Bill Gardner (born October 26,1948) is an American politician who was the New Hampshire Secretary of State from 1976 to 2022. In that role,he was in charge of the department that oversees all general elections,primary elections,voter registration and recounts within the state,including the New Hampshire primary. His tenure is the longest of any secretary of state in U.S. history. [1] He is a member of the Democratic Party. [2]
Gardner began his career in New Hampshire politics as a state representative and was elected Secretary of State in 1976 by the state legislature. He was kept in office by both Democratic and Republican legislatures for more than 40 years. After the November 2018 election,he was narrowly re-elected over Colin Van Ostern in a vote on December 5,2018. [3]
A strong supporter of New Hampshire's standing as the 'first in the nation' primary state,Gardner wrote Why New Hampshire with the late former Governor Hugh Gregg in October 2003,detailing the history and significance of the New Hampshire primary. He also appears in Winning New Hampshire ,released in 2004. As New Hampshire's Secretary of State,he described the principal charge as "protecting the sanctity of New Hampshire’s status as first to hold a full-fledged primary". [4]
Gardner participated in President Donald Trump's voter fraud commission,which was set up by Trump in the wake of Trump's unsubstantiated claims of voter fraud in the 2016 election. [3] Gardner has been criticized for legitimizing the commission,which failed to find evidence of substantial voter fraud. [3] [5] [6] At his opening address for the commission,Gardner called for an analysis of the value of photo ID laws in improving public confidence in elections. [5]
Gardner supported a New Hampshire law which imposed stricter residency requirements for out-of-state students to vote in New Hampshire. [3] The law was later blocked in court. [3] In 2017,Gardner criticized Trump's unsubstantiated claim that out-of-state voters were being bused into New Hampshire to vote. [3]
On January 3,2022,Gardner announced that he would retire as secretary of state,and resign from the position before the next legislative election for the post. David Scanlan,his deputy since 2002,succeeded Gardner in an acting role a week later. [7]

He was a candidate for a two-year term as New Hampshire Secretary of State in the New Hampshire General Court's 2018 election,which he lost to incumbent Bill Gardner.

Voter impersonation,also sometimes called in-person voter fraud,is a form of electoral fraud in which a person who is eligible to vote in an election votes more than once,or a person who is not eligible to vote does so by voting under the name of an eligible voter. In the United States,voter ID laws have been enacted in a number of states by Republican legislatures and governors since 2010 with the purported aim of preventing voter impersonation. Existing research and evidence shows that voter impersonation is extremely rare. Between 2000 and 2014,there were only 31 documented instances of voter impersonation. There is no evidence that it has changed the result of any election. In April 2020,a voter fraud study covering 20 years by the Massachusetts Institute of Technology found the level of mail-in ballot fraud "exceedingly rare" since it occurs only in "0.00006 percent" of individual votes nationally,and,in one state,"0.000004 percent —about five times less likely than getting hit by lightning in the United States."

The Republican candidate President Donald Trump made numerous false claims of widespread fraud arising from postal voting,despite nearly-universal agreement to the contrary,with overwhelming amounts of supporting evidence,by the mainstream media,fact-checkers,election officials,and the courts.
Following the 2020 United States presidential election and the unsuccessful attempts by Donald Trump and various other Republican officials to overturn it,Republican lawmakers initiated a sweeping effort to make voting laws more restrictive within several states across the country. According to the Brennan Center for Justice,as of October 4,2021,more than 425 bills that would restrict voting access have been introduced in 49 states—with 33 of these bills enacted across 19 states so far. Republicans in at least eight states have also introduced bills that would give lawmakers greater power over election administration after they were unsuccessful in their attempts to overturn election results in swing states won by Democratic candidate Joe Biden in the 2020 election. The efforts garnered press attention and public outrage from Democrats,and by 2023 Republicans had adopted a more "under the radar" approach to achieve their goals.

He assumed office as Acting Secretary of State upon the resignation of Bill Gardner on January 10,2022. He was elected to a new two-year term as Secretary of State on December 7,2022. He previously served as Deputy Secretary of State of New Hampshire since 2002 and was a Republican member of the New Hampshire House of Representatives from 1984 to 2002,becoming Majority Leader of the House in his final term.
