The vetting law (Albanian : Ligji i veting-ut), officially law no. 84/2016, "On the transitional re-evaluation of judges and prosecutors in the Republic of Albania", is a piece of Albanian legislation. Allowing for the evaluation of judges and prosecutors and their dismissal after a review was completed by a panel of appointed "commissioners", it was developed through cooperation between all major political parties in the Albanian parliament and several international actors after the unanimously approved constitutional amendments that allowed for its creation. [1] The law was ultimately passed in August 2016 with the votes of the governing coalition and independents. [2]

The vetting law was one of the most important components of the 2016 judicial reforms of 2016 that represented the biggest overhaul to Albania's judicial system since the fall of communism in the country. [3] The Independent Commission of Qualification was set up to conduct checks on the moral character, professional performance, and wealth of judges and prosecutors in Albania with other bodies responsible for monitoring the process and handling appeals. [4] [5]

During the first period of evaluations, around 800 judges and prosecutors were subject to the vetting process, over 200 of which were subsequently dismissed. [6]

From January 2025, ongoing evaluations previously run by the Independent Commission will be carried out by SPAK. [7] [6]

<span class="mw-page-title-main">People's Artist (Albania)</span> Honorary title in communist Albania

The People's Artist was an honorary title for outstanding art performers of the People's Socialist Republic of Albania, whose merits were exceptional in the sphere of development of the performing arts. It was created by law in 1960 and amended in 1980. The title is no longer given in Albania after the law was amended in 1996. The equivalent of it became the "Grand Master of Work" title, that was also substituted with the "Grand Master" title after a 2001 amendment of the 1996 law.

Saint Procopius Church of Tirana is an Orthodox church on the outskirts of Tirana, Albania. It was one of only two Orthodox churches that existed in the city before World War II, the other one being the 19th-century Evangelismos Church, which was demolished in 1967.

Local elections were held in Kosovo on 3 November 2013, with a second round on 1 December. The Judiciary of Albania interprets and applies the law of Albania. Albania's judicial system is a civil law system divided between courts with regular civil and criminal jurisdiction and administrative courts. Albanian law is codified and based on the French law. It is governed by the High Council of Justice (Këshilli i Lartë i Drejtësisë), and its management is aided by the office of the President of Albania, the Ministry of Justice, and the various courts chairpersons.

Gazment Bardhi is an Albanian lawyer and politician who formerly served as Albania's Minister of Justice in 2017. A noted legal expert in Albanian politics, he played an important role in the drafting of the much debated Vetting Law, one of the key components of the country's judicial reform process. On January 19, 2019 Bardhi was elected as General Secretary of the Democratic Party, defeating his opponent Dorjan Teliti by a vote of 277–44. Two years later, he was elected member of the assembly on September 10, 2021 to serve in the 31st legislature, representing the Democratic Party in Elbasan. He was expelled from the Democratic Party on September 10, 2023 and in that same month, joined Sali Berisha's rival faction.

Special Structure against Corruption and Organized Crime, SPAK is an independent judicial entity tasked with investigating corruption and organized crime at the highest levels of government and society in Albania. It consists of the National Bureau of Investigation, the Special Prosecution and the Special Courts. Τhe legal basis of the entity is Article 148/dh of the Constitution of the Republic of Albania and Law No. 95/2016 "On the organization and functioning of institutions for the fight against corruption and organized crime".

The Alliance for Equality and European Justice is a political party of Albania representing the Aromanian minority of the country. The ABDE was founded on 28 October 2011 in Durrës by a group of enthusiastic Aromanians led by Valentino Mustaka, the president of the party, and Koçi Janko. Afterwards, the members of the party began a signature collection campaign to fit the requirements of Albanian law that ask for parties to have 3,000 signatures to be legally registered. The ABDE obtained 3,899 signatures in favor of this and submitted a legal registration request that was accepted on 17 February 2012.

The Directorate of Securing Classified Information is an agency of the Albanian government responsible for drafting policies and procedures for the provision of information classified as "state secret". Established based on law no. 8457, dated 11.2.1999 "On information classified as state secret" but later amended, the agency is a subordinate institution of the Prime Minister's Office.

Arben Kraja is an Albanian prosecutor, known for serving as the first head of the Special Prosecution Office Against Corruption and Organized Crime (SPAK). Established in 2019 as part of Albania's justice reform, SPAK is responsible for combating corruption and organized crime. Arben Kraja has contributed to prosecuting high-profile cases and efforts to promote judicial accountability in Albania.
