East Falls is a neighborhood in the Northwest section of Philadelphia, Pennsylvania, United States on the east or left bank side of the "Falls of the Schuylkill," cataracts submerged in 1822 by the Schuylkill Canal and Fairmount Water Works projects. East Falls sits next to the Germantown, Roxborough, Allegheny West, and Nicetown-Tioga neighborhoods, and to Wissahickon Valley Park. The neighborhood runs along a few miles of Ridge Avenue, along the banks of the Schuylkill River then extends northeast to Wissahickon Avenue. It overlooks the multi-use recreational path of Fairmount Park along Kelly Drive, and is desirable for its central location, an easy commute to Center City, with easy access to several major roadways and public transportation. Andrew Ordeen "Andy" Skaar was an American politician in the state of Minnesota. He was born in Thief River Falls, Minnesota. He was an alumnus of the Northwest School of Agriculture, in Crookston, Minnesota, and was a grain and livestock farmer. He served in the House of Representatives for the 66th District from 1963 to 1966, for District 67B from 1967 to 1972, and for District 1B from 1973 to 1974. He lived in Thief River Falls, Minnesota and died at the Thief River Care Center in Thief River Falls.
