The Columbia River is the largest river in the Pacific Northwest region of North America. The river forms in the Rocky Mountains of British Columbia, Canada. It flows northwest and then south into the U.S. state of Washington, then turns west to form most of the border between Washington and the state of Oregon before emptying into the Pacific Ocean. The river is 1,243 miles long, and its largest tributary is the Snake River. Its drainage basin is roughly the size of France and extends into seven states of the United States and one Canadian province. They are smaller than Castaic Dam and Lake, the other artificial water storage facility in the area, 7 miles (11 km) to the south.

The dam impounds Lake Oroville, the second-largest reservoir in California, capable of storing more than 3.5 million acre-feet (1.1×10^12 US gal; 4.3×109 m3).

The California Department of Water Resources (DWR) is part of the California Natural Resources Agency and is responsible for the management and regulation of the State of California's water usage. The department was created in 1956 by Governor Goodwin Knight following severe flooding across Northern California in 1955, where they combined the Division of Water Resources of the Department of Public Works with the State Engineer's Office, the Water Project Authority, and the State Water Resources Board. It is headquartered in Sacramento.

Gavins Point Dam is a 1.9-mile-long (3 km) embankment rolled-earth and chalk-fill dam which spans the Missouri River and impounds Lewis and Clark Lake. The dam joins Cedar County, Nebraska with Yankton County, South Dakota a distance of 811.1 river miles (1,305 km) upstream of St. Louis, Missouri, where the river joins the Mississippi River. The dam and hydroelectric power plant were constructed as the Gavins Point Project from 1952 to 1957 by the United States Army Corps of Engineers as part of the Pick-Sloan Plan. The dam is located approximately 4 miles (6.4 km) west or upstream of Yankton, South Dakota.

California's interconnected water system serves almost 40 million people and irrigates over 5,680,000 acres (2,300,000 ha) of farmland. As the world's largest, most productive, and potentially most controversial water system, it manages over 40 million acre-feet (49 km3) of water per year. Use of available water averages 50% environmental, 40% agricultural and 10% urban, though this varies considerably by region and between wet and dry years. It impounds the Tuolumne River, forming the Hetch Hetchy Reservoir at the lower end of Hetch Hetchy Valley in Yosemite National Park, about 160 miles (260 km) east of San Francisco. The dam and reservoir are the source for the Hetch Hetchy Aqueduct, which provides water for over two million people in San Francisco and other municipalities of the west Bay Area. The dam is named for engineer Michael O'Shaughnessy, who oversaw its construction.
