Sub-national transport body

A sub-national transport body (STBs) is a type of ad hoc statutory transport governance organisation in the United Kingdom. They are intended to provide strategic transport governance at a much larger scale than existing local transport authorities, by grouping councils together.

In 2016 the Local Transport Act 2008 was amended by the Cities and Local Government Devolution Act 2016 to allow the creation of sub-national transport bodies. The first such body created was Transport for the North. [1] Typically a sub-national transport body exists in a shadow form before being put on a statutory footing by secondary legislation. Sub-national transport bodies produce transport strategies for their areas.

Referendums in the United Kingdom are occasionally held at a national, regional or local level. Historically, national referendums are rare due to the long-standing principle of parliamentary sovereignty. There is no constitutional requirement to hold a national referendum for any purpose or on any issue however the UK Parliament is free to legislate through an Act of Parliament for a referendum to be held on any question at any time, but unless it is strictly legislated for these cannot be constitutionally binding on either the Government or Parliament, although they usually have a persuasive political effect.

<span class="mw-page-title-main">Regional assembly (England)</span> Former regional bodies in England

The regional chambers of England were a group of indirectly elected regional bodies that were created by the provisions of the Regional Development Agencies Act 1998. There were eight regional chambers, one for each of the regions of England except Greater London, which had opted for an elected mayor and assembly in 1998. All eight regional chambers had adopted the title "regional assembly" or "assembly" as part of their name, though this was not an official status in law. The chambers were abolished over a two-year period between 31 March 2008 and 31 March 2010 and some of their functions were assumed by newly established local authority leaders' boards.

<span class="mw-page-title-main">Electricity Act 1947</span> United Kingdom legislation

The Electricity Act 1947 was an Act of the Parliament of the United Kingdom which nationalised, or bought into state control, the electricity supply industry in Great Britain. It established a central authority called the British Electricity Authority (BEA) to own and operate all public electricity generation and transmission facilities and created 14 area electricity boards with a duty to acquire bulk supplies of electricity from the central authority and to distribute and sell electricity economically and efficiently to industrial, commercial and domestic consumers. It vested 505 separate local authority and company owned electricity undertakings in the BEA with effect from 1 April 1948. The Electricity Act 1947 is one of a number of Acts promulgated by the post-war Labour government to nationalise elements of the UK’s industrial infrastructure; other Acts include the Coal Industry Nationalisation Act 1946; Transport Act 1947 ; Gas Act 1948; and Iron and Steel Act 1949.

<span class="mw-page-title-main">Local authority leaders' board</span>

Local authority leaders' boards are voluntary regional associations of council leaders that have been established in England outside of Greater London to replace certain functions of the now abolished regional chambers. The establishment of the boards was part of the UK Government's Review of Sub-National Economic Development and Regeneration. which brought forward the Government's plans to alter the structure of regional governance in England and was mandated by the Local Democracy, Economic Development and Construction Act 2009. In June 2010, the new Conservative-LibDem coalition government announced plans to remove funding from the new boards and to remove their statutory functions. It was indicated that the boards might continue as voluntary associations of council leaders.

<span class="mw-page-title-main">Regions of England</span> Highest tier of sub-national division in England

The regions, formerly known as the government office regions, are the highest tier of sub-national division in England. They were established in 1994 and follow the 1974–96 county borders. They are a continuation of the former 1940s standard regions which followed the 1889–1974 administrative county borders. Between 1994 and 2011, nine regions had partly devolved functions; they no longer fulfil this role, continuing to be used for limited statistical purposes.

A combined authority is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. Combined authorities are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain delegated functions from central government in order to deliver transport and economic policy more effectively over a wider area.

<span class="mw-page-title-main">Greater Manchester Combined Authority</span> Local government body in North West England

The Greater Manchester Combined Authority (GMCA) is a combined authority for Greater Manchester, England. It was established on 1 April 2011 and consists of 11 members; 10 indirectly elected members, each a directly elected councillor from one of the ten metropolitan boroughs that comprise Greater Manchester, together with the directly elected Mayor of Greater Manchester. The authority derives most of its powers from the Local Government Act 2000 and Local Democracy, Economic Development and Construction Act 2009, and replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester for the first time since the abolition of Greater Manchester County Council in 1986.

The West Yorkshire Combined Authority (WYCA) is the combined authority for West Yorkshire in England. It was established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009 on 1 April 2014. It is a strategic authority with powers over transport, economic development and regeneration. The metro-mayor of the authority is Tracy Brabin.

<span class="mw-page-title-main">South Yorkshire Mayoral Combined Authority</span> Local government body for South Yorkshire, England

The South Yorkshire Mayoral Combined Authority is the combined authority for South Yorkshire in England, with powers over transport, economic development and regeneration. It covers a total area of 3484 km2 which is home to a population of 1.8 million. It includes the entirety of the metropolitan county of South Yorkshire as full members, with North East Derbyshire, Derbyshire Dales, Bassetlaw, Chesterfield and Bolsover non-metropolitan Districts as non-constituent members.

The North East Combined Authority, abbreviated to NECA, is one of three combined authorities in North East England. It was created in 2014, and currently consists of the City of Sunderland; Metropolitan Borough of Gateshead, South Tyneside; and Durham County local authorities.

The Cities and Local Government Devolution Act 2016 is an Act of the Parliament of the United Kingdom designed to introduce directly elected mayors to combined local authorities in England and Wales and to devolve housing, transport, planning and policing powers to them. The bill was introduced to the House of Lords by Baroness Williams of Trafford, the Parliamentary Under Secretary of State for Communities and Local Government, on 28 May 2015.

<span class="mw-page-title-main">Trunk roads in Wales</span> Major roads in Wales

Trunk roads in Wales were created in the Trunk Roads Act of 1936 when the UK Ministry of Transport took direct control over 30 of the principal roads in Great Britain from English, Welsh and Scottish local authorities. The number of trunk roads was increased from 30 to 101 in the Trunk Roads Act of 1946. These roads formed what the Act called "the national system of routes for through traffic". Since Welsh devolution the trunk road system in Wales has been managed by the South Wales Trunk Road Agent and the North and Mid Wales Trunk Road Agent on behalf of the Welsh Government. As of April 2019, out of a total of 34,850 miles (56,090 km) of roads in Wales, 1,576 miles (2,536 km) are trunk roads.

<span class="mw-page-title-main">West of England Combined Authority</span> Local government body for the West of England

The West of England Combined Authority (WECA) is a combined authority within the West of England area, consisting of the local authorities of Bristol, South Gloucestershire, and Bath and North East Somerset. The body has its headquarters in the Redcliffe area of Bristol, and is led by the Mayor of the West of England. The most recent election for this post took place on 6 May 2021, when the Labour candidate Dan Norris was elected on a turnout of 36%.

<span class="mw-page-title-main">Transport for the North</span> Statutory sub-national transport body responsible for developing transport in the north of England

Transport for the North (TfN) is the first statutory sub-national transport body in the United Kingdom. It was formed in 2018 to make the case for strategic transport improvements across the North of England. Creating this body represented an unprecedented devolution of power from central government. TfN brings together the North's twenty local transport authorities and business leaders together with Network Rail, National Highways, and HS2 and works with the UK Government. The organisation has offices in Manchester and Leeds.

<span class="mw-page-title-main">North of Tyne Combined Authority</span> Local government body in north east England

The North of Tyne Combined Authority is a mayoral combined authority which consists the local authorities of Newcastle upon Tyne, North Tyneside, and Northumberland, all in North East England. The authority came into being on 2 November 2018 under the statutory name Newcastle upon Tyne, North Tyneside and Northumberland Combined Authority. The three local authorities previously formed part of the North East Combined Authority, which still exists in a smaller form. The two combined authorities cooperate on the North East Joint Transport Committee.

<span class="mw-page-title-main">South West Wales Corporate Joint Committee</span> Corporate Joint Committee in Wales

The South West Wales Corporate Joint Committee is the Corporate Joint Committee for South West Wales that was established in April 2021 by statutory instruments made under the Local Government and Elections (Wales) Act 2021. It is an indirectly elected body made up of leaders of principal councils and national park authorities in the region.
