Accreditation mill

An accreditation mill is an organization that purports to award educational accreditation to higher education institutions without having government authority or recognition from mainstream academia to operate as an accreditor. Implicit in the terminology is the assumption that the "mill" has low standards (or no standards) for such accreditation. Accreditation mills are much like diploma mills, and in many cases are closely associated with diploma mills. The "accreditation" they supply has no legal or academic value but is used in diploma mill marketing to help attract students. [1]

Some institutions obtain accreditation from an independent group with low standards. In other cases, the institution sets up its own seemingly independent accreditation board and then accredits itself. [2] This gives the appearance that an outside group has approved the education that is offered at the school.

In many countries, accreditation is a government function. In the United States, governments normally do not accredit academic institutions, but federal education authorities recognize about 18 private accrediting organizations for institutional accreditation of higher education institutions [2] and more than 60 other private organizations for accreditation of specific educational programs. [3] While standards vary from organization to organization, without recognition from the Council for Higher Education Accreditation (CHEA) (a non-governmental organization) or the United States Department of Education, the claims made by independent groups hold no value in the academic community.

Characteristics

CHEA has published a list of attributes of accreditation mills to help consumers identify them. According to CHEA, an accreditation operation might be a "mill" if it: [4]

Verifile's Accredibase notes that some accreditation mills do not reveal their locations, which makes it difficult to determine whether they are legitimate. Some other mills have been found to use the same addresses as the education providers that claim accreditation from them. [5]

Consumer information resources

To help consumers avoid diploma mills and accreditation mills, several national and international bodies publish lists of recognized accreditors and accredited educational institutions, as well as accreditors that are known to lack the necessary legal authority or recognition, and higher education providers known to lack accreditation. [1] The United States organization CHEA maintains an international directory of education ministries and other recognized higher education quality assurance bodies worldwide. The 2007 version of that directory lists 467 recognized bodies in 175 countries. [6]

A proposal for legislation that was announced in the U.S. House of Representatives in January 2010 would have inserted a definition of "accreditation mill" into U.S. law. The proposal, sponsored by Congressmen Timothy Bishop of New York and Michael Castle of Delaware, would have defined the term to mean "an education or corporate organization that offers a form of educational recognition or accreditation, for a fee or free of charge, that extend[s] a permanent recognition or accreditation status to an institution with few or no requirements for subsequent periodic reviews; (B) publish[es] a list of institutions and programs recognized or accredited by such organization that includes institutions and programs that did not apply for or otherwise request such recognition or accreditation by the organization; or (C) lack[s] national recognition by the Secretary of Education or the Council for Higher Education Accreditation." A diploma mill or degree mill is a business that sells illegitimate diplomas or academic degrees. The term diploma mill is also used pejoratively to describe any educational institution with low admission and graduation standards, low job placement rate, or low average starting salaries of its graduates.

Breyer State University, also called Breyer State University-Alabama, is an unaccredited distance education, for profit, private university that formerly operated in the U.S. states of Idaho and Alabama and now reports a location in Panama. Belford University was an organization that offered online unaccredited degrees for "life experience". The organization maintained a post office box in Humble, Texas, but its certificates were mailed from the United Arab Emirates. Along with many similar websites, it was owned by the Karachi-based company Axact, the main business of which, according to an investigation by The New York Times, is "to take the centuries-old scam of selling fake academic degrees and turn it into an Internet-era scheme on a global scale". In July 2018, Shoaib Ahmed Sheikh, the CEO of Axact was arrested and sentenced to prison for 20 years for his role in perpetuating this scam.

Rochville University was an online diploma mill offering a "Life Experience Degree, and Certificate Program" without coursework or prior transcript evaluation. The State of Texas classified it as an "illegal supplier of educational credentials" whose degrees may not be used in Texas. The Oregon Office of Degree Authorization lists it as "fake". Its operation is believed to be centered in Pakistan, and its diplomas and degree certificates have been mailed from Dubai, United Arab Emirates. Along with many similar enterprises, it is owned by the Karachi based company, Axact, whose main business, according to a New York Times investigation, is "to take the centuries-old scam of selling fake academic degrees and turn it into an Internet-era scheme on a global scale".

Rushmore University is an unaccredited institution of higher learning offering online degrees in a variety of business-related fields, exclusively via distance learning. It has been described as a diploma mill, providing illegitimate academic degrees and diplomas for a fee.

The California Bureau for Private Postsecondary and Vocational Education (BPPVE) was a unit of the California Department of Consumer Affairs whose purpose was to protect students by establishing academic standards for private institutions of higher education in California. BPPVE approval or exemption was required by the State of California to ensure consumer safety from fraudulent or substandard education providers. The agency ceased operation on July 1, 2007, when the legislative authority for its creation expired. A new agency, the California Bureau for Private Postsecondary Education, took its place on January 1, 2010.

University Degree Program (UDP) is or was an unaccredited consortium of diploma mills run by Americans Jason and Caroline Abraham beginning in the 1990s. In 2004, The Chronicle of Higher Education called UDP the "granddaddy" of diploma mill operations.

The International Accreditation Agency for Online Universities (IAAOU) is a self-styled "accreditation" board based in the United States. It has no status with the United States Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA). Without USDE and CHEA recognition, its "accreditations" are essentially meaningless.

Almeda University was an unaccredited for-profit online university registered on the Caribbean island of Nevis. It offered illegitimate degrees including online certificate programs, general "Life Experience Degrees", and doctorates in religion and theology. Almeda was accredited by the Council for Distance Education Accreditation, the Interfaith Education Ministries (IEM), and the Association for Online Academic Excellence (AOAEX), none of which were recognized by the United States Department of Education or the Council for Higher Education Accreditation. Almeda University is widely regarded as a diploma mill. It was owned and operated by Pakistani software company Axact.

Accrediting Commission International (ACI), also known as Accrediting Commission International for Schools, Colleges, and Theological Seminaries, possibly associated with International Accrediting Commission (IAC), also known as International Accrediting Commission for Schools, Colleges and Theological Seminaries, is an unrecognized educational accreditation corporation in the United States. It primarily accredits religious schools, including seminaries and Bible colleges, and also offers accreditation to non-U.S. schools that offer business education programs. It is on a 2009 list of accreditation mills in College and University, the journal of the American Association of Collegiate Registrars and Admissions Officers.

National Academy of Higher Education (NAHE) identifies itself as an organization specializing in evaluation of people's educational credentials. Some United States educational authorities identify it as an unrecognized accreditation organization or accreditation mill. NAHE charges fees for a service described as an evaluation of the educational credentials of clients who have studied in other countries or attained degrees through alternative methods.

Unaccredited institutions of higher education are colleges, trade schools, seminaries, and universities which do not have formal educational accreditation.

Bienville University was an unaccredited institution that was based in Baton Rouge, Louisiana. It was run by Thomas J. Kirk. Bienville University was referred to as a diploma mill or degree mill in a 2003 article by KVBC News 3. It was never recognised or approved by any accreditation agency and was not approved by the US Department of Education nor the Council for Higher Education Accreditation and has been closed by the State of Louisiana.

Diploma mills in the United States are organizations that award academic degrees and diplomas with substandard or no academic study and without academic approval by officially recognized educational accrediting bodies or qualified government agencies. The purchaser can then claim to hold an academic degree, and the organization is motivated by making a profit. These degrees are often awarded based on vaguely construed life experience. Some organizations claim accreditation by non-recognized/unapproved accrediting bodies set up for the purposes of providing a veneer of authenticity.

Higher education accreditation in the United States is a peer review process by which the validity of degrees and credits awarded by higher education institutions is assured. It is coordinated by accreditation commissions made up of member institutions. It was first undertaken in the late 19th century by cooperating educational institutions, on a regional basis.
