Tamil Nadu Information Commission

Tamil Nadu Information Commission is a statutory body in the state of Tamil Nadu, India. It was created in pursuance of the sub-section (1) of section 15 of the Right to Information Act, 2005. Tamil Nadu was the first state to introduce the act. [1]

Initially, it consisted of State Chief Information Commissioner and two State Information Commissioners per the G.O.(Ms). No.988, Public(Estt I & Legislation) Department order dated 7 October 2005. [2] [3] Subsequently, the Government of Tamil Nadu issued the G.O.Ms.No.72, Personnel and Administrative Reforms (AR3) Department order dated 10 April 2008 which increased the strength of State Information Commissioners from two to six, thus reaching its current state of one Chief Information Commissioner and six State Information Commissioners.

In 2018 the Commission was criticised for dealing with less appeals with seven commissioners on its staff than it had done in 2015 when it had only five. [4]

It is independent of the Central Information Commission which deals only with appeals over petitions under the Right to Information Act relating to Central government. [5]

There are various official languages in India at the state/territory level. However, there is no national language in India. Article 343(1) of the Indian constitution specifically mentions that, "The official language of the Union shall be Hindi in Devanagari script. The form of numerals to be used for the official purposes of the Union shall be the international form of Indian numerals." The business in Indian parliament can only be transacted in Hindi or in English. English is allowed to be used in official purposes such as parliamentary proceedings, judiciary, communications between the Central Government and a State Government.

Official Secrets Act (India)

The Official Secrets Act 1923 is India's anti-espionage act held over from the British colonial period. It states clearly that actions which involve helping an enemy state against India are strongly condemned. It also states that one cannot approach, inspect, or even pass over a prohibited government site or area like an electrical substation. According to this Act, helping the enemy state can be in the form of communicating a sketch, plan, model of an official secret, or of official codes or passwords, to the enemy.

Right to Information (RTI) is an act of the Parliament of India which sets out the rules and procedures regarding citizens' right to information. It replaced the former Freedom of Information Act, 2002. Under the provisions of RTI Act, any citizen of India may request information from a "public authority" which is required to reply expeditiously or within thirty days. In case of matter involving a petitioner's life and liberty, the information has to be provided within 48 hours. The Act also requires every public authority to computerize their records for wide dissemination and to proactively publish certain categories of information so that the citizens need minimum recourse to request for information formally.

The Gudalur Janmam Estates of 1969 was an act aiming at vesting of agricultural land to the cultivators and was specially created for the Gudalur Taluk of Nilgiris District in Tamil Nadu State in India. The Act passed by the Tamil Nadu State Legislature as Act 24/1969.This was also included in the ninth schedule of the Constitution. Section 3 of the said Act was for vesting the private forest with the State Government and this provision was struck down by the Court as unconstitutional. to overcome the Court Judgment, this Act was placed in the 9th Schedule of the Constitution of India. A Bench of Supreme Court held that the purpose of the Act, enacted by the Tamil Nadu government, was meant to do away with hereditary ship.

National Campaign for People's Right to Information (NCPRI) was established in 1996 to advocate for a legal backing to citizens right to information. This resulted in the historic and pro-people law - the Right to Information Act, 2005. More recently, this movement has also campaigned for Grievance redressal bill and Whistleblowers protection bill. It is a network of organisations and individuals who use the Right to Information law to demand transparency and accountability of government, but also support the use of the RTI in various other sectors to demand accountability.

The Goa State Information Commission is a statutory body which was established by the Government of Goa in accordance with Section 15 of the Right to Information Act, 2005 vide notification dated 2 March 2006. The Bihar State Information Commission is a statutory body which was established by the Government of Bihar in accordance with Section 15 of the Right to Information Act, 2005 in June 2006. Main objective of the commission is to fulfill the mandate assigned in the Right to Information Act, 2005. State of Bihar framed its sets of rules with prescribed formats and fees, etc. in June 2006.
