University Enterprise Zones are specific geographical areas in the United Kingdom where universities engage with Local Enterprise Partnerships to provide business incubator spaces and stimulate economic growth by the application of university backed innovation. [1]

Pilot program

The ten year pilot program for University Enterprise zones was announced by David Cameron in December 2013 [2] "in response to findings in the Witty Review [3] that universities could play a bigger role in enhancing economic growth". [4]

Of the nine applicants, [5] four were funded: [6]

An interim evaluation of the policy was made in 2017 [7] at a cost of £45k. [8] The final evaluation is due in 2023.

A science park is defined as being a property-based development that accommodates and fosters the growth of tenant firms and that is affiliated with a university based on proximity, ownership, and/or governance. This is so that knowledge can be shared, innovation promoted, technology transferred, and research outcomes progressed to viable commercial products. Science parks are also often perceived as contributing to national economic development, stimulating the formation of new high-technology firms, attracting foreign investment and promoting exports.

A business incubator is an organization that helps startup companies and individual entrepreneurs to develop their businesses by providing a fullscale range of services starting with management training and office space and ending with venture capital financing. The National Business Incubation Association (NBIA) defines business incubators as a catalyst tool for either regional or national economic development. NBIA categorizes its members' incubators by the following five incubator types: academic institutions; non-profit development corporations; for-profit property development ventures; venture capital firms, and a combination of the above.

An urban enterprise zone is an area in which policies to encourage economic growth and development are implemented. Urban enterprise zone policies generally offer tax concessions, infrastructure incentives, and reduced regulations to attract investments and private companies into the zones. They are a type of special economic zone where companies can locate free of certain local, state, and federal taxes and restrictions. Urban enterprise zones are intended to encourage development in deprived neighborhoods through tax and regulatory relief to entrepreneurs and investors who launch businesses in the area.

Keele University Science and Innovation Park is a science and business development facility located on the campus of Keele University in North Staffordshire and was established in the mid-1980s. It is wholly owned by Keele University. The Science Park focuses to support the growth of innovative businesses, particularly those active in research and development within the West Midlands region by providing a location and a wide range of business support services.

Silicon Gorge is a region in South West England in which several high-tech and research companies are based, specifically the triangle of Bristol, Swindon and Gloucester. It is ranked fifth of such areas in Europe, and is named after the Avon Gorge.

The US Market Access Center, located in Menlo Park, is a business accelerator and trade gateway into the United States for high-tech international companies. The USMAC specializes in US market entry for small to mid-sized, high-growth companies in the information and communications, clean technology, and the life sciences sectors planning to expand their marketing, sales and operations to the United States.

St John's Innovation Centre (SJIC) is a business incubator in Cambridge, England. It houses a concentration of science and technology related businesses.

The Vale do Sinos Regional Development Association, VALETEC, was established in 1998 as a non-profit private civil partnership at the Sinos River Valley in southern Brazil. Its goal is to promote technological development in the Vale do Sinos region by stimulating regional integration, providing incentives for entrepreneurship, while creating, attracting, hosting, and developing companies. In order to achieve this goal, VALETEC develops and manages environments for technological innovation, such as incubators, entrepreneurial condominiums, technology parks and complexes, as well as other initiatives aligned with this focus. VALETEC's main commitment is to contribute for the improvement of the Vale do Sinos quality of life, while forging links between educational and research institutions and the society, governments, and companies. This contributes to generate jobs and wealth, boosting the sustainable development of the Vale do Sinos technopolitan project.

The Enterprise Europe Network provides support for Small and Medium-sized Enterprises (SMEs) with international ambitions. Co-funded by the European Union's COSME and Horizon 2020 programmes, the Network's aim is to help businesses innovate and grow internationally.

Startup accelerators, also known as seed accelerators, are fixed-term, cohort-based programs, that include mentorship and educational components and culminate in a public pitch event or demo day. While traditional business incubators are often government-funded, generally take no equity, and rarely provide funding, accelerators can be either privately or publicly funded and cover a wide range of industries. Unlike business incubators, the application process for seed accelerators is open to anyone but highly competitive. There are specific accelerators, such as corporate accelerators, which are often subsidiaries or programs of larger corporations that act like seed accelerators.

Research Park at the University of Illinois Urbana-Champaign is a research park located in the southwest part of the University of Illinois Urbana-Champaign campus in Champaign, Illinois. Research Park is a technology hub for startup companies and corporate research and development operations. Within Research Park there are more than 120 companies employing more than 2,100 people including students and full-time technology professionals.

Co-Creation Hub, commonly referred to as Cc-HUB or the HUB, is a technology-oriented centre located in Yaba, a district of Lagos. Founded in 2010 by Bosun Tijani and Femi Longe, it provides a platform where technology-oriented people share ideas to solving social problems in Nigeria.

The SETsquared Partnership, usually known simply as SETsquared, is a business incubation network run by five universities in Southern England. SETsquared stands for Southern England Technology Triangle. The partnership was formed in 2002, between the University of Bath, the University of Bristol, the University of Southampton and the University of Surrey. The University of Exeter joined the partnership in 2011.

Andhra Pradesh MedTech Zone(AMTZ) is a medical technology park with Common Manufacturing Facilities & Common Scientific Facilities that include specialized laboratories, warehousing and testing centers such as the Center for Electromagnetic compatibility and safety testing, Center for Biomaterial Testing, Center for 3-D printing, Centers for Lasers, MRI Magnets, Gamma Irradiation, Molds, and many other industrial service centers.

Technology Hub is a bi-national startup accelerator and business incubator in the El Paso–Juárez area on the border of Mexico and the United States. It was founded in 2015 and is a Mexico National Institute for Entrepreneurship-certified incubator that has developed and housed 100 high-growth technology companies.

Icehouse Ventures is a New Zealand-based venture capital firm. The firm is headquartered in Auckland and mainly focuses on the technology industry and has backed 200 companies. The firm also operates a variety of angel groups networks such as Ice Angels and Arc Angels. Icehouse Ventures was formally founded in 2019 as a separate company but had operated as part of the Icehouse group since 2001. In 2019, the founding CEO of the Icehouse stepped down as CEO and joined the board of directors of Icehouse Ventures.

CIIE.CO is an Indian startup accelerator and incubator that supports early-stage startups located at IIM Ahmedabad in Ahmedabad, India. It was founded in 2002 to promote innovation and entrepreneurship in India. It is a Center of excellence set up at Indian Institute of Management Ahmedabad with support from the Government of India's Department of Science and Technology and the Government of Gujarat.
