Virginia's 78th House of Delegates district elects one of 100 seats in the Virginia House of Delegates, the lower house of the state's bicameral legislature. District 78 represents part of the city of Chesapeake in Hampton Roads, the southern coastal region of Virginia. The seat is currently held by Republican Jay Leftwich. [1]
On November 6, 2013, three candidates vied for the open seat in the 78th district, vacated in August of that year when incumbent John Cosgrove won a special election to the state senate. In the House of Delegates race, Republican Jay Leftwich, a lawyer and chair of the local school board, prevailed with 57% of the vote; the Democrat Linda Bryant earned 39% and Libertarian Dan Foster trailed both. Jabez Leftwich was an American politician, planter and military officer who represented Virginia's 14th congressional district in the U.S. House of Representatives between 1821 and 1825, as well as served in the Virginia House of Delegates representing Bedford County, and finally represented Madison County, Alabama in the Alabama House of Representatives after moving to that new state.
The 2008 United States Senate election in West Virginia was held on November 4. Incumbent Democratic U.S. Senator Jay Rockefeller won re-election to a fifth term in a landslide, defeating Republican Jay Wolfe by a 27-point margin. Despite this overwhelming win, this remains the last time that a Democrat has won West Virginia's Class 2 U.S. Senate seat. In fact, in both of the two subsequent elections for the seat, Republicans have swept every single county. Fleischauer served consecutively from January 2007 until January 2013 and non-consecutively from January 1995 until January 2005 in a District 44 seat.

Blair served non-consecutively in the West Virginia Legislature from January 2003 until January 2011 in the West Virginia House of Delegates in the District 52 seat. The candidate to hold the seat was determined by random drawing on January 4, 2018, which resulted in the Republicans holding a 51–49 majority.

This election coincided with the 2021 Virginia Gubernatorial election, the Lieutenant Gubernatorial election, and lastly, the Attorney General election, all of which were won by Republicans.
