The Asian Forum of Parliamentarians on Population and Development (AFPPD) [1] is a regional non-governmental organization (NGO) that serves as a coordinating body of 29 National Committees of Parliamentarians on Population and Development in Asia-Pacific. The objective of the organization is to strengthen the regional network of parliamentarians who are committed to implementing the population and development agenda, particularly the Programme of Action of the International Conference on Population and Development (ICPD PoA) and the Sustainable Development Goals (SDGs). AFPPD aims to achieve this through capacity building for parliamentarians and National Committees.

Background

With initiative from the United Nations Population Fund (UNFPA), AFPPD was established in 1981 at the Asian Conference of Parliamentarians on Population and Development held in Beijing to promote the involvement of lawmakers in the Asia-Pacific region in addressing population and development issues such as sexual and reproductive health and rights (SRHR), family planning, gender equality, active ageing, youth issues, urbanization, migration and HIV/AIDS. AFPPD envisions a world where demographic changes and population issues are taken into account in planning for sustainable development. [2]

AFPPD aims to realize its vision through parliamentary work by:

AFPPD provides capacity development support to its members, facilitating their networking at the national, regional and global levels. The organization is governed by the General Assembly; managed by the Executive Committee; advised by three Standing Committees on its strategic priorities; and supported by the Secretariat located in Bangkok, Thailand. As of April 2016, AFPPD consists of 29 member National Committees of Parliamentarians on Population and Development in Afghanistan, Australia, Bangladesh, Bhutan, Cambodia, China, Cook Islands, India, Indonesia, Iran, Japan, Kazakhstan, Kyrgyzstan, Lao PDR, Malaysia, Maldives, Mongolia, Nepal, New Zealand, Pakistan, Papua New Guinea, Philippines, South Korea, Sri Lanka, Tajikistan, Thailand, Timor-Leste, Tonga, and Vietnam. AFPPD is the oldest regional parliamentarian forum on population and development. [4] It has been registered as an international nongovernmental organization, with the Ministry of Labour, Government of Thailand, since October 1994. As a recipient of the 2010 UN Population Award, AFPPD has the highest consultative status with the UN Economic and Social Council (ECOSOC). [3] [5]

Standing Committees

Standing Committee on Gender Equality and Women's Empowerment

The establishment of the Standing Committee’s main purpose is to share knowledge, advocate and exchange experiences among its members to advance gender equality and women’s empowerment across the region. Members of the Standing Committee will be informed of the progress and provide guidance to future plans and gender related activities of the AFPPD. Ms. Barbara Kuriger (MP, New Zealand and Chairperson of the New Zealand Parliamentary Group on Population and Development) and Hon. Lord Fusitu'a (MP, Tonga) are the current Co-Chairpersons of this Standing Committee. [6]

Standing Committee on Investing in Youth

Members of this Standing Committee will be expected to examine and advocate issues which affect young people and share policy options and recommendations with other member countries to achieve sustainable human development. Through this joint action, members of the Standing Committee will therefore highlight parliamentarians’ role and responsibilities in safeguarding the rights, needs and aspirations of young people through targeted policies and investments. Hon. Ms. Dina Mahalaxmi Upadhyay (MP, Nepal and Chairperson of the National Forum of Parliamentarians for Population and Development, Nepal) and Hon. Ms. Khayriniso Yusufi (MP and Vice-Speaker of the lower house of the Parliament, Tajikistan) are the current Co-Chairpersons of this Standing Committee. [6]

Standing Committee on Active Ageing

The Standing Committee on Active Ageing was established with the aim to promote healthy and active ageing, and protect the rights of older persons through policies and legal frameworks. The Standing Committee is expected to provide guidance and lead advocacy efforts on issues related to older persons, which include strengthening social protection, enhancing health care for healthy life expectancy, as well as addressing the specific needs of older women. Hon. Professor Keizo Takemi (MP, Japan and Chairperson of AFPPD) and Hon. Professor Wang Longde (MP, China and Vice-Chairperson of AFPPD) are the current Co-Chairpersons of this Standing Committee. Parliamentarians for Global Action (PGA) is a non-profit, non-partisan international network of committed legislators, that informs and mobilizes parliamentarians in all regions of the world to advocate for human rights and the rule of law, democracy, human security, non-discrimination, gender equality, and climate justice. PGA Membership is open to individual legislators from elected parliaments. Currently, it consists of approximately 1,200 members in 139 parliaments. PGA was established in 1978 in Washington, D.C., by a group of concerned parliamentarians from around the world to take collective, coordinated and cohesive actions on global problems, which could not be successfully addressed by any one government or parliament acting alone. Founded during the Cold War era, an early focus and priority of the organization was the mobilization of parliamentarians worldwide in support of nuclear disarmament. The vision of PGA is "to contribute to the creation of a Rules-Based International Order for a more equitable, safe, and democratic world".

Arzu Rana Deuba is a member of the Nepali Congress Party of Nepal since 1996 and elected as the Central Committee member of Nepali Congress Party of Nepal on December, 2021. Nurhayati Ali Assegaf

Nurhayati Ali Assegaf, M.Si., M.P. is the Chairperson of Democratic Party Faction in the People's Representative Council of the Republic of Indonesia and Deputy Chairperson of Democratic Party for 2013 - 2015. She used to be the Vice-Chairperson of the Committee for Inter-Parliamentary Cooperation. A member of the People's Representative Council since 2004, she was re-elected in 2009. During her first term (2004-2009) Dr. Assegaf was appointed Special Staff to the First Lady of the Republic of Indonesia. Alongside these duties, as a strong proponent of women’s empowerment and gender issues, she also hosted and directed the television programme “Women’s Perspective” on the Republic of Indonesia TV Channel (TVRI). Dr. Assegaf had been Managing Director of the Business and Financial Consultant and, before that, an Associate of Winarto Soemarto & Associates (1993-1998).

LGBTIQ+ Health Australia is a peak health organisation for LGBT and intersex organisations in Australia. A not-for-profit company, it was established in August 2007.

Chris Baryomunsi is a Ugandan physician, public health specialist, demographer, and politician. He is the Minister for ICT and National Guidance in the Cabinet of Uganda. He was appointed to that position in 2021. From 1 March 2015 until 6 June 2016, he served as State Minister of Health for General Duties.

Alex Ruhunda is a Ugandan research consultant, community organizer, businessman and politician. He is the elected Member of Parliament for Fort Portal Municipality and a representative for NRM, the ruling political party in Uganda.

Intersex rights in Nepal

In 2015, Nepal introduced constitutional recognition for "gender and sexual minorities". Despite this, the rights situation of intersex people in Nepal is unclear. Local activists have identified human rights violations, including significant gaps in protection of rights to physical integrity and bodily autonomy, and protection from discrimination. A first national meeting of intersex people look place in early 2016,Organised by First openly Intersex Rights Activist Esan Regmi in Nepal. with support from the UNDP.

Rosemary Bikaako Tumusiime is a Ugandan marketing professional, public administrator, feminist and politician. She is the elected Member of Parliament for Entebbe Municipality and is a representative for NRM, the ruling political party in Uganda. She is the first female representative for the constituency in over three decades and succeeded Muhammad Kawuma who served for two consecutive terms from 2006 to 2016. In the 10th Parliament, she serves as a member of the Committee on Equal Opportunities and the Committee on Presidential Affairs. She is also a member of the NRM Parliamentary Caucus, the Buganda Parliamentary Caucusand the treasurer of the Network for African Women Ministers and Parliamentarians (NAWMP).

Anna Ebaju Adeke is a Ugandan lawyer and politician. Currently she serves as the Member of Parliament representing Women in Soroti District in the 11th Parliament (2021–2026). She previously served as the parliamentary representative of the National Female Youth Constituency in the 10th parliament (2016–2021). She serves as the Deputy President for Forum for Democratic Change in Eastern Region.

Hao Yichun Chinese paleontologist

Hao Yichun(Chinese: 郝诒纯, 1920 – 2001) was a Chinese paleontologist and a member of the Chinese Communist Party. She is known as a pioneer in bringing paleontology to China, co-authoring the first Chinese textbooks in paleontology and micropaleontology. She made significant contributions to stratigraphy, petroleum exploration, and palaeoceanography.

Claudia Nonhlanhla Ndaba is a South African politician. A member of the African National Congress, she has served as the Chairperson of the Portfolio Committee on Women, Youth and People with Disabilities since 2019 and has been a Member of the National Assembly of South Africa since 2014. She served as Chairperson of the Ad Hoc Committee on the Filling of Vacancies in the Commission for Gender Equality twice during her first term in parliament. Prior to her election to parliament, Ndaba served as a Member of the Gauteng Provincial Legislature from 2009 to 2014.
