The Virginia General Assembly is the legislative body of the Commonwealth of Virginia, the oldest continuous law-making body in the Western Hemisphere, the first elected legislative assembly in the New World, and was established on July 30, 1619. The General Assembly is a bicameral body consisting of a lower house, the Virginia House of Delegates, with 100 members, and an upper house, the Senate of Virginia, with 40 members. Senators serve terms of four years, and Delegates serve two-year terms. Combined, the General Assembly consists of 140 elected representatives from an equal number of constituent districts across the commonwealth. The House of Delegates is presided over by the Speaker of the House, while the Senate is presided over by the Lieutenant Governor of Virginia. The House and Senate each elect a clerk and sergeant-at-arms. The Senate of Virginia's clerk is known as the "Clerk of the Senate".
The 1862–63 United States House of Representatives elections were held on various dates in various states between June 2, 1862, and November 3, 1863, during the American Civil War and President Abraham Lincoln's first term. Each state set its own date for its elections to the House of Representatives before the first session of the 38th United States Congress convened on December 7, 1863. The congressional reapportionment based on the 1860 United States Census was performed assuming the seceded states were still in the union, increasing the number of congressional districts to 241. West Virginia was given three seats from Virginia after the former broke away from the latter to rejoin the union as a separate state. The seceded states remained unrepresented and left 58 vacancies. Republicans lost 22 seats and the majority, while Democrats gained 28.

Eileen Robin Filler-Corn is an American lawyer and politician who served as the Minority Leader of the Virginia House of Delegates from January to April 2022, a position she previously held from 2019 to 2020. She previously served as the 56th Speaker of the Virginia House of Delegates from 2020 to 2022. Since 2010 she has served in the Virginia House of Delegates, representing the 41st district in the Fairfax County suburbs of Washington, D.C. She is a member of the Democratic Party. She is also the first woman and Jew to serve as Speaker of the Virginia House of Delegates.

The district includes Dinwiddie County and the city of Petersburg as well as parts of the counties of Chesterfield and Prince George. She is the daughter of Newport News Mayor McKinley L. Price and the niece of Congressman Bobby Scott. She sponsored the Voting Rights Act of Virginia.

The 2021 Virginia lieutenant gubernatorial election was held on November 2, 2021, to elect the next lieutenant governor of Virginia. Incumbent Democratic Lieutenant Governor Justin Fairfax was eligible to run for a second term, but instead unsuccessfully ran for the Democratic gubernatorial nomination. On November 3, Hala Ayala conceded the race, making Republican Winsome Sears the first black woman to be elected to the lieutenant governorship of Virginia or any statewide office, as well as the first woman elected lieutenant governor in Virginia's history. Sears was also the first Jamaican-American to become a lieutenant governor.
The 2020 Virginia Question 1, also known as the Virginia Redistricting Commission Amendment was a proposed amendment to the Virginia Constitution to establish a political commission in order to draw the districts of the U.S House of Representatives seats in Virginia, as well as the districts of the Virginia House of Delegates and State Senate. The amendment was on the November 3 ballot. According to a Christopher Newport University poll over 70% of Virginians support redistricting reform. The amendment shifted the power of redistricting from the Virginia General Assembly to a political commission composed of four members from the Virginia Senate, with two from each party; four members from the Virginia House of Delegates, with two from each party; and eight other citizens of Virginia. The amendment passed with 65.69% of the vote, winning a majority of support in every county and independent city with the exception of Arlington County, Virginia.
The 2021 Virginia attorney general election was held on November 2, 2021, to elect the next attorney general of Virginia. Democratic Attorney General Mark Herring attempted to win a third term. Herring initially planned to run for governor, but decided to run for re-election. Herring faced Republican nominee Jason Miyares in the general election. Herring conceded defeat at 5:02 PM EST the following day, November 3. Miyares became the first Cuban-American and Hispanic to be elected to statewide office in Virginia. Miyares was later sworn in on January 15, 2022.
The 2021 Virginia House of Delegates election for the 162nd Virginia General Assembly were held on November 2, 2021 to coincide with biennial elections in the U.S. state of Virginia. All 100 Delegates are elected to two-year terms in single-member constituencies. Primary elections took place on June 8. This election coincided with the 2021 Virginia Gubernatorial election, the Lieutenant Gubernatorial election, and lastly, the Attorney General election, all of which were won by Republicans. The upper house of the Virginia General Assembly, the Senate of Virginia, will hold its next election on November 7, 2023.

All 100 delegates are elected to two-year terms single-member districts. Nomination primaries held through the Department of Elections were held June 20, 2023.
