The Commission was created in 1968, [3] is governed by 9 Commissioners appointed to five-year terms by the Governor [4] [5] and confirmed by the General Assembly of Virginia. [6] The Commission is led by an Executive Director, [7] [8] and Deputy Director, [9] [10] appointed by the Governor.
