United Nations General Assembly Resolution 1668 (XVI) was an act of the UN General Assembly that deemed the issue of Chinese representation at the UN an "important question" under the UN Charter; therefore any proposal to change of recognition either to the People's Republic of China from the Republic of China and designated as such as the representation of all of China at the UN would hence require a two-thirds majority of all voting members. The impetus for UN Resolution 1668 (1961) was raised by Australia, Colombia, Italy, Japan, and the United States and passed with 61 UN Member States voting in its favor, 34 UN Member States voted against it, 7 UN Member States abstaining, and 2 UN Member States non-voting. [1] The Vienna Convention on Diplomatic Relations was signed by the Republic of China on 18 April 1961 and ratified on 19 December 1969. The Vienna Convention on Diplomatic Relations is the cornerstone of modern-day diplomacy since the Vienna Congress and followed by the UN.

The General Assembly,
Noting that a serious divergence of views exists among Member States concerning the representation of a founder Member who is named in the Charter of the United Nations,
Recalling that this matter has been described repeatedly in the General Assembly by all segments of opinion as vital and crucial and that on numerous occasions its inclusion in the agenda has been requested under rule 15 of the Assembly's rules of procedure as an item of an important and urgent character,
Recalling further the recommendation contained in its resolution 396 (V) of 14 December 1950 that, whenever more than one authority claims to be the government entitled to represent a Member State in the United Nations and this question becomes the subject of controversy in the United Nations, the question should be considered in the light of the purposes and principles of the Charter and the circumstances of each case,
Decides, in accordance with Article 18 of the Charter of the United Nations, that any proposal to change the representation of China is an important question.

The resolution, passed on 25 October 1971, recognized the People's Republic of China as "the only legitimate representative of China to the United Nations" and removed "the representatives of Chiang Kai-shek" from the United Nations.

The United Nations Security Council veto power is the power of the five permanent members of the UN Security Council to veto any "substantive" resolution. They also happen to be the nuclear-weapon states (NWS) under the terms of the Treaty on the Non-Proliferation of Nuclear Weapons. However, a permanent member's abstention or absence does not prevent a draft resolution from being adopted. This veto power does not apply to "procedural" votes, as determined by the permanent members themselves. A permanent member can also block the selection of a Secretary-General, although a formal veto is unnecessary since the vote is taken behind closed doors.

The United Nations General Assembly Sixth Committee is one of six main committees of the General Assembly of the United Nations. It deals primarily with legal matters and is the primary forum for the consideration of international law and other legal matters concerning the United Nations.
The Holy See is not a member of the United Nations but was granted permanent observer state status on 6 April 1964. In that capacity, it has the right to attend all sessions of the United Nations General Assembly, the United Nations Security Council, and the United Nations Economic and Social Council to observe their work. Accordingly, the Holy See has established permanent observer missions in New York and in Geneva and has been able to influence the decisions and recommendations of the United Nations.
United Nations Security Council resolution 667, adopted unanimously on 16 September 1990, after recalling resolutions 660 (1990), 661 (1990), 664 (1990), 665 (1990) and 666 (1990), the Council expressed its outrage and condemned "aggressive acts" by Iraq against diplomatic missions and personnel in occupied Kuwait, including the abduction of some, in violation of the Vienna Convention on Diplomatic Relations and Consular Relations.
The People's Socialist Republic of Albania joined the United Nations on 14 December 1955, and has participated in several UN peacekeeping operations. The current Representative of Albania in the UN is Mr. Ferit Hoxha. Albania is a non-permanent member of the 15-country UN Security Council for the two-year term (2022–2023).
The People's Republic of China was established in 1949 and was not recognized by the United Nations (UN) as the legitimate government of China until 1971. Prior to then, the Republic of China represented the interests of China, with both it and the PRC claiming to be the only legitimate representative of whole China. In 1950, the PRC requested its admission to the UN and the expulsion of the representatives of the Kuomintang from the United Nations Security Council; the request was unsuccessful, after which the Soviet Union initiated a boycott of the UN. Following that, annual motions for the PRC's recognition were introduced by a variety of UN member states, until the PRC was formally recognized in October 1971.
Expulsion from the United Nations is a procedure under Article 6, Chapter II of the United Nations Charter when a member state of the United Nations can be expelled from the organization. This can be done when a member state has persistently violated the principles of the United Nations Charter. To date, only one member state has been expelled, the Republic of China (Taiwan) under General Assembly Resolution 2758, and replaced by the People's Republic of China (PRC) in 1971.
