Alan Gemmell OBE (born 6 April 1978) is the co-founder of FiveFilms4Freedom and former Director of the British Council in India. Gemme was appointed as Chief Executive of the Commonwealth Enterprise and Investment Council in December 2018. [1]
Gemmell was then appointed Her Majesty’s Trade Commissioner and British Deputy High Commissioner for South Asia. (Subsequently His Majesty's Trade Commissioner and British Deputy High Commissioner for South Asia.) [2]
Gemmell was appointed OBE in the 2016 New Year Honours List. Gemmell was included in the 2017 Financial Times Top 20 Public Sector LGBT Executives and in GQ magazine's 2016 List of the 100 Most Connected Men in the UK.
Gemmell is the Labour Party prospective parliamentary candidate for Central Ayrshire at the 2024 United Kingdom general election. [3]
Gemmell attended Irvine Royal Academy and the Junior School of the Royal Scottish Academy of Music and Drama, where he studied piano and bass trombone and toured with the National Youth Orchestra of Scotland. [4] He read law at Glasgow University. [5]
Gemmell is the Director of the British Council in India and served as Director Israel from 2012 to 2016; Deputy Director Mexico (2011–2012); in São Paulo, Brazil (2011); and, as Director of External Relations, London (2008–2011). [6]

Gemmell is Director of the British Council Group in India, a 600-person operation. [9] with a turnover over £40m. Gemmell supported the organisation's existing online and mobile offers to connect with India's millennial generation, [10] and partner with the economic growth and knowledge ambitions of India's states. [11]
Gemmell secured Rs 18 crore (£1.75m) to create the British Council's first scholarship programme for women as part of the organisation's 70th anniversary in India in 2018. [11] 100 Indian women were awarded funding to study a one-year master's degree in STEM at 44 British universities. [12] The 70th anniversary scholarships launched a year-long Inspired by India campaign [13] with a logo designed by Indo-British design house Studio Carrom based on the banyan tree mural of the late British artist Howard Hodgkin on the front of the British Council's Delhi HQ. Gemmell announced a further £1 million for 70 British Council 70th anniversary scholarships during a visit by the 104 2018 scholars to meet British Prime Minister Theresa May at 10 Downing Street. [15]
Gemmell commissioned British Garden Designer Sarah Eberle to create the first British Council Garden at the 2018 RHS Chelsea Flower Show to mark the 70th anniversary year. The garden was funded by the Piramal Group, Tata Consultancy Services (TCS), and the JSW Group [16]
Gemmell announced a legacy project from the Chelsea Garden in partnership with the Royal Academy of Dance and the Marylebone Cricket Club. Changing Moves Changing Minds will use sport and dance to promote positive gender roles for 300,000 children and tackle sexism in schools. [17]
Gemmell and Dr Achyuta Samanta, founder of the Kalinga Institute of Social Sciences (KISS), hosted lunch for 30,000 students and volunteers on 23 March 2018 at KISS to celebrate the Commonwealth [18] and the 70th anniversary of the British Council in India. [19] The British Council KISS Big Lunch was announced by British Prime Minister Theresa May in February 2018. [20]
Gemmell focussed the British Council's work on States across India with a mission to partner their economic development and knowledge ambitions. [21] He signed an agreement with Deputy Chief Minister Manish Sisodia and Macmillan Education to improve the English-Language skills of 12,000 young people in the state. [22] Gemmell signed an agreement with the state of Maharashtra to train 30,000 teachers benefiting 1.5 million children across the state. [23] Gemmell secure a partnership with the state of Andhra Pradesh and its Chief Minister Chandrababu Naidu, to train 100,000 college students. [24] Gemmell signed an agreement witnessesd by Hon’ble Chief Minister Naveen Patnaik to support English teaching across the state and improve the skills of young people in Odisha. [25]
Gemmell has led a focus on Northeast India signing an agreement with the North Eastern Council of the Ministry for Development of North Eastern Region of the Government of India. The North Eastern Council partnership enabled the British Council to develop new partnership and education programmes across the North East. [26]
Gemmell signed an agreement with the state of Arunachal Pradesh in the presence of Hon’ble Chief Minister Pema Khandu at the Tawang Festival in October 2018 to develop cultural and educational programmes. [27] Gemmell signed an agreement with the Government of Sikkim to develop similar initiatives. [28]
Gemmell was responsible for the 2017 UK-India Year of Culture, a year of cultural exchange announced by Prime Minister Narendra Modi on his November 2015 visit to the UK. [29] British Prime Minister Theresa May and Indian Prime Minister Modi referenced the Year of Culture and its unprecedented level of cultural exchange in the Joint Statement to mark the visit of PM Modi to London in April 2018. [30]
Her Majesty The Queen hosted the official launch of the year on 27 February 2017 at Buckingham Palace with Indian Finance Minister Arun Jaitley representing Prime Minister Modi. Gemmell worked with the Palace, British Indian start-up Studio Carrom and 2017 Creative Director Ruth Ur to project a peacock, India's national bird, onto the facade of Buckingham Palace. [31]
The programme for the year was announced by British Council Deputy Chair Rt Hon Baroness Prashar CBE PC, UK Minister of State for Digital and Culture Rt Hon Matt Hancock and Indian High Commissioner to the United Kingdom HE Mr Sinha at the British Film Institute on 28 February 2017. [32] The programme includes an exhibition from the British Museum and The Chhatrapati Shivaji Maharaj Vastu Sangrahalaya in Mumbai, [33] the first exhibition on Indian innovation at the UK's Science Museum, London, [34] and the restoration of 1928 Indian movie, Shiraz, by the British Film Institute with a new score by British-Indian musician Anoushka Shankar. [35]
Gemmell inaugurated the Year of Culture in India on 6 April 2017 projecting elements of the Buckingham Palace Studio Carrom peacock onto the British Council's Delhi building and launching Mix the City Delhi. [36] [37] Gemmell commissioned Mix the City in 2015 working with UK tech start-ups Flying Object and Roll Studio, the BBC and the Arts Council of England. Mix the City is the British Council's first interactive art work. [38] For the Year of Culture, Gemmell commissioned Mix the City in India's 4 main cities Chennai, Delhi, Kolkata and Mumbai. [39] [40] Gemmell launched Mix the City Mumbai [41] in partnership with Rolling Stone India [39] at a Music Expo hosted by the UK Government's Department of International Trade on 31 March 2017. [42] He launched Mix the City Northeast in February 2018 at IIT Guwahati's student festival Alcheringa. [43]
In November 2016 Gemmell launched Mix the Play, [44] an interactive digital theatre collaboration with Indian director Roysten Abel, during the visit of British Prime Minister Theresa May to India. [45] Mix the Play allows users to direct Adil Hussain Kalki Koechlin, Kriti Pant and Tushar Pandey in the balcony scene of Shakespeare's Romeo and Juliet . [46] Mix the Play was part of the U.K. Government's commemoration of the 400th anniversary of the death of Shakespeare. [47] Mix the Play was again developed with Flying Object and Roll Studio.
In October 2017 Gemmell launched Mix the Body, [48] an interactive dance platform with British choreographer Wayne McGregor. Mix the Body lets users create a unique dance performance on their mobiles using dancers from McGregor's company Studio Wayne McGregor and Bangalore-based Attakkalri. Users can set their dance to the music of British composers Max Richter and Jon Hopkins. [49] Thus is the third interactive art work created with Flying Object and Roll Studio. The Mix series have been experienced by over 1.5 million people from 200 countries. [50]
In 2015 Gemmell co-founded fiveFilms4freedom, an online, free, 10-day LGBT film festival promoting freedom, equality and LGBT rights, with the British Film Institute and the UN Free & Equal Campaign. [51] The initiative was seen in 135 countries. [52]
The second fiveFilms4freedom ran from 16 to 27 March 2016. [53] The initiative was seen in 179 countries. [54] In 2016 Gemmell also launched a Global List of people promoting LGBT rights. [55] [56]
For the fourth fiveFilms4freedom Gemmell developed a partnership with Indian mobile network operator Jio and selected the first Indian short film, Goddess, by director Karishma Dev Dube. [8] 2.8 million people in India viewed the film on Jio's network. [57]
Gemmell secured £7 million from British and international medical research foundations for the BIRAX RMI programme through partnerships with Parkinson's UK, JDRF, the MS Society and British Heart Foundation. [58] BIRAX RMI has funded 15 research collaborations between scientists in Britain and Israel including a collaboration to develop a breath test for Parkinson's disease. [59] [60] The BIRAX programme has been supported by the Prime Ministers of Britain and Israel. [61] [62]
Gemmell created the UK's first multi-lateral water research programme in the Middle East – a platform for scientists from across the region to work together with British scientists to tackle critical water issues. [63] Five research projects were announced in April 2016 involving water researchers from Israel, the Occupied Palestinian Territories, Gaza, Morocco, Jordan and the UK. [64] Gemmell also created a scholarship programme for water technology and health graduates of Palestinian universities to study full PhDs at Israeli universities. [65]
Gemmell was a civil servant in the UK's Home Office and Cabinet Office (2002–2007). He was Private Secretary to Permanent Secretary Sir John Gieve (2003–2005), Assistant Director responsible for economic migration (2005–2006) and counter radicalisation advisor in the Cabinet Office Defence and Overseas Secretariat (2006–2007) headed by Sir Nigel Sheinwald. As Trade Commissioner for South Asia Gemmell was responsible for a team of over 100 tasked with doubling UK-India trade by 2030. [68]
Gemmell co-chaired the UK’s second Trade Policy Dialogue with the Government of Bangladesh [69] with a focus on removing market access barriers, improving the business climate and increasing investment and job creation.

Consular
As British Deputy High Commission Gemmell initiated the first joint consular mission by the British and Irish Governments with then Irish Consul-General Gerald Kelly to press the Government of Goa on the slow progress of the trial of a British-Irish national murdered in Goa. [72]
Gemmell undertook a second joint visit with Irish Consul-General Anita Kelly in 2023. [73]
Assassination of Percy Norris OBE, British Deputy High Commissioner to Bombay
Working with the family of the late Percy Norris OBE, Gemmell initiated an annual commemoration with the Diplomatic Corps of Mumbai to mark the assassination and life of Mr Norris. [74]
Shivaji’s Sword
Gemmell met with Maharashtra Cultural Affairs Minister Sudhir Mungantiwar in April 2023 to receive a request for the loan of a sword and a dagger used by warrior king Chhatrapati Shivaji Maharaj in the 17th century. [75]
80th Anniversary of the sinking of the SS Tilawa in 1942
Gemmell represented the British Government at the inaugural commemoration of the sinking of the SS Tilawa in 1942 with the loss of 678 people [76] committing the British Deputy High Commission to lay a wreath for the victims each Remembrance Day. [77] Gemmell was invited to read a poem written by Mervyn Maciel, whose parents and three siblings died on the Tilawa. [76] Mr Maciel, 93 at the time of the commemoration, wrote the poem when he was 14 years old. [78]
Gemmell married Damien Lee Stirk, a ballet dancer and ballet teacher, on 18 July 2015. Their wedding was mentioned in the House of Commons of the UK Parliament by Conor McGinn MP. [79] McGinn referenced Gemmell's wedding in the House of Commons on 28 March 2018 during a Ten-Minute Rule motion for leave to bring in the Marriage (Same Sex Couples) (Northern Ireland) Bill. [80] Stirk performed in Matthew Bourne's Swan Lake in the US, [81] UK, [82] Russia, [83] Japan and in the film adaptation of Phantom of the Opera. [84] He trained at the English National Ballet School, London (1996–1998) and the Royal Academy of Dance (2012) and has worked with the English National Ballet, the Israel Ballet and Ballet National de Marseille.

In July 21 Gemmell was awarded an Honorary Doctorate (Hon. DUniv) by the University of Bolton for his outstanding contribution to the development of trade relationships between the UK and India, (particularly his work during the coronavirus pandemic in helping student mobility) [88]

Maharashtra is a state in the western peninsular region of India occupying a substantial portion of the Deccan Plateau. It is bordered by the Arabian Sea to the west, the Indian states of Karnataka and Goa to the south, Telangana to the southeast and Chhattisgarh to the east, Gujarat and Madhya Pradesh to the north, and the Indian union territory of Dadra and Nagar Haveli and Daman and Diu to the northwest. Maharashtra is the second-most populous state in India.
Sharadchandra Pawar is an Indian politician. He has served as the Chief Minister of Maharashtra for four terms and has also served in the Union Council Of Ministers as the Minister of Defence in the Cabinet of P.V Narsimha Rao and Minister of Agriculture in the Cabinet of Manmohan Singh. He is the first and former president of the Nationalist Congress Party (NCP), which he founded in 1999, after separating from the Indian National Congress. His NCP was split by his own nephew, Ajit Pawar. He leads the his faction NCP delegation in the Rajya Sabha, the upper chamber of the Indian parliament. He is the chairperson of Maha Vikas Aghadi, a regional Maharashtra-based political alliance.

The Shree Shiv Chhatrapati Sports Complex, also known as Balewadi Stadium, is a sports complex located in Pune, India. The complex is situated about 15 km from downtown Pune and 5 km from Hinjawadi. This complex was a venue for the 2008 Commonwealth Youth Games, Khelo India Youth Games in 2019 and AFC Women's Asian Cup.
India–United Kingdom relations, also known as Indian–British relations or Indo–British relations, are the international relations between the Republic of India and the United Kingdom of Great Britain and Northern Ireland. India has a high commission in London and two consulates-general in Birmingham and Edinburgh. She has previously served as High Commissioner of India to South Africa, first female Indian Ambassador to Bhutan and Permanent Representative of India to UNESCO, Paris. The Mumbai Trans Harbour Link, officially named as Atal Bihari Vajpayee Sewri–Nhava Sheva Atal Setu and colloquially known as Atal Setu, is a 21.8 km (13.5 mi) 6-lane elevated highway bridge, which connects Mumbai with Navi Mumbai, its satellite city. It is the longest sea bridge in India, and the world's 12th longest sea bridge. The bridge begins in Sewri, South Mumbai, crosses Thane Creek north of Elephanta Island, and terminates at Chirle near Nhava Sheva in Uran taluka, Navi Mumbai. The road is linked to the Mumbai–Pune Expressway in the east and to the Coastal Road in the west. The 6-lane highway is 27 meters in width, in addition to two emergency exit lanes, two edge strips, parallel crash barriers and noise barriers on both sides. The project costs a total of ₹17,843 crore (US$2.2 billion). The bridge has a capacity to handle 70,000 vehicles per day. Construction on the bridge began in April 2018, and was inaugurated by Prime Minister Narendra Modi on 12 January 2024.
Mumbai–Ahmedabad High Speed Rail Corridor (MAHSR) or Mumbai–Ahmedabad HSR is an under-construction high-speed rail line, which will connect Mumbai, the financial hub of India, with Ahmedabad, the largest city in the state of Gujarat. When completed, it will be India's first high-speed rail line.
The British Deputy High Commission, Chennai is the United Kingdom diplomatic mission with responsibility for the state of Tamil Nadu and the union territory of Puducherry. It was formed in 1947 with Sir Christopher Masterman, CSI, CIE, as its inaugural holder, who served as Deputy High Commissioner until the following year. Sir Philip Robert Barton is a British diplomat, currently the Permanent Under-Secretary of the Foreign, Commonwealth and Development Office. He was previously British High Commissioner to India; he was High Commissioner to Pakistan from 2014 to 2016.
Diwakar Raote is a leader of Shiv Sena from Maharashtra. On 5 December 2014 Raote took charge as the Cabinet Minister of Transport in Maharashtra Government. He is also the guardian minister of Parbhani and Nanded Districts. Earlier he was entrusted with the responsibility of establishing the organization in Marathwada after the party's decision in 1985 to expand to whole Maharashtra. He became Mayor of Mumbai in 1991. In Narayan Rane ministry, he was a cabinet minister of Revenue, Government of Maharashtra.
Line 2 (Yellow Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai, Maharashtra, India. The line connects Dahisar in the northwest with Mandale in Mankhurd via Andheri, BKC and Chembur in the east. Phase One of Line 2A was partially opened on 2 April 2022 from Dahisar East to Dahanukarwadi.

David Quarrey is a British diplomat and the British Ambassador to NATO since 2022. He was formerly acting National Security Adviser, having taken over the role while David Frost continued as the United Kingdom's Chief Negotiator to the European Union during the Brexit negotiations. He was the UK's Ambassador to Israel from 2015 to 2019.
