William Mendiola Castro is a professional educator who also served as a cabinet official and senator in the Guam Legislature from 2019 to 2021.
He served in education with experiences in public,independent and charter education across K-16. He is an educational administrator,planner and evaluator,grants manager,and executive with both public and private sector experiences.
Castro served on multiple national,regional,and territorial policy and planning bodies. He is proficient and highly qualified in public and educational policy,administration and compliance issues having worked in senior capacities for a state public school system,community college and university system,and in the legislative as well as executive branches.
He is the principal author of several key strategic planning,assessment and technology plans in the region. His preferred areas of work and business include research,strategic planning,accreditation and program review,public policy,administration and finance.
He attended the University of Guam and the Harvard Graduate School of Education. Castro served as chief technology officer for Governor Eddie Baza Calvo. He later served in the Calvo administration as special assistant of research,planning and technology and the head of the Bureau of Statistics and Plans. [1]
Castro joined the Republican Party in 2012. He was an unsuccessful candidate for the Guam Legislature in 2014. He was a successful candidate and the top vote getter among Republicans in the 2016 election. [2] Castro served as the minority leader in the 35th Guam Legislature. [3]
Castro was the Republican nominee for Guam's at-large congressional district in the 2020 United States House of Representatives election in Guam.
He was made Chief of Staff to Governor Ralph Torres in 2021. [4] Castro is a candidate for one of the fifteen spots on the Republican ticket for the Guam Legislature in the 2026 election. [5]
Wil Castro served as the District Deputy for the Guam State Council Knights of Columbus,and Past Worthy Grand Knight,Knights of Columbus Council 13373,Santa Teresita Mangilao Parish. He is an Honorary Member of the Barrigada Municipal Planning Council,and is a member of the Young Men’s League of Guam.
