21st Century Community Learning Centers

The 21st Century Community Learning Centers (21st CCLC) initiative is the only federal funding source dedicated exclusively to afterschool programs. The No Child Left Behind Act (NCLB) reauthorized 21st CCLC in 2002, transferring the administration of the grants from the U.S. Department of Education to the state education agencies. Each state receives funds based on its share of Title I funding for low-income students. Funds are also allotted to outlying areas and the Bureau of Indian Affairs.The No Child Left Behind Act narrowed the focus of 21st CCLC from a community learning center model, where all members of the community benefited from access to school resources such as teachers, computer labs, gymnasiums and classrooms, to an afterschool program model that provides services only to students attending high-poverty, low-performing schools. The services they provide include Academic enrichment activities that can help students meet state and local achievement standards. They also provide additional services designed to reinforce and complement the regular academic program, such as: drug and violence prevention programs, counseling programs, art, music, and recreation programs, technology education programs, and character education programs. Programs also may provide literacy and related educational development services to the families of children who are served in the program. [1]

Mission and goals

The mission of 21st Century Community Learning Centers is to promote student achievement and prepare students to compete on a global scale. [2] Specifically, the program targets high-poverty and low-performing schools that may need extra support. The program has three main goals: [2]

1. To help students achieve standards in core academic subjects, such as reading and math

2. To offer enrichment programs that supplement regular academic programs

3. To provide educational services for the families of participating students

The following sections explain more about how 21st Century achieves these goals.

History

After school programs were developed in the early 1900s. As neighborhoods became more dangerous and more mothers entered the workforce, parents searched for safe places for their children to go after school. Schools responded to these changes by creating programs in which students could stay after school to receive help with their homework or to participate in other activities. [3] In 1994, The U.S. Congress created 21st Century Community Learning Centers through the Elementary and Secondary Education Act. Originally, all community members were welcome to use these centers, not just students. In other words, any member of the community could go to participating schools and take 21st Century classes after the regular school hours. The original bill (Text H.R.6. - 103rd Congress) [4] states the following:

"21st Century Community Learning Centers enable the entire community to develop an education strategy that addresses the educational needs of all members of local communities." [4]

Congress distributed the first grants for community learning centers in 1998. [5] Originally, grants lasted three years. Most centers held only academic programs, although a few held recreational programs as well. The early budget was about $40 million. [5]

In 2001, The U.S. Congress expanded the 21st Century program through the No Child Left Behind Act. Through NCLB, Congress increased the funding for the 21st Century program from $40 million to $1 billion. [6]

With NCLB, Congress also changed how 21st Century grants were distributed. Rather than give money directly to schools, the program began distributing funds to states. The amount of money allocated to each state is now based on the percentage of schools within a state that qualify as Title I schools (schools where at least 40 percent of the students are from families living below the poverty line). The states then determine how the funds are distributed to schools. [5]

Organizational structure

The 21st Century program is implemented at many different levels. Implementation begins at the federal level. It then moves down to the state level, and it is finally distributed on the front lines at the local level to eligible entities.

Federal structure

The Elementary and Secondary Education Act (ESEA) describes the purposes and procedures of the 21st Century program. State and local levels of government also function within the boundaries and procedures provided by the ESEA. The U.S. Congress gives all of the money allocated to the 21st Century program to the U.S. Department of Education (USDE).

The USDE distributes the appropriated money to a state only when two requirements have been met: (1) the state applies for the grant money, and (2) the USDE finds that the state will use the money in accordance with ESEA requirements. Qualifying states are allocated an amount of money determined by the ESEA. [7]

State structure

Once the states receive money from the USDE, they distribute the money to eligible local entities that meet the requirements. These entities could be any local organization that meets the ESEA eligibility requirements, including school districts. States distribute money to entities in three- to five-year grants. This is done after (1) an entity has applied for a grant, (2) the state finds that the entity is eligible to receive a grant, and (3) the state finds that the entity will use the money in accordance with ESEA standards. The ESEA requires applicants to meet two major criteria: (1) entities must use the money only on services prescribed by the ESEA, and (2) these entities must periodically evaluate the progress of the grant-funded programs. Also, all entities should use the results of the evaluations to improve their programs, and they must make the results publicly available. [7]

Local structure

Entities that receive these grants are estimated to serve a total of 1.7 million students across the country each year. [8] Furthermore, these programs likely serve hundreds of thousands of adults.

Grant-receiving organizations may also be supported by non-governmental organizations. For example, some communities may collaborate with organizations such as Girl Scouts of the USA, Boy Scouts of America, Gear Up, Teens Act, and ESOL Adult Program.

Budget

On average, Congress appropriated about $1.9 billion annually to the program between 2002 and 2007. Since 2007, Congress has determined yearly how much money will be appropriated to the program. However, the congressional record does not explain how Congress determines the amount appropriated each year.

Congressional records indicate that in 2015 Congress will appropriate $3.5 billion in grants to local education agencies. However, this number includes all programs that provide grants to local educational agencies, not just 21st Century. [7] [6] [9]

This money will be distributed to qualifying states that apply and then on to eligible local entities.

The Individuals with Disabilities Education Act (IDEA) is a piece of American legislation that ensures students with a disability are provided with a Free Appropriate Public Education (FAPE) that is tailored to their individual needs. IDEA was previously known as the Education for All Handicapped Children Act (EHA) from 1975 to 1990. In 1990, the United States Congress reauthorized EHA and changed the title to IDEA. Overall, the goal of IDEA is to provide children with disabilities the same opportunity for education as those students who do not have a disability.

Adequate Yearly Progress (AYP) is a measurement defined by the United States federal No Child Left Behind Act that allows the U.S. Department of Education to determine how every public school and school district in the country is performing academically according to results on standardized tests. As defined by National Council on Measurement in Education (NCME), AYP is "the amount of annual achievement growth to be expected by students in a particular school, district, or state in the U.S. federal accountability system, No Child Left Behind (NCLB)." AYP has been identified as one of the sources of controversy surrounding George W. Bush administration's Elementary and Secondary Education Act. Private schools are not required to make AYP.

<span class="mw-page-title-main">Bilingual Education Act</span> Language education law of the United States

The Bilingual Education Act (BEA), also known as the Title VII of the Elementary and Secondary Education Amendments of 1967, was the first United States federal legislation that recognized the needs of limited English speaking ability (LESA) students. The BEA was introduced in 1967 by Texas senator Ralph Yarborough and was both approved by the 90th United States Congress and signed by President Lyndon B. Johnson on January 2, 1968. While some states, such as California and Texas, and numerous local school districts around the country already had policies and programs designed to meet the special educational needs of elementary and secondary school students not fluent in the English language, this act signaled that the federal government now also recognized the need for and value of bilingual education programs in U.S. public education. In 1969 there was a 50% drop out rate among Mexican American students who struggled to keep up with their English-speaking peers in school; Representative Tony Abril argued that the Bilingual Education Act would reduce this number. Passed on the heels of the Civil Rights Movement, its purpose was to provide school districts with federal funds, in the form of competitive grants, to establish innovative educational programs for students with limited English speaking ability.

The English Language Acquisition, Language Enhancement, and Academic Achievement Act - formerly known as the Bilingual Education Act - is a federal grant program described in Title III Part A of the federal Elementary and Secondary Education Act (ESEA), which was reauthorized as the No Child Left Behind Act in 2002 and again as the Every Student Succeeds Act in 2015. This section is specifically targeted to benefit Limited English Proficient (LEP) children and immigrant youth. The statute states that LEP students must not only attain English proficiency but simultaneously meet the same academic standards as their English-speaking peers in all content areas. Federal funding is provided to assist State Education Agencies (SEAs) and Local Education Agencies (LEAs) in meeting these requirements. In 2011, ESEA Title III awards were granted to 56 SEAs and the average award given to an individual SEA was $12,158,046.

<span class="mw-page-title-main">Afterschool Alliance</span>

The Afterschool Alliance is a nonpartisan, nonprofit organization in the United States whose mission is "to ensure that all children have access to affordable, quality afterschool programs." It uses communications and advocacy strategies to increase public and private investments in afterschool programs. The Alliance serves as both a central resource center for afterschool programs, as well as a public advocate. The Afterschool Alliance has more than 25,000 afterschool program partners and its publications reach more than 65,000 interested individuals every month.

The Afterschool Caucuses are bipartisan caucuses in the United States Congress established to build support for afterschool programs and increase resources for afterschool care. Senators Lisa Murkowski (R-AK) and Tina Smith (D-MN) chair the Senate caucus, while Representative David Cicilline (D-RI) chairs the House caucus.

Gaining Early Awareness and Readiness for Undergraduate Programs is a federal grant program administered by the United States Department of Education. It was established in Chapter 2 of the 1998 amendments to the Higher Education Act of 1965 which awarded financial assistance to students and colleges from the federal government. GEAR UP was authored by Congressman Chaka Fattah and signed into law by President Bill Clinton in October, 1998.

Education in Virginia addresses the needs of students from pre-kindergarten through adult education. Virginia's educational system consistently ranks in the top ten states on the U.S. Department of Education's National Assessment of Educational Progress, with Virginia students outperforming the average in almost all subject areas and grade levels tested. The 2010 Quality Counts report ranked Virginia's K–12 education fourth best in the country. All school divisions must adhere to educational standards set forth by the Virginia Department of Education, which maintains an assessment and accreditation regime known as the Standards of Learning to ensure accountability. In 2008, 81% of high school students graduated on-time after four years. The 1984 Virginia Assembly stated that, "Education is the cornerstone upon which Virginia's future rests."

School Improvement Grants (SIGs) are grants awarded by the U.S. Department of Education to state education agencies (SEAs) under Section 1003(g) of the Elementary and Secondary Education Act of 1965. The SEAs, in turn, award subgrants to local educational agencies for the purpose of supporting focused school improvement efforts. In 2009, the Obama administration, and specifically U.S. Secretary of Education Arne Duncan, challenged the education community to make the lowest-achieving schools its highest priority.

Student Achievement and School Accountability Programs (SASA) is a division of the Office of Elementary and Secondary Education (OESE) of the U.S. Department of Education (ED) that administers programs of financial assistance to State and local education agencies (LEA) and to colleges and universities. Under Title I of the Elementary and Secondary Education Act (ESEA) of 1965, SASA administers several Title I programs of supplementary instruction and other services. This includes programs such as the Improving Basic Programs Operated by LEAs and the Prevention and Intervention Programs for Children Who are Neglected, Delinquent, or At-Risk. Under Title III of the ESEA, SASA administers the State Formula Grant Program for English Language Acquisition and Language Enhancement. SASA also administers the Education for Homeless Children and Youth program authorized by the McKinney–Vento Homeless Assistance Act.

Higher education accreditation in the United States is a peer review process by which the validity of degrees and credits awarded by higher education institutions is assured. It is coordinated by accreditation commissions made up of member institutions. It was first undertaken in the late 19th century by cooperating educational institutions, on a regional basis.

The Turnaround Model is one of four strategies available to American local education agencies (LEAs) under the Race to the Top and School Improvement Grants programs of the Obama administration. The other three programs include Restart, Transformation, and School Closures.

The Partnership for Assessment of Readiness for College and Careers (PARCC) is a consortium featuring two states, the District of Columbia, the Department of Defense Educational Activity, and the Bureau of Indian Education, that work to create and deploy a standard set of K–12 assessments in Mathematics and English, based on the Common Core State Standards.

The highly qualified teacher provision is one of the goals of the No Child Left Behind Act (NCLB) of 2001. The term highly qualified teachers (HQT) comes from the original language of Title II of the No Child Left Behind Act. Title II of NCLB designates federal funds to educational agencies for the purpose of improving the student achievement through the professional development of highly qualified teachers and principals. To qualify for this funding, states must comply with a series of conditions stipulated in NCLB, and track their progress toward goals each state sets. Title II was originally known as the Eisenhower Professional Development Program, and has undergone several reauthorizations, though the original intent has remained relatively intact. The main goals of the highly qualified teacher provision is to ensure that every classroom is staffed by a teacher deemed "highly qualified" under conditions set by NCLB. As some point out, this section of NCLB is quite at odds with the general thrust of NCLB because it focuses on school inputs rather than student outcomes. The sections of NCLB designated to HQTs allocates the majority of the funds to the states and does not clearly define at the federal level what is and what is not a highly qualified teacher, allowing for more local definitions of this term. This provision has come under much scrutiny, as it is up to states to decide how to measure highly qualified, and states are not holding their teachers to the same level of rigor across the country. Since its reauthorization in 2001, Title II has yet to reach its stated goal of ensuring that 100% of teachers in public schools in the United States are highly qualified.

A full-service community school (FSCS) in the United States focuses on partnerships between a school and its community. It integrates academics, youth development, family support, health and social services, and community development. Community schools are organized around the goals to help students learn and succeed and to strengthen families and communities. Full-service community schools extend the goals of traditional public schools further. They are centers of their communities that provide services to address the needs of student learners and build bridges between schools, families, and communities. They are schools that not only promote academic excellence, but they also provide health, mental health, and social services on the school campus. The "school emerges as a community hub, a one-stop center to meet diverse needs and to achieve the best possible outcomes for each child."

The term community school refers to a type of publicly funded school in the United States that serves as both an educational institution and a center of community life. A community school is both a place and a set of partnerships between the school and other community resources. Its integrated focus on academics, youth development, family support, health and social services and community development leads to improved student learning, stronger families and healthier communities. Using public schools as hubs, community schools bring together many partners to offer a range of support and opportunities to children, youth, families and communities—before, during and after school, and on weekends.
