The UNESCO Public Library Manifesto is a document approved by UNESCO in 1949 and updated in Paris on 29 November, 1994. A further update is scheduled for 2021. [2] It declares the entity's belief towards public libraries internationally as essential institutions for the promotion of peace and education for all of humanity. [3]

History

The document was introduced globally in 1949, [4] and has undergone various revisions. The current version includes updates compiled over the course of the PGI Council Meeting of UNESCO in 1994. The Manifesto was prepared with the participation of the public libraries section of the International Federation of Library Associations and Institutions. [5] [6]

Manifesto principles

The Public Library Manifesto, adopted in 1994, proclaims UNESCO's belief in the public library as a force for education, culture and information, and as an essential agent for the fostering of peace and spiritual welfare through the minds of individuals. Recognizing the public library as a local center of culture, the Manifesto lists some requirements for implementation and maintenance of such places. [7] [8]

Funding

The public library shall in principle be free of charge.

Operation and management

The library must be physically accessible to all individuals seeking access and located in its own building. It must provide space for use of library resources, offer relevant technology, and has a set of hours when open to its users. When physical visits are not possible, there must be sufficient outreach services available to access these materials otherwise.

Legislation

Legislation is the responsibility of local and national authorities and shaped according to regional community needs.

Integration

It proposes that government and society strengthen integration networks to support libraries, for example, in Portugal, for the National Network of Public Libraries.

Functional framework

The document stipulates that the library workforce should receive necessary continuing professional education.

Collections

The Manifesto stipulates that the collections are not built only on recent works, seeking to balance the traditional and the modern, in order to include all age groups of the population involved. It also states that collections should be adapted to the different needs of communities in both rural and urban areas.

Missions of the public library

The 1994 publication of the Public Library Manifesto lists 12 key missions related to information, literacy, education, and culture that should be at the core of public library services: [9]

  1. Creating and strengthening reading habits in children from an early age;
  2. Supporting both individual and self conducted education as well as formal education at all levels;
  3. Providing opportunities for personal creative development;
  4. Stimulating the imagination and creativity of children and young people;
  5. Promoting awareness of cultural heritage, appreciation of the arts, scientific achievements and innovations;
  6. Providing access to cultural expressions of all performing arts;
  7. Fostering inter-cultural dialogue and favouring cultural diversity;
  8. Supporting the oral tradition;
  9. Ensuring access for citizens to all sorts of community information;
  10. Providing adequate information services to local enterprises, associations and interest groups;
  11. Facilitating the development of information and computer literacy skills;
  12. Supporting and participating in literary activities and programmes for all age groups, and initiating such activities if necessary.

Literacy in its broadest sense describes "particular ways of thinking about and doing reading and writing" with the purpose of understanding or expressing thoughts or ideas in written form in some specific context of use. In other words, humans in literate societies have sets of practices for producing and consuming writing, and they also have beliefs about these practices. Reading, in this view, is always reading something for some purpose; writing is always writing something for someone for some particular ends. Beliefs about reading and writing and its value for society and for the individual always influence the ways literacy is taught, learned, and practiced over the lifespan.

<span class="mw-page-title-main">International Council on Monuments and Sites</span> Organization

The International Council on Monuments and Sites is a professional association that works for the conservation and protection of cultural heritage places around the world. Now headquartered in Charenton-le-Pont, France, ICOMOS was founded in 1965 in Warsaw as a result of the Venice Charter of 1964, and offers advice to UNESCO on World Heritage Sites.

The Association of College & Research Libraries defines information literacy as a "set of integrated abilities encompassing the reflective discovery of information, the understanding of how information is produced and valued and the use of information in creating new knowledge and participating ethically in communities of learning".

Legal deposit is a legal requirement that a person or group submit copies of their publications to a repository, usually a library. The number of copies required varies from country to country. Typically, the national library is the primary repository of these copies. In some countries there is also a legal deposit requirement placed on the government, and it is required to send copies of documents to publicly accessible libraries.

The Universal Declaration of Linguistic Rights is a document signed by the International PEN Club, and several non-governmental organizations in 1996 to support linguistic rights, especially those of endangered languages. The document was adopted at the conclusion of the World Conference on Linguistic Rights held 6–9 June 1996 in Barcelona, Spain. It was also presented to the UNESCO Director General in 1996 but the Declaration has not gained formal approval from UNESCO.

<span class="mw-page-title-main">Open educational resources</span> Open learning resource

Open educational resources (OER) are teaching, learning, and research materials intentionally created and licensed to be free for the end user to own, share, and in most cases, modify. The term "OER" describes publicly accessible materials and resources for any user to use, re-mix, improve, and redistribute under some licenses. These are designed to reduce accessibility barriers by implementing best practices in teaching and to be adapted for local unique contexts.

<span class="mw-page-title-main">World Book Capital</span> UNESCO award for cities promoting books

The World Book Capital (WBC) is an initiative of UNESCO which recognises cities for promoting books and fostering reading for a year starting on April 23rd, World Book and Copyright Day. Cities designated as UNESCO World Book Capital carry out activities with the aim of encouraging a culture of reading in all ages and sharing UNESCO’s values. The nomination does not provide a financial prize.

The International Federation of Library Associations and Institutions (IFLA) is the leading international body representing the interests of people who rely on libraries and information professionals. An independent, non-governmental, not-for-profit organization, IFLA was founded in Scotland in 1927 and maintains headquarters at the National Library of the Netherlands in The Hague. IFLA sponsors the annual IFLA World Library and Information Congress, promoting universal and equitable access to information, ideas, and works of imagination for social, educational, cultural, democratic, and economic empowerment. IFLA also produces several publications, including IFLA Journal.

Technological literacy is the ability to use, manage, understand, and assess technology. Technological literacy is related to digital literacy in that when an individual is proficient in using computers and other digital devices to access the Internet, digital literacy gives them the ability to use the Internet to discover, review, evaluate, create, and use information via various digital platforms, such as web browsers, databases, online journals, magazines, newspapers, blogs, and social media sites.

The mission of the Council for International Organizations of Medical Sciences (CIOMS) is to advance public health through guidance on health research including ethics, medical product development and safety. CIOMS is an international nongovernmental organization established jointly by World Health Organization (WHO) and United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1949. CIOMS represents a substantial proportion of the biomedical scientific community through its member organizations.

<span class="mw-page-title-main">School library</span> Library within a school

A school library is a library within a school where students, staff, and often, parents of a public or private school have access to a variety of resources. The goal of the school library media center is to ensure that all members of the school community have equitable access "to books and reading, to information, and to information technology." A school library media center "uses all types of media... is automated, and utilizes the Internet [as well as books] for information gathering." School libraries are distinct from public libraries because they serve as "learner-oriented laboratories which support, extend, and individualize the school's curriculum... A school library serves as the center and coordinating agency for all material used in the school."

<span class="mw-page-title-main">Right to education</span> Human right

The right to education has been recognized as a human right in a number of international conventions, including the International Covenant on Economic, Social and Cultural Rights which recognizes a right to free, compulsory primary education for all, an obligation to develop secondary education accessible to all with the progressive introduction of free secondary education, as well as an obligation to develop equitable access to higher education, ideally by the progressive introduction of free higher education. In 2021, 171 states were parties to the Covenant.

The knowledge divide is the gap between those who can find, create, manage, process, and disseminate information or knowledge, and those who are impaired in this process. According to a 2005 UNESCO World Report, the rise in the 21st century of a global information society has resulted in the emergence of knowledge as a valuable resource, increasingly determining who has access to power and profit. The rapid dissemination of information on a potentially global scale as a result of new information media and the globally uneven ability to assimilate knowledge and information has resulted in potentially expanding gaps in knowledge between individuals and nations. The digital divide is an extension of the knowledge divide, dividing people who have access to the internet and those who do not. The knowledge divide also represents the inequalities of knowledge among different identities, including but not limited to race, economic status, and gender.

The National Library and Information System of Trinidad and Tobago is a corporate body established by the NALIS Act No. 18 of 1998 to administer the development and coordination of library and information services in Trinidad and Tobago.

The United Nations Educational, Scientific and Cultural Organization is a specialised agency of the United Nations (UN) aimed at promoting world peace and security through international cooperation in education, arts, sciences and culture. It has 193 member states and 12 associate members, as well as partners in the non-governmental, intergovernmental and private sector. Headquartered at the World Heritage Centre in Paris, France, UNESCO has 53 regional field offices and 199 national commissions that facilitate its global mandate.

<span class="mw-page-title-main">National Library of Cape Verde</span>

The National Library of Cape Verde is located in Praia, Cape Verde. The library was established in 1999. The library maintains the National Bibliography, contains the country's historical archives and the theses and dissertation bank and is a legal deposit. It also serves as the public library of Praia, the country's capital.

Librarianship and human rights in the U.S. are linked by the philosophy and practice of library and information professionals supporting the rights enumerated in the Universal Declaration of Human Rights (UDHR), particularly the established rights to information, knowledge and free expression.

MediaSmarts is a Canadian non-profit organization based in Ottawa, Ontario, that focuses on digital and media literacy programs and resources. In particular, the organization promotes critical thinking via educational resources and analyzes the content of various types of mass media.
