to 2011. From 2012 to 2014 Stanhope was Administrator of the Australian Indian Ocean Territories, which consists of Christmas Island and Cocos (Keeling) Islands.
Gary John Joseph Humphries is a Deputy President of the Administrative Appeals Tribunal. He was a member of the Australian Senate representing the Australian Capital Territory for the Liberal Party of Australia from 2003 to 2013. He was the Chief Minister of the Australian Capital Territory from 2000 to 2001; and was elected to the first parliament of the Australian Capital Territory, in 1989, later representing the Molonglo electorate until 2003.
Katherine Ruth Gallagher is an Australian politician and social worker who has been serving as the Minister for Finance and Vice-President of the Executive Council in the Albanese Government since 2022, and formerly served as the 6th Chief Minister of the Australian Capital Territory from 2011 to 2014. Paul Russell Whalan is an Australian political lobbyist, former politician and member of the first Australian Capital Territory Legislative Assembly, representing Canberra for the Labor Party. Whalan was elected in 1989 and resigned from the Assembly on 30 April 1990. The department absorbing parts of the Department of Infrastructure, Transport, Regional Development and Local Government. Regional development and local government functions were sent to the Department of Regional Australia, Regional Development and Local Government. Following the 2013 federal election, the department was renamed on 18 September 2013 to become the Department of Infrastructure and Regional Development, regaining regional development and local government functions.
