A by-election in the seat of Johnston in the Northern Territory was held on 29 February 2020, [1] following the resignation of Ken Vowles, the MLA for Johnston, on 31 January 2020. [2] Vowles was first elected in the 2012 Northern Territory general election, winning 45% of first preference votes and 55.7% of the two-party-preferred vote. [3] At the 2016 Northern Territory general election, Vowles was re-elected with 51% of first preference votes and 64.7% of the two-party-preferred vote. [4]

Contents

Former AFL footballer Joel Bowden won the by-election, representing the Labor Party. [5] In a highly unusual move, the Greens preferenced Labor last on their how-to-vote cards (HTVs), even behind the Country Liberal Party (CLP), due to Labor's support for fracking. [6]

Johnston is an urban electorate, covering only 5 km2 and taking in the Darwin suburbs of Jingili, Moil, Wagaman and part of Alawa. There were 5,556 people enrolled within the electorate as of August 2020.

A general election was held in the Northern Territory on Saturday 25 August 2012, which elected all 25 members of the Legislative Assembly in the unicameral Northern Territory Parliament. The 11-year Labor Party government led by Chief Minister Paul Henderson was decisively defeated in their attempt to win a fourth term against the opposition Country Liberal Party led by opposition leader Terry Mills with a swing of four seats, losing the normally safe Labor remote seats of Arafura, Arnhem, Daly and Stuart, whilst retaining their urban seats picked up at the 2001 election.

It was created in 2012 when the former division of MacDonnell was renamed after the Aboriginal artist Albert Namatjira. Namatjira is an almost entirely rural electorate, covering 198,384 km2, and taking in the resort town of Yulara, the remote communities of Hermannsburg, Kintore and Papunya, and part of southern Alice Springs. There were 5,728 electors enrolled in Namatjira as of August 2020.

Kenneth Edward Vowles is an Australian politician and former cricketer from the Northern Territory. He was a member of the Northern Territory Legislative Assembly from 2012 until 2020, representing the electorate of Johnston. He was Minister for Primary Industry and Resources and Minister for Aboriginal Affairs in the Gunner government from 2016 to 2018. He was sacked as a minister and expelled from the Labor caucus in December 2018 when an email he had written to his Cabinet colleagues stating his concern about the state of the Territory’s budget deficit was leaked to the media. He subsequently remained in parliament as a Labor backbencher outside caucus, but announced his resignation from parliament in November 2019 with effect from January 2020.

A by-election for the seat of Blain in the Northern Territory Legislative Assembly was held on 12 April 2014. The by-election was triggered by the resignation of Country Liberal Party (CLP) member and former Northern Territory Chief Minister Terry Mills. Mills resigned in reaction to being removed as CLP leader and Chief Minister in March 2013 in a party room coup by Adam Giles. The CLP margin in the Palmerston-based seat was 13.2 points.
