The substitution principle in sustainability is the maxim of how processes, services, and products should be replaced with alternatives that result in a lower environmental impact.
An example of a strong, hazard-based interpretation of the substitution principle in application regarding chemicals considers the overall impact: "hazardous chemicals should be substituted by less hazardous alternatives or preferably alternatives that mitigates identifiable hazards impacts". [1]
The principle has historically been promoted by environmental groups. This concept is becoming increasingly mainstream, being a key concept in green chemistry and a central element of EU REACH regulation. [2] Critics of the principle claim it is very difficult to implement in reality, especially in terms of legislation.[ citation needed ]
Nonetheless, the concept is an important one and a key driver behind identifying "Substances of Very High Concern" in REACH and the development of hazardous substance lists such as the SIN List and the 'ETUC Trade Union Priority List'. EU-funded projects such as SubsPort are under development to aid the identification and development of safer substitutes for hazardous chemicals. [3]
Chemical waste is any excess, unused, or unwanted chemical. Chemical waste may be classified as hazardous waste, non-hazardous waste, universal waste, or household hazardous waste, each of which is regulated separately by national governments and the United Nations. Hazardous waste is material that displays one or more of the following four characteristics: ignitability, corrosivity, reactivity, and toxicity. This information, along with chemical disposal requirements, is typically available on a chemical's Safety Data Sheet (SDS). Radioactive and biohazardous wastes require additional or different methods of handling and disposal, and are often regulated differently than standard hazardous wastes.
A safety data sheet (SDS), material safety data sheet (MSDS), or product safety data sheet (PSDS) is a document that lists information relating to occupational safety and health for the use of various substances and products. SDSs are a widely used type of fact sheet used to catalogue information on chemical species including chemical compounds and chemical mixtures. SDS information may include instructions for the safe use and potential hazards associated with a particular material or product, along with spill-handling procedures. The older MSDS formats could vary from source to source within a country depending on national requirements; however, the newer SDS format is internationally standardized.
Green chemistry, similar to sustainable chemistry or circular chemistry, is an area of chemistry and chemical engineering focused on the design of products and processes that minimize or eliminate the use and generation of hazardous substances. While environmental chemistry focuses on the effects of polluting chemicals on nature, green chemistry focuses on the environmental impact of chemistry, including lowering consumption of nonrenewable resources and technological approaches for preventing pollution.
Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) is a European Union regulation dating from 18 December 2006. REACH addresses the production and use of chemical substances, and their potential impacts on both human health and the environment. Its 849 pages took seven years to pass, and it has been described as the most complex legislation in the Union's history and the most important in 20 years. It is the strictest law to date regulating chemical substances and will affect industries throughout the world. REACH entered into force on 1 June 2007, with a phased implementation over the next decade. The regulation also established the European Chemicals Agency, which manages the technical, scientific and administrative aspects of REACH.
The Toxic Substances Control Act (TSCA) is a United States law, passed by the 94th United States Congress in 1976 and administered by the United States Environmental Protection Agency (EPA), that regulates chemicals not regulated by other U.S. federal statutes, including chemicals already in commerce and the introduction of new chemicals. When the TSCA was put into place, all existing chemicals were considered to be safe for use and subsequently grandfathered in. Its three main objectives are to assess and regulate new commercial chemicals before they enter the market, to regulate chemicals already existing in 1976 that posed an "unreasonable risk of injury to health or the environment", as for example PCBs, lead, mercury and radon, and to regulate these chemicals' distribution and use.
The European Chemicals Agency is an agency of the European Union working for the safe use of chemicals. It manages the technical and administrative aspects of the implementation of the European Union regulation called Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). ECHA is the driving force among regulatory authorities in implementing the EU's chemicals legislation. ECHA has to ascertain that companies comply with the legislation, advances the safe use of chemicals, provides information on chemicals and addresses chemicals of concern. It is located in Helsinki, Finland. ECHA is an independent and mature regulatory agency established by REACH. It is not a subsidiary entity of the European Commission.
In the chemical and process industries, a process has inherent safety if it has a low level of danger even if things go wrong. Inherent safety contrasts with other processes where a high degree of hazard is controlled by protective systems. As perfect safety cannot be achieved, common practice is to talk about inherently safer design. “An inherently safer design is one that avoids hazards instead of controlling them, particularly by reducing the amount of hazardous material and the number of hazardous operations in the plant.”
The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is an internationally agreed-upon standard managed by the United Nations that was set up to replace the assortment of hazardous material classification and labelling schemes previously used around the world. Core elements of the GHS include standardized hazard testing criteria, universal warning pictograms, and safety data sheets which provide users of dangerous goods relevant information with consistent organization. The system acts as a complement to the UN numbered system of regulated hazardous material transport. Implementation is managed through the UN Secretariat. Although adoption has taken time, as of 2017, the system has been enacted to significant extents in most major countries of the world. This includes the European Union, which has implemented the United Nations' GHS into EU law as the CLP Regulation, and United States Occupational Safety and Health Administration standards.
Design for the environment (DfE) is a design approach to reduce the overall human health and environmental impact of a product, process or service, where impacts are considered across its life cycle. Different software tools have been developed to assist designers in finding optimized products or processes/services. DfE is also the original name of a United States Environmental Protection Agency (EPA) program, created in 1992, that works to prevent pollution, and the risk pollution presents to humans and the environment. The program provides information regarding safer chemical formulations for cleaning and other products. EPA renamed its program "Safer Choice" in 2015.
Hazard statements form part of the Globally Harmonized System of Classification and Labelling of Chemicals (GHS). They are intended to form a set of standardized phrases about the hazards of chemical substances and mixtures that can be translated into different languages. As such, they serve the same purpose as the well-known R-phrases, which they are intended to replace.
The California Green Chemistry Initiative (CGCI) is a six-part initiative to reduce public and environmental exposure to toxins through improved knowledge and regulation of chemicals; two parts became statute in 2008. The other four parts were not passed, but are still on the agenda of the California Department of Toxic Substances Control green ribbon science panel discussions. The two parts of the California Green Chemistry Initiative that were passed are known as AB 1879 : Hazardous Materials and Toxic Substances Evaluation and Regulation and SB 509 : Toxic Information Clearinghouse. Implementation of CGCI has been delayed indefinitely beyond the January 1, 2011.
The term environmental persistent pharmaceutical pollutants (EPPP) was first suggested in the nomination in 2010 of pharmaceuticals and environment as an emerging issue in a Strategic Approach to International Chemicals Management (SAICM) by the International Society of Doctors for the Environment (ISDE). The occurring problems from EPPPs are in parallel explained under environmental impact of pharmaceuticals and personal care products (PPCP). The European Union summarizes pharmaceutical residues with the potential of contamination of water and soil together with other micropollutants under "priority substances".
The International Chemical Secretariat (ChemSec) is a non-profit environmental organisation founded in Sweden in 2002 to advocate in favour of stricter regulatory controls on potentially hazardous chemicals and to work with businesses on reducing the production and use of hazardous substances in their products and supply chains. ChemSec receives about 25 percent of its funding from the Swedish Government, the rest comes from foundations, mainly in the EU and the US, as well as from individuals. ChemSec maintains the SIN List, identifying hazardous substances likely to be restricted under EU REACH regulation.
The Substitute It Now! List is a database developed by the International Chemical Secretariat (ChemSec) of chemicals the uses of which are likely to become legally restricted under EU REACH regulation. The list is being used by public interest groups as a campaign tool to advocate for increasing the pace of implementation of REACH and by commercial interests to identify substances for control in chemicals management programmes.
The substitution of dangerous chemicals in the workplace is the process of replacing or eliminating the use chemicals that have significant chemical hazards. The goal of the substitution process is to improve occupational health and safety and minimize harmful environmental impacts. The process can be time-consuming; assessments of dangers, costs, and practicality may be necessary. Substituting hazardous chemicals follows the principles of green chemistry and can result in clean technology.
The European Union (EU) Environmental Policy was initiated in 1973 with the "Environmental Action Programme" at which point the Environmental Unit was formed. The policy has thereafter evolved "to cover a vast landscape of different topics enacted over many decades" (Reuters) and in 2015 the Institute for European Environmental Policy estimated that "the body of EU environmental law" amounted to 500+ directives, regulations and decisions.

Green engineering approaches the design of products and processes by applying financially and technologically feasible principles to achieve one or more of the following goals: (1) decrease in the amount of pollution that is generated by a construction or operation of a facility, (2) minimization of human population exposure to potential hazards, (3) improved uses of matter and energy throughout the life cycle of the product and processes, and (4) maintaining economic efficiency and viability. Green engineering can be an overarching framework for all design disciplines.
Alternatives assessment or alternatives analysis is a problem-solving approach used in environmental design, technology, and policy. It aims to minimize environmental harm by comparing multiple potential solutions in the context of a specific problem, design goal, or policy objective. It is intended to inform decision-making in situations with many possible courses of action, a wide range of variables to consider, and significant degrees of uncertainty. Alternatives assessment was originally developed as a robust way to guide precautionary action and avoid paralysis by analysis; authors such as O'Brien have presented alternatives assessment as an approach that is complementary to risk assessment, the dominant decision-making approach in environmental policy. Likewise, Ashford has described the similar concept of technology options analysis as a way to generate innovative solutions to the problems of industrial pollution more effectively than through risk-based regulation.
Hazard substitution is a hazard control strategy in which a material or process is replaced with another that is less hazardous. Substitution is the second most effective of the five members of the hierarchy of hazard controls in protecting workers, after elimination. Substitution and elimination are most effective early in the design process, when they may be inexpensive and simple to implement, while for an existing process they may require major changes in equipment and procedures. The concept of prevention through design emphasizes integrating the more effective control methods such as elimination and substitution early in the design phase.
