Biography
Ottichilo was born September 23,1952,in Emanyinya village,Emusire sublocation,central Bunyore,Kenya. [2]
Ottichilo attended Makerere University from 1974 to 1977,the University of Nairobi from 1981 to 1983,as well as Colorado State University from 1984 to 1986. He obtained his doctorate in Natural Resource Management and Space Science from the University of Wageningen and International Institute for Earth Observation and Geoinformation,The Netherlands. [2]
Prior to becoming the MP for Emuhaya,Ottichilo was the director general for Regional Centre for Mapping of Resources for Development (RCMRD),an agency of United Nations Economic Commission for Africa (UNECA). He was elected to parliament through a by election after the Emuhaya seat in parliament became vacant,following the election of Kenneth Marende as speaker of the National Assembly.

Kenneth Otiato Marende, born 7 January 1956, was the Speaker of the National Assembly of Kenya's 10th Parliament. He was elected Speaker on January 15, 2008. Prior to his election as Speaker, Hon. Marende served as the MP for Emuhaya constituency, from 2002 to 2007. Marende was a candidate for Speaker of the National Assembly of Kenya's 13th Parliament, but was defeated by former Bungoma senator Moses Wetangula who garnered 215 votes ahead of Marende who managed 130.
Emuhaya Constituency is an electoral constituency in Kenya. It is one of five constituencies in Vihiga County, in the former Western Province. The constituency was established for the 1963 elections.

Professor Nyong'o was the acting party leader from March 11 until late May when Raila Odinga was in the United States and was elected to the National Assembly of Kenya in the December 2007 parliamentary election, representing the Kisumu Rural Constituency. He was the Minister for Medical Services and previously the Minister for Planning & National Development. He previously served as the Senator of Kisumu from 2013 to 2017.
Reverend Moses Akaranga is a Kenyan politician who served as the first governor of Vihiga county having been defeated by Dr. Wilberforce Ottichilo in August 2017. He is also former Member of parliament for Sabatia constituency, having defeated Musalia Mudavadi of KANU from the Sabatia Constituency seat in the 2002 elections on a Ford-Kenya ticket. He served only one term and was defeated by Mudavadi, who was now representing Orange Democratic Movement at the 2007 elections.

Yusuf Hassan Abdi is a Kenyan politician, diplomat, social activist and former journalist. After working many years with the United Nations, he joined the Kenya parliament as a legislator in 2011.
Eric Edward Khasakhala, known as "Omwana wa Kwendo" was a Kenyan politician, educationist, Pan Africanist, independence activist, Cabinet Minister and one of the founding fathers of the Republic of Kenya.
