The Bluejacket's Manual is the basic handbook for United States Navy personnel. First issued in 1902 to teach recruits about naval procedures and life and offer a reference for active sailors, it has become the "bible" for Navy personnel, providing information about a wide range of Navy topics. The current edition is the 26th, published in 2023. [1]
Before 1902, the Navy had at least two books for training young men in naval procedure. Seamanship, by Captain Alfred Thayer Mahan, was the primary textbook about seamanship at the United States Naval Academy but was not used by enlisted men; many sailors at the time were still illiterate and in any case, the oral traditions and procedures of petty officers were the basis of enlisted sailors' education. The Seaman's Handbook by LCDR Stephen B. Luce, saw general use in the Merchant Marine, but less in the Navy. [2]
1902 saw the first publication of The Bluejacket's Manual, written by Lieutenant Ridley McLean, as well as the Recruit's Handy Book. Every enlistee received the latter, and by World War I, both were being issued to every recruit. The Handy Book was discontinued in the 1920s. [2]
Some manuals published between 1903 and early 1915 have inconsistent edition numbering. The 1903, 1905, 1907, and 1908 were considered the 2nd, 3rd, 4th, and 5th editions by the authors and the Naval Institute. In 1914, Franklin Publishing was contracted to publish the 1914 and 1915 book and pamphlet manuals. Because 1914 was the first time Franklin published the manual, they published their edition as the First Edition, the early 1915 version as the 2nd, and the late 1915 one as the 3rd. A single numbering system was restored with the 3rd edition, late 1915 Manual. [3]
The 2002 Centennial Edition (23rd edition), saw several modifications, including a reversion to its original title: Bluejacket's. [4] The "Navy Education and Training" chapter was expanded, and the "Naval Missions and Heritage" chapter was added. [4]
The current (26th) edition's authors are retired Lieutenant Commander Thomas J. Cutler, retired Master Chief Mark T. Hacala, and retired Fleet Master Chief Paul A. Kingsbury.

In a military navy, a rate or rating, and sometimes known as a bluejacket in the United States, is a junior enlisted sailor who is below the military rank of warrant officer. They are not a commissioned officer. Depending on the country and navy that uses it, the exact term and the range of ranks that it refers to may vary.
A boatswain, bo's'n, bos'n, or bosun, also known as a deck boss, or a qualified member of the deck department, is the most senior rate of the deck department and is responsible for the components of a ship's hull. The boatswain supervises the other members of the ship's deck department, and typically is not a watchstander, except on vessels with small crews. Additional duties vary depending upon ship, crew, and circumstances.

The Lucky Bag is the term for the United States Naval Academy yearbook dedicated to the graduating classes. A traditional Lucky Bag has a collection of photos taken around the academy and photographs of each graduating officer along with a single paragraph describing the individual written by a friend. In the United States Navy prior to June 2019, enlisted Sailors in pay grades E-4 to E-9 were authorized to wear golden rate insignia instead of red if they met the requirements for good conduct service. Those Sailors in paygrades E-4 to E-6 who had met good conduct service requirements were also authorized to wear collar insignia and cap devices with gold chevrons on their service uniforms. On 1 June 2019, golden rate insignia began to be worn by all Sailors with 12 years of service or more, regardless of disciplinary history.
The United States Navy occupational rating of boatswain's mate is a designation given by the Bureau of Naval Personnel (BUPERS) to enlisted members who were rated or "striking" for the rating as a deck seaman. The colloquial form of address for a boatswain's mate is "Boats".
Rear Admiral Ridley McLean, USN was a two-star Admiral in the United States Navy. He was a Naval Academy graduate, the original author of the Navy's Bluejacket's Manual, and Judge Advocate General (JAG). He commanded a battleship in World War I, helped pioneer the naval use of shortwave communication, and led a submarine force and a battleship division.
The Master-at-Arms (MA) rating is responsible for law enforcement and force protection in the United States Navy—equivalent to the United States Army Military Police, the United States Marine Corps Military Police, the United States Air Force Security Forces, and the United States Coast Guard's Maritime Law Enforcement Specialist.
