Mažeikiai District Municipality is located in the north-west of Lithuania, on the River Venta in Telšiai County. The administrative center of Mažeikiai District is the city of Mažeikiai. Its territory of 1,220.2 km2 (471.1 sq mi) is composed of 32 km2 (12 sq mi) of towns and settlements, 22 km2 (8.5 sq mi) of industrial enterprises and roads, 614 km2 (237 sq mi) of agricultural lands, 273 km2 (105 sq mi) of forests, and 68 km2 (26 sq mi) of tracts of other designation. There is one urban and 8 rural elderates. In 2003, the population was 67,393. Of this number, 46,223 live in towns and 21,170 in villages.

Semigallia, also spelt Semigalia, is one of the Historical Latvian Lands located in the south of the Daugava river and the north of the Saule region of Samogitia. The territory split between Latvia and Lithuania, previously inhabited by the Semigallian Baltic tribe. They are noted for their long resistance (1219–1290) against the German crusaders and Teutonic Knights during the Northern Crusades. Semigallians had close linguistic and cultural ties with Samogitians.

Venta is a small city in Lithuania in the Akmenė district municipality. According to a 2021 census, there are 2,250 people living in Venta. It is situated along the Venta River, Kuršėnai-Mažeikiai highway, and a railroad connecting Mažeikiai with Šiauliai. This makes Venta better situated than Naujoji Akmenė, the capital of the district. Venta is also one kilometre (0.62 mi) from the small villages of Žerkščiai and Pašilė (Akmenė). There is a small bridge connecting Venta to Žerkščiai.

Vadakste is a river in the southern Latvia and northern Lithuania. It is a right tributary of the Venta River. The length is 82.2 km (51.1 mi), of which over 55 km (34 mi) follow the Latvia–Lithuania border. The catchment area is 1,230 km2 (470 sq mi). It originates near the city Auce, Latvia. It flows first in a southwest, and then in a westerly direction. It begins to flow along the border between Latvia and Lithuania from the village of Vegeriai. It flows into Venta at 184.2 km (114.5 mi) from its mouth, in the village of Griežė, 2 km (1.2 mi) northwest of Leckava.
