Ho Chi Minh City, commonly known by its previous name, Saigon,, is the most populous and largest city of Vietnam. According to the 2019 census, Ho Chi Minh City has a population of over 8.9 million within city proper and over 21 million within the metropolitan area. Located in southeastern Vietnam, the city surrounds the Saigon River and covers about 2,061 square kilometres. Ho Chi Minh City is the economic and financial centre of Vietnam, and plays an important role in the country's culture and scientific developments.

He served as Prime Minister of North Vietnam from 1945 to 1955 and President from 1945 to 1969. Ton Duc Thang University is a public university with the main campus in District 7, Ho Chi Minh City, Vietnam. Established on September 24, 1997, Ton Duc Thang University (TDTU) has been one of the top research universities in Vietnam. It is under the management of Vietnam General Confederation of Labour and is named after Tôn Đức Thắng, who was Vice-President of Vietnam from 1960 to 1969 under the presidency of Ho Chi Minh and later became President of Vietnam from 1969 to 1980. The University offers about 40 undergraduate programs, 18 master programs and 25 doctoral programs in variety of areas such as: law, applied science, technology, vocational skills, social sciences, economics, business, foreign languages, arts. It was first formalised by the Communist Party of Vietnam in 1991. Ho Chi Minh Thought is a broad term for political theories and policies that are seen by their proponents as representing Marxism–Leninism adapted to Vietnamese circumstances and specific time periods. The ideology includes views on the basic issues of the Vietnamese Revolution, specifically the application and development of Marxism-Leninism to the material conditions of Vietnam. The contents of Ho Chi Minh Thought was codified and developed by the Communist Party of Vietnam. The Communist Party of Vietnam defines Marxism-Leninism and Ho Chi Minh Thought as a guideline for all actions and victories of the Vietnamese revolution. Ho Chi Minh Thought, while named after the Vietnamese revolutionary and President, does not necessarily reflect the ideology of Ho Chi Minh, rather Ho Chi Minh Thought refers to the official ideology of the Communist Party of Vietnam.
