The United States Hydrographic Office (USHO) prepared and published maps, charts, and nautical books required in navigation. The office was established by an act of 21 June 1866 as part of the Bureau of Navigation, Department of the Navy. It was transferred to the Department of Defense on 10 August 1949. The office was abolished on 10 July 1962, replaced by the Naval Oceanographic Office. [1]
Before the hydrographic office was established in 1866, U.S. navigators were almost entirely dependent on British charts. A few private enterprises had prepared and published charts, but had not been able to do so profitably. [2] The Hydrographic Office was established "for the improvement of the means for navigating safely the vessels of the Navy and of the mercantile marine, by providing, under the authority of the Secretary of the Navy, accurate and cheap nautical charts, sailing directions, navigators and manuals of instructions for the use of all vessels of the United States, and for the benefit and use of navigators generally". [3]
The impetus for establishing the Hydrographical Office came from a petition submitted to Congress in 1863 by the American Shipmasters Association. A Senate committee prepared a report, and a Senate bill was passed on 24 June 1864. The purpose was to empower the Navy Department to give navy and merchant ships the results of surveys and explorations by naval officers in foreign waters. The office was not envisioned as being a rival to the British Admiralty hydrographic office or the French depot of charts, but as an office that could publish charts and directions where there was sufficient information available, priced to cover the cost of paper and printing but not the cost of preparation. In 1873 the office prepared the instruments needed to determine by using the electric telegraph the longitude of West Indian islands and of points on the northern coast of South America where telegraph cables had been laid. A survey of the Gulf of Mexico had found many errors. Some surveying had been carried out in the Pacific Ocean. [5] In July 1875 the Commodore responsible for the office, describing the work that had been accomplished in the previous year, called for a permanent building with proper fireproofing instead of the temporary rented premises, and asked for funding to conduct a proper survey of the Pacific Ocean, for which the charts were in many areas inadequate. [6] That year a great deal had been achieved in charting the Caribbean. [7] By 1880 the office was divided into the Division of Archives, Chart Division, Meteorological Division, Division of Drafting and Engraving and Division of Longitudes. [8] The office had published about 700 charts of foreign coasts. [9] In 1881 the office employed 22 naval officers and 28 civilians. [10]
An 1889 report described the function of the office as mainly being reconnaissance of foreign coasts, office duties and publication of compiled maps. The United States Coast and Geodetic Survey, a component of the United States Department of the Treasury was responsible for the systematic hydrographic survey of the coasts of the United States. [11] That year the office employed 39 officers and 40 civilians. [12] The office gave out instruments for meteorological observations to the masters of vessels willing to record and report their findings, requiring only that they take reasonable care of the instruments. [13] In 1894 the hydrographic office paid the sum of $20,000 for patents taken out by a former employee for engraving machines, which would greatly reduce the time and cost of engraving soundings, compasses and border shadings. A number of these machines were in use by 1907. [14]
In 1946 the U.S. Navy Hydrographic Office published an ice atlas covering the North American Arctic on a scale of about 1:20,000,000. [15] In 1954 aerial observation of sea ice moved from development into operations, with navy weathermen trained by the Hydrographic Office. [16] Information was transmitted to the Hydrographic office, which prepared forecasts used in planning movement of shipping. [17]

Richardson Clover was an officer of the United States Navy. An 1867 graduate of the United States Naval Academy, he was a noted hydrographer, served as Director of Naval Intelligence, and commanded the gunboat Bancroft during the Spanish–American War. He was socially prominent in Washington, D.C., and served as US Naval Attaché to Great Britain. He commanded the Wisconsin on the Asiatic Station and served as president of the Board of Inspection and Survey. He was promoted to rear admiral in 1907 and retired in 1908.
The U.S. Navy's Bureau of Navigation was established in 1862 as part of the reorganization of the Navy Department. Principal responsibilities were to provide nautical charts and instruments and to oversee several activities involved navigation research, including the Naval Observatory. In 1889, the Bureau gained responsibilities for personnel management, and this eventually became its primary function. In 1942, the Bureau was renamed the Bureau of Naval Personnel (BuPers), under which name it continues today.

The United States Coast and Geodetic Survey was the first scientific agency of the United States Government. It existed from 1807 to 1970, and throughout its history was responsible for mapping and charting the coast of the United States, and later the coasts of U.S. territories. In 1871, it gained the additional responsibility of surveying the interior of the United States and geodesy became a more important part of its work, leading to it being renamed the U.S. Coast and Geodetic Survey in 1878.
The Office of Coast Survey is the official chartmaker of the United States. It is an element of the National Ocean Service in the National Oceanic and Atmospheric Administration, which is part of the United States Department of Commerce.
USS Mobjack (AVP-27/AGP-7) was a motor torpedo boat tender in commission in the United States Navy from 1943 to 1946. She saw service in the Pacific theater during the latter portion of World War II.
USC&GS Arago was a survey ship that served in the United States Coast Survey from 1854 to 1878 and in the United States Coast and Geodetic Survey from 1878 to 1881. From October 1861 into 1863 Arago was at times attached to the Navy's South Atlantic Blockading Squadron off South Carolina to provide hydrographic support. She was the first ship of the Coast Survey or Coast and Geodetic Survey to bear the name.
USC&GS Yukon was a schooner that served as a survey ship from 1878 to 1894 in the United States Coast Survey, which was renamed the United States Coast and Geodetic Survey in 1878. She was the pioneering Coast Survey or Coast and Geodetic Survey ship in many of the waters of the Territory of Alaska, including the Bering Sea and the western Aleutian Islands, and she also operated extensively in California and Washington. She later entered commercial service as Elwood and was wrecked in 1895.
USC&GS George S. Blake, in service 1874–1905, is, with the U.S. Fish Commission steamer Albatross, one of only two US oceanographic vessels with her name inscribed in the façade of the Oceanographic Museum, Monaco due to her being "the most innovative oceanographic vessel of the Nineteenth Century" with development of deep ocean exploration through introduction of steel cable for sounding, dredging and deep anchoring and data collection for the "first truly modern bathymetric map of a deep sea area."
The first USC&GS Explorer was a steamer that served as a survey ship in the United States Coast and Geodetic Survey from 1904 to 1939 except for a brief time in United States Navy service from 1918 to 1919 for patrol duty in Alaskan waters as USS Explorer during World War I. After initial service along the United States East Coast and off Puerto Rico, the ship transferred to Seattle, Washington in 1907 to begin survey work in Alaskan waters during summer and more southern waters along the United States West Coast in winter. On her return from the Navy in 1919, the ship was condemned and due to be sold but instead was retained as a survey vessel into the fall of 1939. After a stint with the National Youth Administration from 1939 to 1941, she saw service during World War II with the United States Army Corps of Engineers as the freight and supply ship Atkins.
NOAAS Whiting, was an American survey ship that was in commission in the National Oceanic and Atmospheric Administration (NOAA) from 1970 to 2003. Previously, she had been in commission in the United States Coast and Geodetic Survey from 1963 to 1970 as USC&GS Whiting.
The Indian Naval Hydrographic Department (INHD), headed by the Chief Hydrographer to the Government of India, is an Indian government agency responsible for hydrographic surveys and nautical charting in India. Its headquarters National Hydrographic Office is located in Dehradun, Uttarakhand beside the Principal Controller of Defense Accounts Office. Presently, the department is equipped with Seven indigenously built survey ships including a catamaran hull survey vessel (CHSV). The National Institute of Hydrography is the training institute to impart knowledge regarding hydrography and to train its personnel. Two more ships are currently being constructed and is expected to be commissioned into service by 2025-26.
Rear Admiral Leo Otis Colbert was the third director of the United States Coast and Geodetic Survey and a career officer in the United States Coast and Geodetic Survey Corps, predecessor of the National Oceanic and Atmospheric Administration Commissioned Officer Corps.

Frank Manly Thorn was an American lawyer, politician, government official, essayist, journalist, humorist, and inventor. He served as the sixth Superintendent of the United States Coast and Geodetic Survey. The first non-scientist to hold that position, he guided the Coast and Geodetic Survey through a critical period of reform following the exposure of improprieties under his predecessor, and he defended it from being abolished or diminished by its critics.
The Russian Hydrographic Service, full current official name Department of Navigation and Oceanography of the Ministry of Defence of the Russian Federation, is Russia's hydrographic office, with responsibility to facilitate navigation, performing hydrographic surveys and publishing nautical charts.
George William Blunt was a pioneer publisher of nautical charts and books for the company E & G. W. Blunt. He was Secretary of the Board of Pilot Commissioners for New York Harbor from 1845 to 1877. For over 40 years he served as first assistant in the United States Coast Survey and made surveys of New York Harbor and the Bahama banks. He was instrumental in gaining reforms in the United States Lighthouse Service. His firm published many editions of Bowditch's Navigator and Blunt's American Coast Pilot.
Project Magnet was a major geomagnetic survey effort from 1951 through 1994. The project originated in the U.S. Navy Hydrographic Office, renamed the U.S. Naval Oceanographic Office (NAVOCEANO), supporting world magnetic modeling and charting. The project used aircraft flying magnetic surveys worldwide. Additional magnetic data were collected with geophysical survey ships in conjunction with other projects for combination into final products. Data was used to support navigation of ships and aircraft and to meet Naval requirements as well as scientific research.
