The Emergency Management (EM) career field is the United States Air Force's (USAF) primary organization responsible for implementing an installation-level EM program. Emergency Managers, also known by the Air Force Specialty Code (AFSC) 3E9X1, are the Air Force's subject matter experts for all non-medical Chemical, Biological, Radiological and Nuclear (CBRN) passive defense and consequence management matters. [1]
During wartime operations, 3E9X1s are assigned to CBRN reconnaissance teams responsible for detecting, identifying, quantifying, and collecting CBRN material ensuring mission continuation and force survivability. [2]

Responsibilities

Occupational badge heraldry

The Readiness Occupational Badge was introduced by the CSAF in February 2006 with an official wear date of 1 October 06. The badge uses the Air Force wreaths combined with basic insignia first adopted by the U.S. Army Chemical Service in 1917: two crossed retorts—glass laboratory vessels used for distilling, which has been in use for hundreds of years—placed behind a benzene ring, the molecular building block of many organic chemicals. The benzene ring signifies the molecular composition of the chemical benzene. It has six points for each atom of carbon and hydrogen, representing the basic elements of chemistry. These elements of design allude to their chemical-related functions and deeply rooted history in the U.S. Army AirCorps to today’s Air Force. [5] There are three different types of the occupational badge, which consist of basic, senior, and master. Time in position and expertise in the career field is what distinguishes the difference between them.

Technical training

Training for Emergency Managers starts at the United States Army CBRN School at Fort Leonard Wood, Missouri, which trains US CBRN forces from all branches of the United States Department of Defense (DOD). The 364th Training Squadron / Detachment 1 operates the Emergency Management "schoolhouse" and instructs U.S. Air Force military, Civil Service and NATO students in a 67 academic day apprentice level prerequisite course. [6] This is also followed by an 11 academic day CBRN Responder course conducted at the Lieutenant Joseph Terry CBRN Training Facility. When the student is sent to the CDTF (Chemical Defense Training Facility) during the last days of the course students will actually use their skills to assess the situation involving actual nerve agents. The CBRN Responder course certifies students to respond to CBRN/WMD incidents at the HAZMAT Technician level. [7]

Specialized training

The Defense Nuclear Weapons School provides Emergency Managers education and training specifically in radiological and nuclear weapons, nuclear and radiological incident command and control, incident response, and chemical, biological, radiological, and nuclear (CBRN) modeling. [8]

Emergency Managers receive contingency skills training on a recurring basis to remain proficient on their wartime tasks through attending Silver Flag training. [9]

Integrated Base Emergency Response Capability Training (IBERCT) is a workshop for CBRN, Hazmat responders, fire departments and emergency managers to train on best practices in a hands-on environment. MAJCOMs host these events to ensure their forces are prepared to the meet demands of a unified response operation. [10]

The Emergency Management Institute (EMI) provides Emergency Managers the ability to perform essential work and skills in emergency operations during disasters. This is accomplished online through the Federal Emergency Management Agency's distance learning modules. [11] [12]

The Special Operations Engineer Regiment (SOER) is a specialised unit of the Australian Army. The regiment forms part of the Special Operations Command. The unit was formed in 2002 as the Incident Response Regiment (IRR), they are deployed to respond to chemical, biological, radiological, nuclear or explosive incidents. The regiment was transferred into the newly raised Special Operations Command in 2003. In 2010 and 2011, its role changed to supporting the army's special forces units, and it was renamed accordingly.

The Nuclear Emergency Support Team (NEST), formerly known as the Nuclear Emergency Search Team is a team of scientists, technicians, and engineers operating under the United States Department of Energy's National Nuclear Security Administration (DOE/NNSA). An NBC suit, also called a chem suit, or chemical suit is a type of military personal protective equipment. NBC suits are designed to provide protection against direct contact with and contamination by radioactive, biological, or chemical substances, and provide protection from contamination with radioactive materials and all types of radiation. They are generally designed to be worn for extended periods to allow the wearer to fight while under threat of or under actual nuclear, biological, or chemical attack. The civilian equivalent is the hazmat suit. The term NBC has been replaced by CBRN, with the addition of the new threat of radiological weapons.

A weapon of mass destruction Civil Support Team supports civil authorities in the event of the use, or threatened use, of a weapon of mass destruction. CSTs are federally funded units established under Presidential Decision Directive 39. There are 57 National Guard Teams and one Army Reserve full-time team: one in every U.S. state, Washington, D.C., Puerto Rico, Germany, Guam, and the US Virgin Islands with an additional team each in California, Florida, and New York.

The National Domestic Preparedness Consortium (NDPC) is a training partner and established training arm of the U.S. Department of Homeland Security DHS/FEMA. It is a professional alliance of seven national institutions and organizations that work to develop and deliver training, technical assistance, plan assessments, and exercises to emergency responders and first receivers at the territories, state, local and tribal levels. The members were chosen for their unique knowledge bases in the areas of chemical, biological, radiological, nuclear, explosive, medical, critical infrastructure, and incident management, and have enhanced their core competencies at the request of DHS and FEMA to include other areas as well. <span class="mw-page-title-main">CBRNE Enhanced Response Force Package</span>

CBRNE Enhanced Response Force Packages (CERFP) are an initiative of the United States National Guard designed to integrate existing national guard units into the broader federal and local civilian emergency response personnel in instances of chemical, biological, radiological, nuclear and explosive (CBRNE) disasters. The creation of CERFPs by the US Congress in 2004, initially provided for the creation of 12 teams corresponding to the 10 region designations of the Federal Emergency Management Agency, and two teams for regions three and nine, on the US east and west coasts respectively. This was later expanded in 2006 for a total of 17 teams nationwide.

14 CBRN Regiment, Sri Lanka Engineers is a regiment of the Sri Lanka Army that focuses on countering chemical, biological, radiological and nuclear (CBRN) hazards in the country. The Sri Lanka Navy and Sri Lanka Air Force also maintain CBRN units in addition to the Army's CBRN regiment. The regiment evolved from the first CBRN squadron that Major General Jagath Gunawardena, the current colonel-commandant of Sri Lanka Engineers, established.
