The STAR-TIDES project (Sustainable Technologies, Accelerated Research - Transformative Innovation for Development and Emergency Support) [1] is a global knowledge-sharing research network coordinated at the George Mason University (GMU). It is derived from a research project called TIDES which was originally a research effort for the Institute for National Strategic Studies (INSS) at the National Defense University (NDU)--part of the Department of Defense. [1] The STAR-TIDES project promotes sustainable support to stressed populations – post-war, post-disaster, or impoverished, in foreign or domestic contexts, for short-term or long-term (multi-year) operations. The project provides reach-back “knowledge on demand” to decision-makers and those working in the field. It uses public-private partnerships and “whole-of-government” approaches to encourage unity of action among diverse organizations where there is no unity of command, and facilitates both inter-agency and international engagement.

STAR-TIDES analyses begin with scenarios chosen by stakeholders. These include:
Better collaboration and shared situational awareness among disparate stakeholders in these, and other, environments could improve readiness for, and responses to, disasters, instabilities, insurgencies, and food crises. Exercises, training and education are key to institutionalizing lessons learned, and historically events like the Strong Angel series of demonstrations have served as early sources of such lessons. Links are being forged among the Defense Department (DoD), U.S. State Department, U.S. Department of Homeland Security, other US government agencies, International Organizations, NGOs, Private Volunteer Organizations (PVOs), the business community and academia. In lieu of the deployable, expensive systems that DoD often brings to these contingencies, STAR-TIDES focuses on seven infrastructures: shelter, water, power, integrated combustion and solar cooking, cooling/lighting/heating, sanitation and information & communications technologies (ICT). Solutions need to be sustainable by local populations with the resources they're likely to have available, and all information will be made available in the public domain via this website. [1]
Once examples of low cost infrastructures are identified, “cross-cutting” solution sets (mixes of shel-ter, water, power, etc.) can be tailored to the needs of the local coalitions of business, government and civil society—those who will have to implement and sustain them on the ground. Not all solutions suit all scenarios—building partner nation capacity to stabilize southern archipelagoes calls for different answers than supporting mountain earthquake victims in winter. STAR-TIDES’ focus on the needs of “relevant populations” contributes to humanitarian assistance, the Millennium Development Goals, and peace building. It supports public diplomacy, meets National Security Strategy guidance, and improves the inter-agency's ability to work together and interact with participants in civil-military missions, such as when implementing the National Incident Management System (NIMS). In addition, all parties may save money by agreeing on which supplies could best be provided by governments, and which by non-government entities, commercial supply chains, or empowered individuals. The Federal Emergency Management Agency (FEMA) is an agency of the United States Department of Homeland Security, initially created by Presidential Reorganization Plan No. 3 of 1978 and implemented by two Executive Orders on April 1, 1979. The agency's primary purpose is to coordinate the response to a disaster that has occurred in the United States and that overwhelms the resources of local and state authorities. The governor of the state in which the disaster occurs must declare a state of emergency and formally request from the president that FEMA and the federal government respond to the disaster. The only exception to the state's gubernatorial declaration requirement occurs when an emergency or disaster takes place on federal property or to a federal asset—for example, the 1995 bombing of the Alfred P. Murrah Federal Building in Oklahoma City, Oklahoma, or the Space Shuttle Columbia in the 2003 return-flight disaster.
Disaster response is the second phase of the disaster management cycle. It consists of a number of elements, for example; warning/evacuation, search and rescue, providing immediate assistance, assessing damage, continuing assistance and the immediate restoration or construction of infrastructure .The aim of emergency response is to provide immediate assistance to maintain life, improve health and support the morale of the affected population. Such assistance may range from providing specific but limited aid, such as assisting refugees with transport, temporary shelter, and food, to establishing semi-permanent settlement in camps and other locations. It also may involve initial repairs to damaged or diversion to infrastructure.
Capacity building is the process by which individuals and organizations obtain, improve, and retain the skills, knowledge, tools, equipment, and other resources needed to do their jobs competently. It allows individuals and organizations to perform at a greater capacity. "Capacity building" and "Capacity development" are often used interchangeably. This term indexes a series of initiatives from the 1950s in which the active participation of local communities’ members in social and economic development was encouraged via national and subnational plans.

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, dedicated to implementing projects for the United Nations System, international financial institutions, governments and other partners around the world. The organization's global headquarters is located on the UN City campus in Copenhagen, Denmark.
Strong Angel is an informal consortium of agencies and organizations that have together hosted a series of international disaster response demonstrations leveraging public-private collaboration within a complex disaster response scenario. Since 1999 the Strong Angel series has focused on field experimentation within very challenging environments, testing the use of cutting-edge techniques and technologies to facilitate more effective humanitarian response.
DARA is an independent, international organization based in Madrid, Spain. DARA was established in 2003 by Silvia Hidalgo to assess the impact of humanitarian aid and to make specific recommendations for changes in policies and practices. DARA has carried out evaluations in more than 60 crises countries for a variety of organizations including United Nations agencies, the International Federation of Red Cross and Red Crescent Societies, the European Commission, governments and non-governmental organizations (NGOs).
The Office of Energy Efficiency and Renewable Energy (EERE) is an office within the United States Department of Energy. Formed from other energy agencies after the 1973 energy crisis, EERE's mission is to help support the development of clean, renewable and efficiency energy technologies to America and support a global clean energy economy. The Office of EERE is led by the Assistant Secretary of Energy Efficiency and Renewable Energy, who oversees three technology sectors: renewable energy, sustainable transportation, and energy efficiency. Within these sectors are 11 major technology offices and programs that support research, development, and outreach efforts.
Disaster risk reduction (DRR) is a systematic approach to identifying, assessing and reducing the risks of disaster. It aims to reduce socio-economic vulnerabilities to disaster as well as dealing with the environmental and other hazards that trigger them. Here it has been strongly influenced by the mass of research on vulnerability that has appeared in print since the mid-1970s. It is the responsibility of development and relief agencies alike. It should be an integral part of the way such organizations do their work, not an add-on or one-off action. DRR is very wide-ranging: Its scope is much broader and deeper than conventional emergency management. There is potential for DRR initiatives in just about every sector of development and humanitarian work.
The United Nations Department of Economic and Social Affairs is part of the United Nations Secretariat and is responsible for the follow-up to major United Nations Summits and Conferences, as well as services to the United Nations Economic and Social Council and the Second and Third Committees of the United Nations General Assembly. UN DESA assists countries around the world in agenda-setting and decision-making with the goal of meeting their economic, social and environmental challenges. It supports international cooperation to promote sustainable development for all, having as a foundation the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs) as adopted by the UN General Assembly on 25 September 2015. In providing a broad range of analytical products, policy advice, and technical assistance, UN DESA effectively translates global commitments in the economic, social and environmental spheres into national policies and actions and continues to play a key role in monitoring progress towards internationally agreed-upon development goals. It is also a member of the United Nations Development Group.
The United States National Response Framework (NRF) is part of the National Strategy for Homeland Security that presents the guiding principles enabling all levels of domestic response partners to prepare for and provide a unified national response to disasters and emergencies. Building on the existing National Incident Management System (NIMS) as well as Incident Command System (ICS) standardization, the NRF's coordinating structures are always in effect for implementation at any level and at any time for local, state, and national emergency or disaster response.
The Civilian Response Corps is a program of the United States Department of State, Office of the Coordinator for Reconstruction and Stabilization (S/CRS). The Civilian Response Corps is a group of federal employees and volunteers from the private sector, state and local governments who are trained and equipped to deploy rapidly to countries in crisis or emerging from conflict in order to provide reconstruction and stabilization assistance. They are diplomats, development specialists, public health officials, law enforcement and corrections officers, engineers, economists, lawyers, public administrators, agronomists and others – offering the full range of skills needed to help fragile states restore stability and the rule of law, and achieve economic recovery and sustainable growth as quickly as possible.
A civil-military operations center or CMOC is a center usually established by a military force for coordinating civil-military operations in an area of operations. This center usually serves as a meeting place for military and non-military entities involved in governance, stabilization, humanitarian relief and reconstruction activities or for interaction between the entities involved in these activities and the civilian population. Often, it also serves as a central location for information on civilian related activities in the area or maintains the status of the infrastructure or institutions. During combat operations, a CMOC is usually in a secure compound.
The Center for Excellence in Disaster Management and Humanitarian Assistance (CFE) is a direct reporting unit to the U.S. Indo-Pacific Command (USINDOPACOM) and principal agency to promote disaster preparedness and societal resiliency in the Asia-Pacific region. As part of its mandate, CFE facilitates education and training in disaster preparedness, consequence management and health security to develop domestic, foreign and international capability and capacity.
The multistakeholder governance is a new and evolving governance system. It seeks to bring stakeholders together to participate in the dialogue, decision making, and implementation of responses to jointly perceived problems. The principle behind such a structure is that if enough input is provided by actors involved in a question, the eventual consensual decision gains more legitimacy, and can be more effectively implemented than a traditional state-based response. While the evolution of multistakeholder governance is occurring principally at the international level, public-private partnerships (PPPs) are domestic analogues.
Sahana Software Foundation is a Los Angeles, California-based non-profit organization founded to promote the use of free and open-source software (FOSS) for disaster and emergency management. The foundation's mission statement is to "save lives by providing information management solutions that enable organizations and communities to better prepare for and respond to disasters." The foundation's Sahana family of software products include Eden, designed for humanitarian needs management; Vesuvius, focused on the disaster preparedness needs of the medical community; and legacy earlier versions of Sahana software including Krakatoa, descended from the original Sahana code base developed following the 2004 Indian Ocean tsunami. The word "Sahana" means "relief" in Sinhalese, the national language of Sri Lanka.
The United Nations Sustainable Development Solutions Network (SDSN) initiative was launched in 2012. It operates under the auspices of the United Nations to mobilize scientific and technical expertise in support of the Sustainable Development Goals (SDGs).
All Partners Access Network (APAN), formerly called Asia-Pacific Area Network, is a United States Department of Defense (USDOD) social networking website used for information sharing and collaboration. APAN is the premier collaboration enterprise for the USDOD. The APAN network of communities fosters multinational interaction and multilateral cooperation by allowing users to post multimedia and other content in blogs, wikis, forums, document libraries and media galleries. APAN is used for humanitarian assistance and disaster relief, exercise planning, conferences and work groups. APAN provides non-governmental organizations (NGOs) and U.S. partner nations who do not have access to traditional, closed USDOD networks with an unclassified tool to communicate.
Linton Wells II is an American public servant and educator who served a total of 51 years in government service. He served 26 years in the United States Navy as an officer, and then was appointed by the White House as the Principal Deputy Assistant Secretary of Defense, serving through two administrations of both parties, both the Democrat Bill Clinton and the Republican George W. Bush. He wrote many books, articles, and white papers on matters of national security, including important texts related to the use of American military capabilities in global humanitarian operations. His expertise focused on the strategic impacts of technological change and on building resilience to natural and man-made disasters as issues of US national security. He shaped, over five decades of public service, current US Department of Defense directives that link policy and technology with public-private cooperation. His writings significantly altered U.S. and international approaches to civil-military engagement, US policy in global humanitarian assistance, and global public-private partnerships in disaster relief. He has also made fundamental contributions to technical areas that have defined network-enabled military capabilities and cyberspace operations. After retiring from public service, he continued to contribute to the international STAR-TIDES network that he had founded in 2007, a consortium of several thousand global nodes comprising agencies, organizations, institutions and individuals in 40+ countries that promote the free exchange of research results on global issues of human security. As of 2019 he is Executive Advisor to the Center for Resilient and Sustainable Communities (C-RASC) at George Mason University and chairs the Advisory Group of the C4I and Cyber Center there. C-RASC has been working with the People-Centered Internet (PCI) on ways to “put humanity at the center of the Internet” and support a variety of revitalization initiatives. He is also the President and CEO of Global Resilience Strategies and Senior Advisor to Resilient Japan. He was listed by Fortune magazine in 2009 as one of the top 16 "Players of Tech".
The Cybersecurity and Infrastructure Security Agency (CISA) was established on 16 November 2018 when President Donald Trump signed into law the Cybersecurity and Infrastructure Security Agency Act of 2018. CISA is a standalone United States federal agency, an operational component under Department of Homeland Security (DHS) oversight. Its activities are a continuation of the National Protection and Programs Directorate (NPPD).
