Virginia's 74th House of Delegates district elects one of the 100 members of the Virginia House of Delegates. District 74 includes part of Charles City County, part of Henrico County and part of the city of Richmond. [1]
The seat was held by Democrat Lamont Bagby from 2015 until 2023. [2]

Phillip P. Puckett is an American politician. A Democrat, he was elected to the Senate of Virginia in 1998 and resigned on June 9, 2014. He represented the 38th district, made up of five counties and parts of four others in the southwestern part of the state.
Jill Kendrick Holtzman Vogel is an American attorney and politician serving as the Virginia State Senator from the 27th district since 2008. A Republican, her district is located in exurban and rural parts of Northern Virginia, and it includes all of Clarke, Fauquier, and Frederick counties, Winchester city, as well as pieces of Culpeper, Loudoun, and Stafford counties.
Joseph Dee Morrissey is an American Democratic politician, businessman, and former lawyer who won election to both chambers of the Virginia General Assembly from districts including Richmond or surrounding Henrico County, Virginia. He currently represents Virginia's 16th Senate district, having been elected during the 2019 election. He represents much of southern Richmond, as well as all of the cities of Petersburg and Hopewell and portions of Chesterfield, Dinwiddie and Prince George counties. He lost the 2023 Democratic primary for his district.
Rosalyn Randolph Dance is an American politician, who served in the Senate of Virginia from 2014 until 2020. She was a member of the Virginia House of Delegates from 2005 to 2014, and was mayor of Petersburg, Virginia from 1992 to 2004. Dance is a member of the Democratic Party.

Lamont Bagby is an American politician of the Democratic Party. On November 3, 2015, he was elected to the Virginia House of Delegates, representing the 74th district, which includes Charles City County, parts of Henrico County and the city of Richmond. Bagby serves as Chair of the bicameral Virginia Legislative Black Caucus. He is a former member of the Henrico County School Board.
Jason Stuart Miyares is an American attorney and politician serving as the 48th Attorney General of Virginia since 2022. A Republican, he was elected to the Virginia House of Delegates in 2015, from the 82nd district in northeastern Virginia Beach, and served three terms from 2016 to 2022. He was elected Attorney General of Virginia in 2021. The son of a refugee, he is the first Hispanic elected statewide in Virginia.

Lashrecse Dianna Aird /ˌla.ʃəˈɹis/ is an American Democratic politician who represented the 63rd District in the Virginia House of Delegates from 2016 to 2022. The district includes Dinwiddie County and the city of Petersburg as well as parts of the counties of Chesterfield and Prince George. Aird served on the General Laws, Health, Welfare and Institutions, and Appropriations committees.
Richmond, Virginia, held a general election on November 8, 2016. Voters elected the Mayor of Richmond, Virginia, members of the Richmond City Council, as well as several other local officials. In an officially nonpartisan, three-way race, Levar Stoney, the former state Secretary of the Commonwealth defeated Jack Berry, former Hanover County Administrator, and Joe Morrissey, former delegate of the Virginia House of Delegates. Elaine Goodman Luria is an American politician and US Navy veteran who served as the U.S. representative from Virginia's 2nd congressional district from 2019 to 2023. Luria's congressional district included most of Hampton Roads, including all of Virginia Beach, Williamsburg, and Poquoson and parts of Norfolk and Hampton. Before running for Congress, she served as a naval officer for 20 years. Luria rose to the rank of commander and spent most of her career aboard ship. She defeated Republican incumbent Scott Taylor in 2018 defeated him again in 2020, before losing her bid for a third term to Republican Jen Kiggans in 2022.

All 100 delegates are elected to two-year terms from single-member districts. Nomination primaries held through the Department of Elections were held June 20, 2023. Democrats gained 3 seats, winning back control with a 51-49 majority after having previously lost it in 2021. The outcome in the 82nd District has yet to be determined, with a recount requested.

The seat became vacant after incumbent Democrat Donald McEachin died on November 28, 2022, of colorectal cancer. State Senator Jennifer McClellan was declared the victor shortly after the polls closed, winning in a landslide against her Republican opponent.
