The Technology Innovation Agency was created by an act of the South African parliament on 24 November 2008. [1]

TIA is an initiative of the Department of Science & Technology (DST) that came into existence through the promulgation of the Technology Innovation Agency Act No.26 of 2008. TIA’s mandate is to enable and support technological innovation across all sectors of the economy in order to achieve socio-economic benefits for South Africa and enhance its global competitiveness. This entails supporting the development and commercialisation of research outputs from Higher Education Institutions, Science Councils, Public Entities, and private research institutions and bringing them to market.

TIA's CEO, Simphiwe Duma, and CFO Barbara Kortjass, have been summarily dismissed from their posts in April 2014 after a forensic inquiry. Activities revealed in the forensic audit have also been reported to authorities in terms of the Public Finance Management Act and the Prevention and Combating of Corrupt Activities (PCCA). Duma failed to adhere to the agency’s recruitment policy when signing an employment contract installing his ex-wife Kgomotso Matjila as TIA’s GM for marketing and branding in 2010 and Nhlanhla Nyide as TIA’s communications specialist in 2011. COO Mkhululi Mazibuko and Werner van der Merwe are acting CEO and CFO respectively.

In 2013, Science and technology director general Phil Mjwara wrote to Dr Ramphele, the former chair of the board, informing her of the forensic investigation regarding “the alleged breakdown of corporate governance, policy and procedural issues in respect of procurement of services, recruitment and appointment of staff, and investment processes. Dr Ramphele attempted to forestall the inquiry.

In September 2014 interim CEO Dr Rifka Kfir announced that TIA would be restructured, the budget reduced, and the number of staff reduced from about 200 to between 120 and 130.

Origin

TIA was formed through merging seven DST entities previously tasked with supporting and promoting innovation in the country. These entities included the Innovation Fund, Tshumisano Trust, Cape Biotech Trust, PlantBio Trust, LIFElab, BioPAD Trust, and the Advanced Manufacturing Technology Strategy (AMTS).

The goal of TIA is to use South Africa’s science and technology base to develop new industries, create sustainable jobs and help diversify the economy from commodity exports towards knowledge-based industries equipped to address modern global challenges. TIA has investments in numerous sectors including Advanced Manufacturing, Mining, ICT, Energy, Agriculture, Industrial Biotechnology and Health

Financial Support

TIA provides funding to a wide range of entities which includes: Small Medium Micro Sized Enterprises (SMMEs) and large companies, Science Councils and High Education Institutions.

TIA makes investments through five funding products namely:

Technology development fund

The Technology Development Fund will invest in high potential projects undertaken at the institutions such as Science Councils, High Education Institutions for pre-competitive end stage research and technology development.

Youth technology innovation fund

Aims to promote and stimulate the culture of innovation and entrepreneurship amongst young people (18yrs-35yrs) by providing access to financial, intellectual property, regulatory and business support resources.

Non-Financial support

Technology Development

TIA also provides advisory services as well as technical and business support to investee companies to equip them with the necessary know-how, in order to facilitate proper development of their products and services.

Technology Stations and Platforms

The Technology Stations & Platforms portfolio comprises the Technology Platforms, Technology Stations and Industry Clusters. These are housed at the different Higher Education Institutions(HEIs) and are key in delivering assistance to technology innovators. They are equipped with state-of-the-art equipment and are resourced with highly competent individuals in specialized fields to develop new products and processes for industry and R&D led entrepreneurs through serving as technology nurseries.

Capacity Building

The essence for the Innovation Skills Development unit is to provide a platform to increase the capacity and skill within the innovation value chain by offering specialized and focused training and capacity development programmes within the TIA focus areas. Often it occurs by concerted effort to share skills, knowledge, technologies, manufacturing methods, samples, and facilities among the participants. To ensure that scientific and technological developments are accessible to a wider range of users who can then further develop and exploit the technology into new products, processes, applications, materials, or services. It is closely related to knowledge transfer. Horizontal transfer is the movement of technologies from one area to another. At present transfer of technology is primarily horizontal. Vertical transfer occurs when technologies are moved from applied research centers to research and development departments.

Science policy Form of policy

Science policy is concerned with the allocation of resources for the conduct of science towards the goal of best serving the public interest. Topics include the funding of science, the careers of scientists, and the translation of scientific discoveries into technological innovation to promote commercial product development, competitiveness, economic growth and economic development. Science policy focuses on knowledge production and role of knowledge networks, collaborations and the complex distributions of expertise, equipment and know-how. Understanding the processes and organizational context of generating novel and innovative science and engineering ideas is a core concern of science policy. Science policy topics include weapons development, health care and environmental monitoring.

Science Foundation Ireland Statutory research funding body

Science Foundation Ireland (SFI) is the statutory body in the Republic of Ireland with responsibility for funding oriented basic and applied research in the areas of science, technology, engineering and mathematics (STEM) with a strategic focus. The agency was established in 2003 under the Industrial Development Act 2003 and is run by a board appointed by the Minister for Further and Higher Education, Research, Innovation and Science. SFI is an agency of the Department of Further and Higher Education, Research, Innovation and Science.

The Engineering and Physical Sciences Research Council (EPSRC) is a British Research Council that provides government funding for grants to undertake research and postgraduate degrees in engineering and the physical sciences, mainly to universities in the United Kingdom. EPSRC research areas include mathematics, physics, chemistry, artificial intelligence and computer science, but exclude particle physics, nuclear physics, space science and astronomy. Since 2018 it has been part of UK Research and Innovation, which is funded through the Department for Business, Energy and Industrial Strategy.

The Department of Science and Innovation is the South African government department responsible for scientific research, including space programmes. The current Minister is Blade Nzimande.

The Australian Technology Park (ATP) is a business and technology centre in Eveleigh, an inner-city suburb of Sydney, in the state of New South Wales, Australia. It is located about 3 km south of the Sydney central business district, adjacent to Redfern railway station, spread over 13.9 hectares of land.

The Agency for Science, Technology and Research is a statutory board under the Ministry of Trade and Industry of Singapore.

Technology life cycle

The technology life-cycle (TLC) describes the commercial gain of a product through the expense of research and development phase, and the financial return during its "vital life". Some technologies, such as steel, paper or cement manufacturing, have a long lifespan while in other cases, such as electronic or pharmaceutical products, the lifespan may be quite short.

M S Ramaiah School of Advanced Studies(MSRSAS), is a post graduate engineering school located in Bangalore, India, established in 1999. The degrees offered are from Coventry University, UK, and are Master's Degree and Ph.D. programmes. The postgraduate programmes have been evolved by MSRSAS in association with Coventry University of UK and Indian and UK industries.

National Innovation Foundation (NIF) – India is an autonomous body of the Department of Science and Technology (DST), Government of India. It was set up in February 2000 at Ahmedabad, Gujarat and is India's national initiative to strengthen the grassroots technological innovations and outstanding traditional knowledge. Its mission is to help India become a creative and knowledge-based society by expanding policy and institutional space for grassroots technological innovators.

America COMPETES Act

The America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education, and Science Act of 2007 or America COMPETES Act was authored by Bart Gordon and signed by President George W. Bush; it became law on 9 August 2007. This was an Act, "To invest in innovation through research and development, and to improve the competitiveness of the United States."

Science-to-business marketing entails the marketing of research conducted at research institutions, particularly universities, to industry or other interested parties. The acronym S2B follows a series of marketing acronyms used to shorten and popularise marketing specialisations, including (B2C) and (B2B).

The Reagan-Udall Foundation is a private nonprofit (501c3) organization, created to support the mission of the U.S. Food and Drug Administration (FDA) to help equip FDA staff with the highest caliber, regulatory science and technology in order to enhance the safety and effectiveness of FDA regulated products. Although it was mandated by Congress in the Food and Drug Administration Amendments Act of 2007 to help support and promote FDA's regulatory science priorities, it is independent of the agency, with its own Board of Directors, staff and research agenda. The Reagan-Udall Foundation creates public-private partnerships to advance research in regulatory science, enhance medical decision making, and promote innovation. It also advances regulatory science through fellowships and other training programs, both for private scientists and for FDA staff.

Indian Institute of Food Processing Technology

Indian Institute of Food Processing Technology (IIFPT) is an educational institution functioning under the Ministry of Food Processing Industries (MoFPI) located at Thanjavur, Tamil Nadu. The Institute offers academic and research programmes in the field of food processing technology. The institute has National Accreditation Board for Testing and Calibration Laboratories (NABL) accredited food quality testing laboratory which is also notified Food Safety and Standards Authority of India (FSSAI) Referral Food Laboratory. Food product development laboratory, food microbiology laboratory, post harvest pest management laboratory, food processing incubation center, and food engineering laboratories are in its main campus at Thanjavur. IIFPT is operating liaison offices at Guwahati, Assam and Bathinda, Punjab. These liaison offices have facilities to give skill development trainings, incubation and consultancy services to the farmers, entrepreneurs and students in the field of value addition of agricultural produce and food processing technologies

The Department of Industry, Innovation, Science, Research and Tertiary Education was an Australian government department that existed between December 2011 and March 2013.

Education in Gjilan

The education in Gjilan includes primary, secondary education, and a public university. Currently there are 23608 Albanian students and 881 minority students enrolled in educational institutions around Gjilan.

Startup India is an initiative of the Government of India. The campaign was first announced by Indian Prime Minister, Narendra Modi during his speech in 15 August 2015.

Innovation Agency (Azerbaijan)

The Innovation Agency of Azerbaijan is a government organization, which had been established for the purpose of assisting local business entities in acquiring modern technologies and technological solutions, organizing their transfer, supporting innovation-oriented scientific research and encouraging innovative projects, including startups by funding them through grants, concessional loans and venture capital fund.
