The West African Postal Conference, or Conference des Posts de L'Afrique de L'Ouest, was formed in 2001 [1] as a forum for postal services in West African countries.

The European Conference of Postal and Telecommunications Administrations (CEPT) was established on June 26, 1959, by nineteen European states in Montreux, Switzerland, as a coordinating body for European state telecommunications and postal organizations. The acronym comes from the French version of its name Conférence européenne des administrations des postes et des télécommunications.
Following independence in 1960, Mali initially followed a socialist path and was aligned ideologically with the communist bloc. Mali's foreign policy orientation became increasingly pragmatic and pro-Western over time. Since the institution of a democratic form of government in 1992, Mali's relations with the West in general and the United States in particular have improved significantly. U.S.-Malian relations are described by the U.S. Department of State as "excellent and expanding," especially given Mali's recent record of democratic stability in the volatile area of West Africa and its avowed support of the war on terrorism. Mali is reported to be one of the largest recipients of U.S. aid in Africa.
Since independence, with Jaja Wachuku as the first Minister for Foreign Affairs and Commonwealth Relations, later called External Affairs, Nigerian foreign policy has been characterised by a focus on Africa as a regional power and by attachment to several fundamental principles: African unity and independence; capability to exercise hegemonic influence in the region: peaceful settlement of disputes; non-alignment and non-intentional interference in the internal affairs of other nations; and regional economic cooperation and development. In carrying out these principles, Nigeria participates in the African Union, the Economic Community of West African States (ECOWAS), the Non-Aligned Movement, the Commonwealth of Nations, and the United Nations.
The Universal Postal Union, established by the Treaty of Bern of 1874, is a specialized agency of the United Nations (UN) that coordinates postal policies among member nations, in addition to the worldwide postal system. The UPU contains four bodies consisting of the Congress, the Council of Administration (CA), the Postal Operations Council (POC) and the International Bureau (IB). It also oversees the Telematics and Express Mail Service (EMS) cooperatives. Each member agrees to the same terms for conducting international postal duties. The UPU's headquarters are located in Bern, Switzerland.

The Treaty of Bern, signed on 9 October 1874, established the General Postal Union, which is today known as the Universal Postal Union. Named for the Swiss city of Bern, where it was signed, the treaty was the result of an international conference convened by the Swiss Government on 15 September 1874. It was attended by representatives of 22 nations. Plans for the conference had been drawn up by Heinrich von Stephan, Postmaster-General of the German Reichspost who demanded from the neutral Switzerland the organization of an International Postal Congress following the end of the French-German war of 1870–1871.

It has more than 12,000 employees and runs more than 3,000 post offices. The Nigerian Postal Service also have the following Commercial Business Units; EMS/PARCEL, e-Commerce & Logistics, Financial Services, Mails, Counters, Property & Workshop, NIPOST Training School.
Ghana Post is a government-owned corporation responsible for postal service in Ghana and a member of the West African Postal Conference.
Office national des postes du Mali is the company responsible for postal service in Mali.
Correios da Guiné-Bissau is the company responsible for postal service in Guinea-Bissau. It is a government-owned company whose headquarters is located in the former colonial building of Post Office, Telegraph and Telephone, in the capital city of Bissau. It was founded between 1973 and 1974 and joined the Universal Postal Union on 30 May 1974, and is a member of the International Association of Communications of Portuguese Expression.

Niger Poste is the government organisation responsible for the postal service in Niger. Niger is a member of the West African Postal Conference.
The Congolese Posts and Savings Company is a government owned postal company in the Republic of Congo. It is a corporation created on 1 July 2001 by Ordinance No. 10-2001. There are forty-eight post offices, mostly in major cities. Many private corporations provide postal services, often without the permission of the government. Many of these companies have been in business since before any legislation regulating the postal industry had been passed.
Paul Kpoffon-Totin was a Beninese trade unionist, politician and diplomat. He was a leader of postal and telegraph workers, and became a minister and ambassador during the People's Revolutionary Party of Benin era.
