The civil service is a collective term for a sector of government composed mainly of career civil servants hired rather than appointed or elected, whose institutional tenure typically survives transitions of political leadership. A civil servant, also known as a public servant, is a person employed in the public sector by a government department or agency for public sector undertakings. Civil servants work for central and state governments, and answer to the government, not a political party.
The Communications Workers of America (CWA) is the largest communications and media labor union in the United States, representing about 700,000 members in both the private and public sectors. The union has 27 locals in Canada via CWA-SCA Canada representing about 8,000 members. CWA has several affiliated subsidiary labor unions bringing total membership to over 700,000. The Public Service Alliance of Canada is one of Canada's largest national labour unions. It is the largest union in the Canadian federal public sector. PSAC members work in every province and territory, and also work abroad in embassies and consulates.
The Canadian Union of Public Employees is a Canadian trade union serving the public sector – although it has in recent years organized workplaces in the non-profit and para-public sector as well. CUPE is the largest union in Canada, representing some 700,000 workers in health care, education, municipalities, libraries, universities, social services, public utilities, transportation, emergency services and airlines. Over 60 per cent of CUPE's members are women, and almost a third are part-time workers. CUPE is affiliated with the Canadian Labour Congress and is its greatest financial contributor.
The Northern Ireland Public Service Alliance (NIPSA) is a trade union in Northern Ireland affiliated to the Irish Congress of Trade Unions. It is the largest trade union in Northern Ireland, with around 46,000 members, and is organised into two groups, the Civil Service Group, for the staff of public bodies employed on civil service terms and conditions, and the Public Officers Group, for employees of education and library boards, health and social services boards, the Northern Ireland Housing Executive, district councils, other public bodies and voluntary organisations.
