Frederick County is located in the Commonwealth of Virginia. As of the 2020 census, the population was 91,419. Its county seat is Winchester. The county was formed in 1743 by the splitting of Orange County. It is Virginia's northernmost county. Frederick County is included in the Winchester, VA-WV Metropolitan Statistical Area, which is also included in the Washington-Baltimore-Northern Virginia, DC-MD-VA-WV-PA Combined Statistical Area.
Hampshire County is a county in the U.S. state of West Virginia. As of the 2020 census, the population was 23,093. Its county seat is Romney, West Virginia's oldest town (1762). The county was created by the Virginia General Assembly in 1754, from parts of Frederick and Augusta Counties (Virginia) and is the state's oldest county. The county lies in both West Virginia's Eastern Panhandle and Potomac Highlands regions.

The House of Delegates is presided over by the Speaker of the House, while the Senate is presided over by the Lieutenant Governor of Virginia. The House and Senate each elect a clerk and sergeant-at-arms. The Senate of Virginia's clerk is known as the "Clerk of the Senate".
Alexander White was a distinguished early American lawyer and politician in the present-day U.S. states of Virginia and West Virginia. He served in the House of Burgesses, the Virginia House of Delegates (representing Frederick County and later Berkeley County. During the American Revolutionary War, White facilitated the release of Quaker and Hessian civilian prisoners held by patriots. White also participated in the Virginia Ratifying Convention and became the northwestern Virginia district's inaugural member in the United States House of Representatives. United States President George Washington appointed White one of the commissioners responsible for the planning and construction of Washington, D.C..

He currently represents Virginia's 16th Senate district, having been elected during the 2019 Virginia elections. The incumbent attorney general, Democrat Mark Herring, was expected to run for governor, but announced he would run for re-election instead. As only Herring and Republican John Adams qualified for their respective party primaries, the two automatically became their parties' nominees. In the general election, Herring defeated Adams to win a second term as Attorney General of Virginia.

The 2021 Virginia gubernatorial election was held on November 2, 2021, to elect the next governor of Virginia. The election was concurrent with other elections for Virginia state offices. Incumbent Democratic Governor Ralph Northam was ineligible to run for reelection, as the Constitution of Virginia prohibits governors from serving consecutive terms. Republican businessman Glenn Youngkin won the party's nomination at the party's May 8 convention, which was held in 37 polling locations across the state, and was officially declared the nominee on May 10. The Democratic Party held its primary election on June 8, which former Governor Terry McAuliffe easily won. In the general election, Youngkin defeated McAuliffe, 50.6%-48.6%, to become the 74th Governor of Virginia. Youngkin's win was seen as an upset because McAuliffe led polls until the closing weeks of the campaign. The economy, education, public health, and cultural issues were centerpieces of Youngkin's campaign. Youngkin promised to ban the teaching of critical race theory within state schools on "day one", push back against certain COVID-19 mandates and restrictions, and advocate for small government within the state of Virginia.

He represents the 29th district, comprising the city of Winchester, and parts of Warren and Frederick Counties in Virginia. Before his election to the House of Delegates, Wiley spent six years on the Winchester city council.
