Tun Syed Sheh Al-Haj bin Syed Hassan Barakbah was a prominent Malaysian judge. He was the second Lord President of the Federal Court,and the first Malaysian to hold that office. After his career in the judiciary,he briefly served as President of the Dewan Negara and later Yang di-Pertua Negeri (Governor) of Penang. He is the shortest-serving President of the Dewan Negara in the history of Malaysia.

Abdul Rahman was first appointed to the governorship by the Yang di-Pertuan Agong in May 2001 and was reappointed six times,in 2005,2009,2011,2013,2015,and 2017 for a total of 20 years,thus becoming the longest-serving governor in Malaysian history.

The Order of the Defender of State is the sole order of chivalry of the state of Penang which was constituted in 1967 by then Yang di-Pertua Negeri Tun Dato' Seri Utama Raja Uda Raja Muhammad to recognize eminent contributions of individuals towards Penang and the nation. The order was initially constituted in three grades of Knight Grand Commander,Companion,and Member. Later,other grades were added to the order. Currently,the order is conferred in six grades.
