The White House Fellows program is a non-partisan federal fellowship established via Executive Order by U.S. President Lyndon B. Johnson in October 1964. The fellowship is one of America’s most prestigious programs for leadership and public service, offering exceptional Americans first-hand experience working at the highest levels of the federal government. The fellowship was founded based upon a suggestion from John W. Gardner, then the president of Carnegie Corporation and later the 6th Secretary of Health, Education, and Welfare.

James David Watkins was a United States Navy admiral and former Chief of Naval Operations who served as the United States Secretary of Energy during the George H. W. Steven Lloyd Kwast is a retired United States Air Force lieutenant general. He last served as commander of Air Education and Training Command, Joint Base San Antonio-Randolph, Texas. In that role, he was responsible for the recruiting, training and education of Air Force personnel. The command includes Air Force Recruiting Service, two numbered air forces and Air University. The command operates more than 1,400 trainer, fighter and mobility aircraft, 23 wings, 10 bases and five geographically separated groups. It trains more than 293,000 students per year with approximately 60,000 active-duty, Reserve, Guard, civilian and contractor personnel.

Karen Kohanowich is a retired U.S. Naval officer and ocean research and technology program manager for the National Oceanic and Atmospheric Administration (NOAA)'s Office of Ocean Exploration and Research (OER). She was NOAA's Acting Director of the National Undersea Research Program (NURP) from 2006 to 2009, and served in various roles at OER, including Acting Deputy and Undersea Technology director, until retiring in 2018. In July 2006, she became an aquanaut on the NASA Extreme Environment Mission Operations 10 crew.

Yost is a professor at the Naval Postgraduate School, Monterey, California, in the Department of National Security Affairs, as well as a published author on international security, missile defense and nuclear deterrence. Dr. Yost has been a consultant to various organizations, including the Rand Corporation, the Hudson Institute, the Ford Foundation, the National Institute for Public Policy (NIPP), Sandia National Laboratories, Lawrence Livermore National Laboratory, and Los Alamos National Laboratory. He is a member of the editorial board of Comparative Strategy sponsored by NIPP and serves on the advisory council of the Laboratoire de Recherche sur la Défense, Institut Français des Relations Internationales, Paris. He has been a member of the faculty at the Naval Postgraduate School since 1979.

Paul W. Brier is a retired United States Marine Corps major general. A combat veteran of the Persian Gulf, Iraq, and Afghanistan wars, he retired on 31 December 2016, completing 36 years of military service. He holds a BS in Civil Engineering from the Virginia Military Institute and a Master of Strategic Studies from the U.S. Army War College. A 2012 CAPSTONE Fellow at the National Defense University, he is a graduate of the Defense Resources Management Institute, Naval Postgraduate School; Air War College; Joint Forces Staff College; and Marine Corps Command and Staff College.
Albert M. "Buck" Elton II is a retired United States Air Force major general who last served as the commander of the Special Operations Joint Task Force–Afghanistan and NATO Special Operations Component Command–Afghanistan. Previously, he was the deputy director for special operations and counterterrorism of the Joint Staff. Raised in Lone Pine, California, Elton earned a B.S. degree in management from the United States Air Force Academy in 1989. He later received a Master of Aviation Science degree from Embry–Riddle Aeronautical University in 1996.
Frank Mitchell Bradley is a United States Navy vice admiral who serves as the commander of Joint Special Operations Command since August 10, 2022. He most recently served as the Commander of Special Operations Command Central from July 20, 2020 to July 1, 2022. Previously, he served as the Assistant Commander of the Joint Special Operations Command from 2018 to 2020.
Ralucca Michelle Gera is an American mathematician specializing in graph theory, including graph coloring, dominating sets, and spectral graph theory. Her interests also include personalized learning in mathematics education. She is a professor of mathematics at the Naval Postgraduate School.
