The Fulbright Program, including the Fulbright–Hays Program, is one of several United States cultural exchange programs with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the people of the United States and other countries through the exchange of persons, knowledge, and skills. Via the program, competitively-selected American citizens including students, scholars, teachers, professionals, scientists, and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad; and citizens of other countries may qualify to do the same in the United States.

Patrick Mendis is an educator, diplomat, author, and executive in government service in the United States. A former American diplomat and military professor during the Clinton, Bush, and Obama administrations, he held various positions in the U.S. Departments of Agriculture, Defense, Energy, and State. He was appointed twice as a commissioner of the U.S. National Commission for UNESCO at the State Department by the Obama administration. His appointment to the UNESCO Commission ended during the Trump administration when the White House withdrew from the UN agency.
George Toe Washington was a Liberian three-star general and political figure. He served as Army Chief of Staff under President William V.S. Tubman. In Liberia's 1997 presidential election, he ran for the PDPL, receiving 0.56% of the popular vote. After the election, allegations were made of corruption, including that the location where Washington had cast a vote for himself reported zero votes for him.
Ulric St. Clair Haynes Jr. was an American diplomat, lawyer, and university professor. He served as the U.S. Ambassador to Algeria from 1977 to 1981, and a member of the American Academy of Diplomacy, Council of American Ambassadors and Council on Foreign Relations.
Phyllis Elliott Oakley was an American diplomat who served as U.S. Assistant Secretary of State for Population, Refugees, and Migration (1994–1997) and Assistant Secretary of State for Intelligence and Research (1997–1999). She was married to former Ambassador Robert B. Oakley and was a member of the American Academy of Diplomacy and the Council on Foreign Relations. Oakley was a graduate of The Fletcher School of Law and Diplomacy, at Tufts University.
Richard L. Morningstar is an American diplomat. He was former United States Ambassador to Azerbaijan from 2012 to 2014. He was formerly Special Envoy of the United States Secretary of State for Eurasian Energy. Currently, Ambassador Morningstar is the founding director and chairman of the Global Energy Center at the Atlantic Council. He also serves as a senior advisor at Albright Stonebridge Group, a global business strategy firm.
The Fletcher School of Law and Diplomacy is the graduate school of international affairs of Tufts University, in Medford, Massachusetts. Fletcher is one of America's oldest graduate schools of international relations. As of 2017, the student body numbered around 230, of whom 36 percent were international students from 70 countries, and around a quarter were U.S. minorities.

Charles Franklin Dunbar is an American former diplomat who was a career Foreign Service Officer. He served in a number of capacities, including Chargé d'Affaires ad interim (Afghanistan), Ambassador Extraordinary and Plenipotentiary to Qatar, and Ambassador Extraordinary and Plenipotentiary to Yemen.
