Governor Election in Sevastopol were held on 10 September 2017. It was the second election of the Governor of Sevastopol after the 2014 Russian annexation of Crimea, and was the first direct elections for Governor (last time the Governor was elected to the Legislative Assembly).
The previous Governor of Sevastopol Sergey Menyailo, who was appointed after the 2014 Russian annexation of Crimea, in the summer of 2016 was appointed representative of Russian President to the Siberian Federal District. The acting Governor was appointed Dmitry Ovsyannikov.
March 14, 2017, the Legislative Assembly of Sevastopol adopted the law on the introduction of direct elections of the Governor. [1]

Sevastopol is the largest city in Crimea and a major port on the Black Sea. Due to its strategic location and the navigability of the city's harbors, Sevastopol has been an important port and naval base throughout its history. Since the city's founding in 1783 it has been a major base for Russia's Black Sea Fleet, and it was previously a closed city during the Cold War. As of January 2021, the city of Sevastopol, largely concentrated around Sevastopol Bay, had a population of 429,922, while the larger conglomerate of surrounding towns and rural communities boosts the total population of the area to 509,992.

The Declaration of Independence of the Autonomous Republic of Crimea and Sevastopol was a joint resolution adopted on March 11, 2014 by the dissolved Supreme Council of Crimea and the Sevastopol City Council that proclaimed the Autonomous Republic of Crimea and the city of Sevastopol a sovereign state — the Republic of Crimea. The decision was based on the results of an referendum that was held on March 16, 2014 after Russian troops took over Crimea and seized the region's parliament. The declaration of independence and the referendum following it was not internationally recognised by most countries.
The Republic of Crimea is a de facto federal subject (republic) of Russia located on the disputed Crimean Peninsula, which was annexed by Russia from Ukraine in 2014, but is still internationally recognized as being part of Ukraine. The capital city and largest city within the republic is Simferopol, which is also the second-largest city of the peninsula, behind the federal city of Sevastopol. At the last census, the republic had a population of 1,891,465 .

Directorate of the Ministry for Internal Affairs in Sevastopol City or the Police of Sevastopol City has been the main law-enforcement agency in the government of Sevastopol since March 2014 after Russian forces seized Crimea and Sevastopol and unilaterally dissolved the local Ukrainian Militsiya of Sevastopol.
Legislative elections were held in Russia on 18 September 2016, having been brought forward from 4 December. Razvozhayev had served as the acting Head of the Republic of Khakassia from October 3 to November 15, 2018. He also worked as the Deputy Minister of the Russian Federation for North Caucasus Affairs from October 1, 2014 to October 3, 2018. He also served as the head of the Executive Committee of the All-Russian Popular Front, member of the Central Head of ONF from December 17, 2018 to July 11, 2019.

He served as the member of the Federation Council of from the executive branch of Sevastopol from 19 September 2017 to September 2020. Kulikov has the rank of vice admiral, and was a deputy commander of the Black Sea Fleet.
