<span class="mw-page-title-main">Richard Bourke</span> British Army officer and colonial administrator (1777–1855)

General Sir Richard Bourke, KCB, was an Irish soldier, who served in the British Army and was Governor of New South Wales from 1831 to 1837. As a lifelong Whig (Liberal), he encouraged the emancipation of convicts and helped bring forward the ending of penal transportation to Australia. In this, he faced strong opposition from the landlord establishment and its press. He approved a new settlement on the Yarra River, and named it Melbourne, in honour of the incumbent British prime minister, Lord Melbourne.

This started with the arrival in 1788 of the First Fleet of British ships at Port Jackson on the lands of the Eora, and the establishment of the penal colony of New South Wales as part of the British Empire. The Constitutional history of Australia is the history of Australia's foundational legal principles. Australia's legal origins as a nation state began in the colonial era, with its legal system reliant initially upon a legal fiction of terra nullius to impose British law upon the colony of New South Wales. As the colonies expanded, Australia gradually began to achieve de facto independence. Over the years as a result the foundations of the Australian legal system gradually began to shift. This culminated in the Australia Act, an act formally ending legal ties with the UK.

Melbourne Day is an annual celebration to mark the founding of Melbourne in Victoria, Australia, on 30 August 1835.
