The Warren-Morris Council of Governments (COG) is the first Council of Governments established in the U.S. state of New Jersey. The Warren-Morris Council of Governments is composed of eight municipalities from Warren and Morris Counties in New Jersey, which have joined together to explore sharing of services and cooperation in other areas.
Current members are the Townships of Allamuchy, Frelinghuysen, Independence, Mansfield, Washington (Warren) and Washington (Morris) and the Boroughs of Hackettstown and Washington Borough (Warren).
The COG meets monthly as a confederation however the member municipalities are seeking not-for-profit status, at which time they will operate in a more permanent and formal capacity.
The COG consists of delegates appointed by the participating municipalities.
The participating municipalities are seeking IRS "Not-for-Profit" designation and are in the process of formally incorporating under the laws of the State of New Jersey.
In July 2006, the Warren-Morris Council of Governments designated an outside consulting group as the COG's Shared Services Advisor to oversee the many aspects of coordinating the Shared Services initiatives of the participating municipalities.

Chester's name is derived from the township, which was named for Chestershire in England.

The township's name is derived from Chestershire in England.
Lincoln Park is a borough in Morris County, in the U.S. state of New Jersey. As of the 2020 United States census, the borough's population was 10,915, an increase of 394 (+3.7%) from the 2010 census count of 10,521, which in turn reflected a decline of 409 (−3.7%) from the 10,930 counted in the 2000 census.
Mendham Borough is a borough in Morris County, in the U.S. state of New Jersey. As of the 2020 United States census, the borough's population was 4,981, unchanged from the 2010 census, which in turn reflected a decline of 116 (−2.3%) from the 5,097 counted in the 2000 census. Located in the Raritan Valley region within the New York Metropolitan area, the North Branch of the Raritan River begins in Mendham Borough and flows in a southwest direction towards neighboring Somerset County.

A township, in the context of New Jersey local government, refers to one of five types and one of eleven forms of municipal government. As a political entity, a township in New Jersey is a full-fledged municipality, on par with any town, city, borough, or village. They collect property taxes and provide services such as maintaining roads, garbage collection, water, sewer, schools, police and fire protection. The Township form of local government is used by 27% of New Jersey municipalities; however, slightly over 50% of the state's population resides within them.
"The Chathams" is a term used in reference to shared services for two neighboring municipalities in Morris County, New Jersey, United States – Chatham Borough and Chatham Township. The two are separate municipalities, though act much like one cohesive community. The first, a town that was settled in 1710 as a colonial English village in the Province of New Jersey, that in 1773 adopted a name change to "Chatham".
