The Gujarat Local Authorities Laws (Amendment) Act, 2009 is a law passed by the Gujarat Assembly in December 2009. The act provides for reservation of 50% seat in local government and makes voting compulsory. The act amended the Bombay Provincial Municipal Corp Act 1949, the Gujarat Municipalities Act 1963, and the Gujarat Panchayat's Act 1993.
The new rule applies to the elections to all seven municipal corporations, 159 municipalities, 26 district panchayats, 223 taluka panchayats and in 13,713 village panchayats of the state. The Governor of Gujarat OP Kohli in first week of November 2014 signed the Gujarat Local Authorities Laws (Amendment) Act 2009 and gave his sanction for implementation.
According to the act, voters will have to compulsorily vote in local body elections. The act also provides 50 percent reservation for women in all local body's elections. With passage of this act, Gujarat became the first state of the country to make compulsorily voting in local body elections. The act was passed by the legislative assembly twice in 2009 and 2011 when Narendra Modi was Chief Minister of the state.
Provisions of the act says that any person who fails to vote during the local body elections is liable for punishment and will be penalised, however, the nature of penalty that would be taken against defaulters has not be disclosed. [1]

The Telangana State Election Commission officially, State Election Commission of Telangana, is an autonomous, independent Constitutional and Statutory authority of Telangana. It was formed under the Constitution of India as per the provisions of the 73rd and 74th Amendments Acts of 1992. All Local Body elections of Telangana are conducted by this agency.
The One Hundred and Third Amendment of the Constitution of India, officially known as the Constitution Act, 2019, introduces 10% reservation for Economically Weaker Sections (EWS) of society for admission to Central Government-run educational institutions and private educational institutions, and for employment in Central Government jobs. The Amendment does not make such reservations mandatory in State Government-run educational institutions or State Government jobs. However, some states have chosen to implement the 10% reservation for economically weaker sections.
The 74th constitutional amendment act mandated the setting up and devolution of powers to Urban local bodies (ULBs) or city governments as the lowest unit of governance in cities and towns. This landmark initiative of the Government of India in 1993 was built upon the premise that all ‘power’ in a democracy rightfully belongs to ‘the people’. Power was mandated to be given to the people via the local bodies, namely Municipal Corporations, Councils and Nagar Panchayats, which would have representatives that are elected regularly and have a decisive role in planning, provision and delivery of services.
Local elections were held in the Indian state of Gujarat in 2021. Elections were held for 8,235 seats, with 237 seats having only one unopposed candidates. No form was filled for two seats in Taluka panchayat. The elections included six municipal corporations where elections took place in February — Ahmedabad, Surat, Vadodara, Rajkot, Bhavnagar and Jamnagar – and one (Gandhinagar) in which the elections were held on 3 October. Results to Gandhinagar Municipal Corporation were declared on 5 October 2021.
Gujarat State Election Commission is an autonomous and statutory body constituted in the Indian state of Gujarat for ensuring that elections in Gujarat are conducted in a free, fair and unbiased way. The Constitution of India with provisions as per Article 243K and 243 ZA and Article 324 ensures the creation and safeguarding of the powers of State Election Commissions. Gujarat State Election Commission is responsible for conducting elections for Urban Local Bodies like Municipalities, Municipal Corporations, Panchayats and any other specified by Election Commission of India. Gujarat State Election Commissioner is appointed by Governor.
