William Roetzheim is an American entrepreneur, publisher, poet, and playwright. He founded and sold several software companies including Marotz, Cost Xpert Group, and Level 4 Ventures. He is the founder and CEO of Level 4 Press.
William Roetzheim earned a BA in Chemistry from the University of Illinois Chicago. There he won first place in the NCAA Men's Gymnastics Championships and was twice designated as an All American athlete. Roetzheim received an MBA degree from the University of La Verne and pursued postgraduate studies in Computer Science and Fine Art at San Diego State University.
Roetzheim began his career as a Naval flight officer in the U.S. Navy and flew an S3-A Viking aircraft from the USS Forrestal. [ dubious ]
While in the Navy, Roetzheim taught himself artificial intelligence programming. [ dubious ]
After leaving the Navy in 1983, he worked for Honeywell and then for the federal think tank Mitre Corporation on classified military projects. Roetzheim was next COO of Tetra Tech, where he helped to improve annual sales from $3 million to $50 million within a three-year period, before participating in the acquisition of Tetra Tech by Honeywell. He then was a founder of the Booz Allen Hamilton [1] San Diego office, which is still in existence.
In 1994 Roetzheim founded the software development company Marotz, Inc., which rapidly grew to over 150 staff in five offices worldwide and was featured on the Inc. 500 list of fastest-growing companies. [2] In 2001 he sold Marotz, Inc. to Hansen, a public company, [3] and then founded Cost Xpert Group, Inc., which he grew to twenty staff over a three-year period before selling it to a German government–funded company that subsequently rebranded it as Effution, then sold it to A2MAC1.
Roetzheim also founded the management consulting firm Level 4 Ventures, Inc. [4] The firm was hired by the California State Treasurer’s Cannabis Banking Working Group, [5] SeaportE (US Navy), State of California, among others. [6] Roetzheim sold the company to Strategic Growth, Inc. in September 2023.
In 2006, Roetzheim took a hiatus from tech and pursued his love of poetry. He spent several years writing poetry and plays. He is the author of 7 plays, 22 books, over 100 scholarly articles, and twenty spoken word audio poetry CDs. His dramatic works include the musicals Eliot and N.I.C.E. [7] During this time he founded Level 4 Press, a poetry publishing company. Roetzheim has won 8 gold medals and 22 finalist awards in national and international literary competitions. He was also the editor and publisher of the Regional Best series anthology of American plays.
In 2019, Roetzheim partnered with Randy Becker and the two decided to pivot Level 4 Press to fiction, focusing on books that were promising for film and television adaptations. This soon led to Level 4 Films, which was launched in 2022.

Its software as a service products launched in 2011 and focus on peer-to-peer fundraising, crowdfunding, events, supporter management and marketing automation. La Jolla Village Square is a retail power center with a collection of mostly big box retailers. Before 1992, was an enclosed upscale regional mall with department store anchors and an adjacent "convenience center" portion. It is located in the La Jolla Village neighborhood of San Diego just south of UC San Diego (UCSD) and about one mile west of Westfield UTC, with which it used to compete as an upscale regional mall. It is across the street from "The Shops at La Jolla Village", whose tenants include Whole Foods Market, Nordstrom Rack, and CVS Pharmacy.
