All Parties Hurriyat Conference (APHC) is an alliance of 26 political,social and religious organizations formed on 9 March 1993,as a united political front to raise the cause of Kashmiri independence in the Kashmir conflict. A District Development Council is a form of elected local government in Jammu and Kashmir facilitated by the Jammu and Kashmir Panchayati Raj Act,1989 and created under Jammu and Kashmir Panchayati Raj Rule,1996 of the constitution of India. They are primarily aimed at electing the members from the rural and urban areas for the District Planning Committee and the councils themselves with fourteen members from each district for speedy development and economic upliftment.

Feroz Ahmed Khan is an Indian politician who has served as a Member of the Jammu and Kashmir Legislative Assembly from the Zanskar Assembly constituency being associated with the Jammu and Kashmir National Conference since 2008 to 2014. He was the Minister of State for Information Technology Department. He became CEC of Kargil Council in 2018.
