William Healy replaces Drew Adkins as Arthur, Andrew Dayton replaces Jake Beale as D.W., and Max Friedman Cole replaces Siam Yu as Brain for part of the season continuing permanently for the next season.

When a powerful hurricane hits Elwood City, Arthur and his friends are affected by it in various ways. Arthur starts a campaign to reunite lost pets with their owners. The first floor of the Crosswires' house is flooded, forcing them to stay in a homeless shelter until their house gets cleaned up. With Mr. Compson being very busy, Ladonna fears that he will not come home in time for her birthday. Meanwhile, the Brain gets traumatized after seeing the destruction of his family's ice cream shop and develops a fear of the wind, so he begins seeing a psychiatrist (voiced by Idina Menzel).

This is the last season with Luke Reid voicing Brain. Oliver Grainger has replaced Michael Caloz as D.W. due to Caloz's voice changing after the previous season.

The 5th season of the television series Arthur was originally broadcast on PBS in the United States from September 25 to November 27, 2000, and contains 10 episodes. The special "Arthur's Perfect Christmas" served as the finale to this season. Steven Crowder replaced Luke Reid as Brain. SkyWeek was a weekly astronomy television program created by Sky & Telescope magazine. The show was hosted by Tony Flanders, associate editor of Sky & Telescope magazine. Each episode of the program was released in one, three, and five-minute formats; and, the show's content and format were similar to that of another weekly astronomy program called Star Gazers. SkyWeek was carried by many PBS affiliates.

The 19th season of the television series Arthur contains 10 episodes. These episodes were broadcast in early 2015 on CBBC in the UK, and aired on PBS Kids in the US from June 2, 2015 to May 26, 2016. This season was produced along with season 18 in 2013, and is the last season to be animated by 9 Story Media Group with Adobe Flash, starting next season, Oasis Animation takes over, flash-animating it with Toon Boom Harmony. This is also the last season where William Healy voices Arthur, Andrew Dayton voices D.W., and Jacob Ewaniuk and Jake Sim voices the Tibble Twins. Mr. Haney retires from his official role after "Brain Sees Stars" due to Walter Massey’s death in 2014 as his character’s appearance will be reduced to a background cameo before his departure in season 20.

KET ED, known as the Education Channel, was a digital television programming service operated by PBS member network Kentucky Educational Television. The service provided programming from the Annenberg/CPB project, along with encore presentations of some PBS programming, and much of KET's locally produced in-house instructional television (ITV) productions.

The Kentucky Channel, also known by its Program and System Information Protocol short name and on-screen logo bug as KET KY, is a full-time 24/7 statewide digital television programming service originating from PBS member state-network Kentucky Educational Television. The channel features programming related to the U.S. state of Kentucky, as well as coverage of Kentucky General Assembly when it is in session.
