Vinod Kumar Paul is an Indian pediatrician and physician scientist currently serving as Member, NITI Aayog. He earlier served as Professor of Neonatology at the Department of Pediatrics, All India Institute of Medical Sciences (AIIMS), New Delhi from 1985 to 2020. He is associated with India's health policy as well as child and maternal health programs. [1]

In August 2017, he was appointed as a Member of the NITI Aayog [2] where he is in charge of the Health and Nutrition vertical. He has contributed towards formulating the POSHAN Abhiyaan [3] and the Ayushman Bharat Yojana. He served as the Chairman of The Board of Governors of the National Medical Council of India [4] from 2018-2020.

In the wake of the COVID – 19 pandemic, Paul chairs the National Task Force on COVID-19 and the Empowered Group on Medical Emergency Management Plan. [5] He also serves as Chairman of the National Expert Group on Vaccine Administration for COVID-19 (NEGVAC). [6]

Early life and education

Dr. V.K. Paul was born in Hoshiarpur, Punjab and studied in Punjab and Himachal Pradesh [7] He joined the All India Institute of Medical Sciences where he served as faculty for nearly three decades and as Head of the Department of Pediatrics for nearly a decade. [8]

Physician scientist

Dr. V.K.Paul specialized in the field of neonatology. He is associated with capacity building and the scale up of neonatal resuscitation and kangaroo mother care in India. [9] [10] [11] The newborn division at AIIMS headed by him has been a WHO Collaborating Centre for Training and Research since 1997. [12] His research contributes to understanding neonatal sepsis with focus on antimicrobial resistance. [13] [1] [14] He is editor of the ‘Ghai Essential Pediatrics’, the textbook for undergraduate medical students in India currently into its 9th Edition. [15]

Public health in India

Dr. V.K. Paul has been closely associated with India’s health policy and programs since 1980. [16] He is credited for conceptualizing the Ayushman Bharat Program, [17] the largest health assurance program of the Government of India. The program aimed at universal health coverage by providing free hospitalization to half a billion people, and by operationalizing 150,000 health and wellness centers providing primary health care. Paul has contributed towards formulating the POSHAN Abhiyaan, [18] the Government of India’s overarching scheme to improve the nutritional outcomes for children, pregnant women and lactating mothers. From 2018-2020, Paul was also appointed as the Chairman of the Board of Governors in supersession of the Medical Council of India. [19]

International health

Dr. V.K. Paul chaired the Technical Advisory Group on Women’s and Children’s Health for WHO South East Asia Region (2015) [20] He was co-chair of the board of the Partnership for Maternal, Newborn and Child Health (2010–11). [21]

Honors and awards

The Ihsan Dogramaci Family Health Foundation Prize was conferred on Paul at the World Health Assembly 2018 in recognition of his service in the field of family health. [22] [23] He is the recipient of the Dr. B. R. Ambedkar Centenary Award for Excellence in Biomedical Research, the highest award of the Indian Council of Medical Research (ICMR). [24] [25] He was awarded the Himachal Gaurav Award by the Government of Himachal Pradesh (2018). [26] He is a Fellow the Indian National Science Academy (FNA), [27] a Fellow, Indian Academy of Science (FASc), and Fellow, National Academy of Sciences, India, NASI (FNASc) [28] and a Fellow of the National Academy of Medical Sciences (FAMS). Dr. Karthik Nagesh is a neonatologist in India. He has been practicing neonatal intensive care since 1992 at the Manipal Hospital in Bangalore. He is well known in India for his pioneering work in intensive care for sick neonates especially, Surfactant Therapy and ventilation for sick babies with respiratory distress. He is currently the Chairman of the Manipal Advanced Children's Center and Chairman and HOD of Neonatology and Neonatal ICUs at the Manipal Hospitals Group as well as an adjunct professor of paediatrics, KMC at Manipal University.

Maharaj Kishan Bhan was an Indian pediatrician and clinical scientist. He received M.B.B.S. Degree (1969) from Armed Forces Medical College, Pune and M.D. Degree from Post Graduate Institute of Medical Education and Research, Chandigarh. He carried out extensive post doctoral research at All India Institute of Medical Sciences in the areas of diarrheal diseases and child nutrition with an emphasis on public health issues. He served as the president of the Jawaharlal Nehru Institute of Postgraduate Medical Education & Research (JIPMER).

Neelam Kler is an Indian neonatologist, known for her pioneering work on neonatal intensive care and ventilation. She is credited with developing neonatal care to better the survival rate of extremely tiny preterm babies to 90 per cent. Dr. Balram Bhargava is an Indian cardiologist, medical educationist, and innovator, known for his expertise and for his social commitment. Jitendra Nath Pande or J. N. Pande was an Indian Pulmonologist and Professor and Head of Medicine at the All India Institute of Medical Studies (AIIMS). He was working as Senior Consultant (Medicine) at Sitaram Bhartia Institute of Science & Research, New Delhi. He died on 23 May 2020 during sleep when he was home quarantined due to COVID-19 positivity during the COVID-19 pandemic in India, in New Delhi.

Badri Nath Tandon is an Indian gastroenterologist, hepatologist, medical researcher and academic, and the Chairman and Senior Consultant of Gastroenterology, at Metro Hospitals and Heart Institute, Noida. He is a former Professor and Head of Department of Gastroenterology and Human Nutrition Unit at the All India Institute of Medical Sciences, Delhi (AIIMS) and a former Director and Senior Consultant of Hepatology and Gastroenterology at Pushpawati Singhania Research Institute for Liver, Renal and Digestive Diseases, New Delhi. He is a recipient of several awards including Sasakawa WHO Health Prize and Jubilee Medal of the RAMS. The Government of India awarded him the third highest civilian honour of the Padma Bhushan, in 1986, for his contributions to medicine.

<span class="mw-page-title-main">Ayushman Bharat Yojana</span> Healthcare programme in India

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana is a national public health insurance fund of the Government of India that aims to provide free access to health insurance coverage for low income earners in the country. Roughly, the bottom 50% of the country qualifies for this scheme. People using the program access their own primary care services from a family doctor. When anyone needs additional care, then PM-JAY provides free secondary health care for those needing specialist treatment and tertiary health care for those requiring hospitalization.

The central government of India periodically publishes a National Health Policy (NHP) to guide future health programs.
