The 2024 United Nations Climate Change Conference or Conference of the Parties of the UNFCCC , more commonly known as COP29, will be the 29th United Nations Climate Change conference. COP29 will be held in Baku, Azerbaijan. [1] Mukhtar Babayev will preside COP29. [1] [2]
Azerbaijan appointed Mukhtar Babayev as COP29 president in March 2024. [3] Mukhtar Babayev is the Minister of Ecology and Natural Resources of Azerbaijan Republic and the former Vice President for Ecology of SOCAR, Azerbaijan's national oil company. [4]
The conference's committee originally consisted of 28 men. After criticism voiced by the Christiana Figueres, the Executive Secretary of the UN Framework Convention on Climate Change, and others, another two men and eleven women were added to the panel. [5] [6]
In 2018, oikos Baku - a student led organization - organized model COP23.5, an extended version of Model UN for UNFCCC to train climate change leaders in Azerbaijan. [7] [8]
Over 30 delegates attended and represented different countries in the deliberation process of COP23.5. [9]
The decision to host COP29 in Azerbaijan was criticized by human rights activists and political analysts due to Azerbaijan's human rights abuses. [10] [11] [12] Michael Rubin, senior fellow at the American Enterprise Institute (AEI) and ex-Pentagon official wrote that Azerbaijan's victory in securing its bid to host COP may backfire: "Caviar diplomacy and PR-firm messaging may sway the naïve, ignorant, or easily bought, but a light will also shine on the country's rentierism, corruption, and abuses." [13]
Stephan Pechdimaldji, a communications strategist, wrote that "when attendees attend COP29 in Baku, they will also be visiting an area known to be 'the ecologically most devasted area in the world' by local scientists. [14] [15] Simon Maghakyan in a Time article, describes Azerbaijan as "a repressive petro-aggressor" whose false environmentalism "make[s] a mockery of the existential crisis we face as a species" and "undermin[es] the credibility of what is likely the most important cause in the world." [16] According to the US government's International Trade Administration, oil and gas production comprise half of Azerbaijan's GDP and 92.5% of its export revenue in 2022. [17]
Paris Mayor Anne Hidalgo announced that she will not attend COP29 in Baku, citing the involvement of the Azerbaijani government in the ethnic cleansing of Armenians in the disputed Nagorno-Karabakh region in September 2023. [18]
In the run up to the COP29 meeting, ministers of the Commonwealth have called for collective action on the oceans and to focus on its management. [19]
The United Nations Framework Convention on Climate Change (UNFCCC) is the UN process for negotiating an agreement to limit dangerous climate change. It is an international treaty among countries to combat "dangerous human interference with the climate system". The main way to do this is limiting the increase in greenhouse gases in the atmosphere. It was signed in 1992 by 154 states at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro. The treaty entered into force on 21 March 1994. "UNFCCC" is also the name of the Secretariat charged with supporting the operation of the convention, with offices on the UN Campus in Bonn, Germany.

The United Nations Climate Change Conferences are yearly conferences held in the framework of the United Nations Framework Convention on Climate Change (UNFCCC). Article 6 of the Paris Agreement on climate change enables Parties to cooperate in implementing their nationally determined contributions (NDCs). Among other things, this means that emission reductions can be transferred between countries and counted towards NDCs. The 2018 United Nations Climate Change Conference, more commonly referred to as the Katowice Climate Change Conference or COP24, was the 24th Conference of the Parties to the United Nations Framework Convention on Climate Change. It was held between 2 and 15 December 2018 in Katowice, Poland. The conference was held in the International Congress Centre. The president of COP24 was Michał Kurtyka. The conference also incorporated the fourteenth meeting of the parties for the Kyoto Protocol (CMP14), and the third session of the first meeting of the parties for the Paris Agreement which agreed on rules to implement the Agreement. The conference's objective was to have a full implementation of the Paris agreement.

The Climate Law and Governance Initiative is an international consortium of partners in the climate law community working to build capacity and knowledge relating to law and governance approaches to address climate change. Ongoing research projects carried out by its partner institutions support the hosting of events and specialized capacity-building workshops in parallel with the annual climate negotiations under the UNFCCC. It was the fifth climate summit held in Africa, and the first since 2016.

The 2023 United Nations Climate Change Conference or Conference of the Parties of the UNFCCC, more commonly known as COP28, was the 28th United Nations Climate Change conference, held from 30 November to 13 December at Expo City, Dubai, United Arab Emirates. The COP conference has been held annually since the first UN climate agreement in 1992. The event is intended for governments to agree on policies to limit global temperature rises and adapt to impacts associated with climate change.
Elise Breyton Buckle is a French environmental policy expert and lecturer. She is an international Gender Champion, Founder and CEO of climate and sustainability. She is the co-founder of SHE Changes Climate and that she organized the SHE Changes Climate and Project Dandelion online Summit with Sultan Al Jaber and Mary Robinson which gained significant media coverage and contributed to the COP28 decision to transition away from fossil fuels in the critical decade. The COP29 Presidency included more women on its organizing committee following a public statement issued by SHE Changes Climate. Buckle is a professor at the Graduate Institute of International and Development Studies for the Executive Programme Graduate Institute of Geneva. She also teaches Sustainability, Innovation and Entrepreneurship at the Glion Institute of Business Education. She was a local appointee in the municipal government of Nyon, Switzerland. She is globally recognized environmental expert.
